APPOINTIVE

CLASSIFICATION & COMPENSATION ADMINISTRATOR

Class specifications are intended to present a descriptive list of the range of duties performed by employees in the
class. Specifications are not intended to reflect all duties performed within the job.

DEFINITION

To administer, coordinate, maintain and oversee the City’s classification and compensation
programs; to perform a wide variety of highly responsible, complex and confidential
classification and compensation activities; and to provide responsible and confidential
professional, technical and analytical support to the Deputy Human Resources Director and
Director, Human Resources.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Deputy Human Resources Director and Director, Human
Resources.

Exercises functional and technical supervision over professional and technical staff.

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important


responsibilities and duties may include, but are not limited to, the following:

Essential Functions:

1. Oversee, administer, plan and coordinate the management, maintenance and


implementation of the City’s classification and compensation programs.

2. Develop and revise classification and compensation standards and procedures; monitor
activities to ensure consistency and conformance to such standards and procedures; ensure
activities adhere to City policies, procedures and practices, Civil Service Rules, collective
bargaining agreements, and other applicable rules and regulations.

3. Lead, plan, coordinate and participate in classification and market studies of individual and
groups of positions and job series to determine appropriate classification or grade
placement; conduct the more complex or confidential studies; research current data,
determine data needed to conduct study, analyze the data, draw conclusions and compose
written recommendations for approval by department management.

4. Assess and recommend actions to ensure appropriate and equitable relationships within job
series and reporting lines and across classifications within a pay plan; ensure that City
standard practices for grade placement are followed, or that deviations are justifiable and
reasonable.

Essential Functions:

5. Lead, plan, coordinate and develop new and revised job descriptions, using the established
format.

6. Negotiate, or participate in the negotiation of, grade assignment for jobs as required by state
statute; maintain effective relationships with bargaining unit representatives to facilitate the
negotiation process.

7. Provide technical expertise and advice to, and communicate with, City staff at all levels,
including the City Manager’s Office, department directors, division managers and
individual employees.

8. May serve as a lead, providing functional and technical oversight and training to assigned
staff; assign, plan, direct, coordinate and schedule assignments; monitor work progress and
review work results.

9. Maintain close contact with other division staff to coordinate personnel actions and
recruitments and to implement classification and compensation changes for individual
positions and employees.

10. Maintain job and pay plan data in the Oracle HRMS system, including applying cost of
living adjustments and collective bargaining agreement changes.

11. Maintain detailed and accurate records of all activities; produce statistics and reports as
requested.

12. Establish and maintain effective working relationships with local and regional
compensation staff of other government agencies; respond to other agencies’ salary surveys
and requests for information when possible.

13. Respond to public inquiries in a courteous manner; provide information within the area of
assignment; provide data and draft responses to employee, public and media inquiries
handled through the Office of Communications and City Manager’s Office.

14. Monitor legislation related to classification and compensation; evaluate affect on City
policies and practices; recommend revision to policies, procedures and practices if
necessary.

15. Stay abreast of developments in the field of classification and compensation.

Marginal Functions:

1. Maintain membership and participate in local and national professional organizations that
enhance knowledge in the field of compensation.

QUALIFICATIONS

Knowledge of:

Principles and practices of a formal classification and compensation system within a large
organization.
Principles and practices of classification and compensation administration and analysis.
Basic statistical analysis techniques and calculations.
Business mathematical operations and formulas.
Standard office practices and equipment.
Common office software applications, including word processing, spreadsheet and email.
Record keeping principles, practices and techniques.
Written and spoken business English, including grammar, sentence structure, spelling and
punctuation.
Principles and practices of lead supervision.
Pertinent federal, state and local laws, codes, regulations.

Ability to:

Interpret, apply, explain and enforce applicable laws and regulations and City policies,
procedures and practices.
Work effectively with a wide variety of individuals from various socio-economic, ethnic and
cultural backgrounds, often in confrontational or strained situations.
Define issues, collect and analyze pertinent data, identify alternative solutions, project
consequences of proposed actions, draw valid conclusions, propose sound
recommendations, and implement approved solution in support of goals.
Independently perform the most difficult analytical assignments.
Compose logical and factual recommendations.
Maintain confidential and sensitive information.
Manage a wide variety and heavy volume of assignments.
Set priorities.
Exercise independent judgment and initiative within established guidelines.
Produce written documents with clearly organized thoughts using proper sentence
construction, punctuation and grammar.
Work independently with limited supervision.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of
work.
Maintain effective audio-visual discrimination and perception needed for:

Ability to:

Maintain physical condition appropriate to the performance of assigned duties and


responsibilities which may include the following:
-- Sitting for extended periods of time; and
-- Operating assigned equipment.

Experience and Training Requirements

Experience:

Four years of classification and compensation experience, preferably with a municipal or


county government.

Training:

Equivalent to a bachelor’s degree from an accredited college or university with major


course work in business administration, personnel or human resources, or a related field.

License or Certificate

Professional compensation certification, such as Certified Compensation Professional (CCP)


from the WorldatWork Society of Certified Professionals, is desirable.

WORKING CONDITIONS

Environmental Conditions:

Office environment; limited travel to other City locations; exposure to computer screens. May
be exposed to hostile individuals.

Physical Conditions:

Essential and marginal functions may require maintaining physical condition necessary for
sitting for prolonged periods of time.
