PT. Lotte Chemical Titan Nusantara (LCTN) is the first and largest
polyethylene producer in Indonesia which is a subsidiary of PT. Lotte
Chemical Titan, Tbk (LCT) which was established in 1987. PT. LCTN is
engaged in manufacturing by operating a factory located in Merak,
Cilegon, with an installed capacity of 450,000 MT per year to produce
Polyethylene with a swing plant scheme; HDPE (High Density
Polyethylene) and LLDPE (Linear Low Density Polyethylene). PT. LCTN
sells 80% of its production in the local market and about 20% in the
export market.
Lotte started the Naphta Cracker project since 2011 with the details
of investment as follows.
Total Investment Projected US$ 4 s.d. 5 billion
Revenue Projected US$ 4 s.d. 5 billion
Feedstock Naphtha 3 million TPA
Products Ethylene 1 million TPA
Propylene 600,000 TPA
and other olefin products
Start commercial to be announced
Status under development
The main problem faced by LCTN in its construction process is the
establishment of terminal design for its own purposes (TUKS) and the
remaining land acquisition.

Related to TUKS issue, LCTN will do the following:


1. Shifting the trestle location to the north so as not to close the
citizens’ access
2. Relocate the trestle location to initial design, if the land
problem has been resolved

With regard to the remaining land acquisition, Directorate of the


Upstream Chemical Industry will facilitate meetings with relevant
stakeholders.

Updates on Pending Matters:


Government POV
1. TUKS issue : the problem has been resolved. Ministry of
Transportation, Local Government and LCTN agreed to redesign
TUKS. The permit has been approved.
2. Remaining land acquisition issue : There are intensive meetings
between national land agency with Maryadi and Krakatau Steel.
Next step will be land measurement.
3. Directorate of the Upstream Chemical Industry will facilitate
meetings with relevant stakeholders on July 2019.

2. LCI can’t purchase this land due to overlap issue.
3. This land will be isolated from LCI land preparation (will be
fenced). It would be difficult work for LCI.
4. The land owner probably will request a road access. The road
access will become LCI’s safety issue because the land is located in
the center of LCI plant area.
5. Meeting on January 21 2019 : BPN Cilegon still study the alleged
overlap between Maryadi Land and PT KS land. Cilegon Mayor
request another meeting to invite KS, KIEC, Maryadi, LCI, and BPN.
