BRIEF FACTS:

The Union of Averna, which is a Federal Republic country, consists of 29 states and 7
Union Territories, with its capital at Syldavia. The capital, Syldavia, is surrounded by
4 states, namely; Arnor, Kasnia, Velinor and Gondor.

The state of Arnor consists of the Arnor and the Angaria region, and is one of the
most prosperous states of Averna in terms of natural resources, agricultural produce,
technology and human resources. It is considered as the hub for skilled and educated
labour or people. Arnor also holds the country’s largest Hydroelectric power plant
named “Project Ignite” and it uses water from the “Pacifica” dam, which lies in the
Angaria region.

Since, Angaria primarily engages in agricultural activities, Arnor has to share its
resources with the Angaria region for the same. Therefore, this led to dissatisfaction
among the people of the respective regions, which culminated into several protests
and resulted in partition of the state of Arnor and a new state of Angaria was created.

The central government enacted the Arnor Reorganization Act, 2018 thereby creating
a new state, Angaria.

The state of Arnor levied charges on the state of Angaria for the supply of electricity.
This created agitation within the state of Angaria and henceforth, the state of Angaria
decided to close the Pacifica Dam, thereby curtailing water supply into the state of
Arnor. Therefore, the state of Arnor decided to boycott agricultural produce from the
state of Angaria and refused to appoint labourers from Angaria region in the project
for construction of industrial area in Arnor region, which is expected to be the
industrial hub of the entire Country.

In the light of the above mentioned facts, the Investigation Committee appointed by
the Central Government, has suggested that both the States proceed for mediation.

STRENGHTS OF THE STATE OF ARNOR:

1. The state of Arnor holds the country’s largest hydroelectric power plant
named “Project Ignite” and generates approximately 10,000 MW of electricity
from the Project.
2. It is the most prosperous state in terms of natural resources, agricultural
produce, technology and human resources.
3. It is a hub for skilled and educated labour.

WEAKNESS OF THE STATE OF ARNOR:

1. The state of Arnor receives water from the Pacifica Dam, which is located in
the Angarian region and not Arnor itself.

INTEREST OF PARTY:

The state of Arnor requests to hold the following interests:

1. The state of Arnor lays its main focus on the development of the state.
2. Arnor requires using water from the Pacifica Dam in order to be able produce
electricity as it supplies electricity to the capital state, Syldavia.
3. The levying of charges on water is in order to develop the State of Arnor post
partition.
