A few days ago, Ms. Anecita A. Esquierdo went to our office to ask for legal
advice regarding a letter sent to her. The said letter was a request to furnish copies of
the Daily Time Records of a former employee Mr. Edelio A. Diaz. I would like to inform
you that it is not within the function of the Provincial Agriculture Office to keep Daily
Time Records. In fact, such function is lodged within your office the Provincial Human
Resource Management & Development Office. Furthermore, the basic structural
framework of the Provincial Government of Northern Samar delegates the function of
keeping records of employees to the Provincial Human Resource Management &
Development Office. I cannot stress more that the Provincial Agriculture Office does
not have that function.

Hence, documents regarding compliance with Memos and submission of Daily

Time Records of employees should emanate from your office and not from the
Provincial Agriculture Office.
