“AN ORDINANCE DECLAIRING MANDATORY ATTENDANCE TO BARANGAY ASSEMBLIES AND
IMPOSING PENALTIES FOR VIOLATIONS THERE OF”

WHEREAS, Repuclic Act 7160 grants Local government to conduct barangay assembly twice a year to
discuss semestral reports of the Sangguniang Barangay concerning its activities and finances as well as
problems and issues affecting the barangay.

WHEREAS, The Sagguniang Barangay Members of Sta. Lucia, agreed to conduct quarterly assemblies to
update constituents on issues, problems and concerns of the barangay.

WHEREAS, barangay assembly members have the powers to initiate, recommend and adopt measures
for the welfare of the barangay hence their presence/attendance.

SECTION I. TITLE: This ordinance shall be known as the Mandatory Attendance to Barangay Assemblies
of Sta. Lucia, Bagabag, Nueva Vizcaya.

SECTION II. STATEMENT OF POLICY. It shall be the policy of the Local Government of Sta. Lucia, Bagabag,
Nueva Vizcaya to ensure active people participation and involvement to development and progress thus
a mandatory attendance.

SECTION III. COVERAGE: This ordinance shall apply to all Sta. Lucia residents ages 18 and above,
households’ heads and/or proxies.

SECTION IV. PURPOSE OF THIS ORDINANCE:

a) To provide information on the operational activities of the Local Government Unit, all
barangay residents ages 18 and above.
b) To encourage active participation and involvement of the people to barangay concerns
and issues for a better flow of progress.
SECTION V. DEFINITION: As used in this ordinance
a) Mandatory – containing or constituting a command. It is obligatory.
b) Proxy – a person authorized to act for another.
SECTION VI. ATTENDANCE:
a) Registration is done for every purok in order to check the attendance to know who are
absent.

SECTION VII. EXCEPTION: Barangay residents ages 18 and above who are sick are excepted however
there must always be a proxy ages 18 and above.

SECTION VIII. PENALTY:

1. Violation of this ordinance shall be punished by rendering community service two hours
to four hours.
2. Violators shall not be given barangay clearances and certifications not until the first
penalty being lifted.

SECTION X. REPEALING CLAUSE:

All Barangay ordinances, rules and regulations, or part thereof, whose provision is in conflict
with or contrary to the provision of this ordinance is hereby repealed, amended or modified accordingly.

SECTION IX. EFFECTIVITY: This ordinance shall take effect 10 days after completion of its posting in
conspicuous places of Sta. Lucia, and upon approval.
