Chapter I
THE PROBLEM AND ITS BACKGROUND

A. Overview or Background of the Study

ICT is used as a tool to communicate, create, disseminate, store and manage

information. ICT has also become a tool to the teaching-learning interaction. In terms

of education, ICT is now implemented in our educational system. Empowerment

technology is taught since the implementation of K-12 on 2015. The Department of

Education recognizes the key role of information and communications technology

(ICT) in improving the state of education.

Empowerment technology is being taught in school to help the students build a

basisn in the world of technology. Empowerment technology helps the students create

foundation in understanding the world of ICT, understanding and demonstrate the

proper ways in using the ICT and more. (De Lara, 2016)

These ICT skills involves word precessing skills, spreadsheet skills, data base

skills etc. but only some of these were taught during the first semeser of the school

yesr 2018-2019. These skills can empower students by learning processes that will

result in increased learning gains fro students, creating and allowing for oportunities

for learners to develop their creativity, communication skills etc.

This study aims to know the relevance of having e-technology to the ICT skills of

the Grade 11 STEM students of the Regional Science High School. If this study

REVIEW OF RELATED LITERATURE AND STUDIES

Foreign Literature

Procter (2013) indicates that ICT integration means that the technology-based

teaching and learning process will be effective for the students since they are now

inclined with the usage of technology and they will learn better withintechnology-

based environment like the classroom. The use of technology will contribute to the

learning aspects of the students in which ICT will be used in achieving effective

learning

However Procter (2013) pointed out that technical difficulties is one of the major

problem of students and teachers in most schools. This can cause interruptions in

teaching and learning process. The pack of technical assistance and no repair on it will

result to the teacher and students to not able to use computers temporarily.

ICT leadsto students’ achievements

Worldwide research has shown that ICT can lead to an improved student learning

and better teaching methods. A report made by the National Institute of Multimedia

Education in Japan, proved that an increase in the use of ICT in education with

integrating technology to the curriculum has a significant and positive impact on

RSHS-02 SHS
Regional Science High School for
Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

students’ achievements. The results specifically showed that the students who are

continuously exposed to technology through education has better ‘knowledge’,

presentation skills, innovative capabilities, and are ready to take more efforts into

learning as compared to their counterparts. Introducing ICT into education is the

answer for those who ask; ‘ how can we increase the reach of our institution, to a

larger number of students?.’

The Mobile learning (m ‐learning) as a form of e ‐learning is a rising trend

where the education has outgrown the physical constraints of the classrooms and

acquired mobility. Students access information whenever and wherever they want,

and institutions that provides such advanced technological terrains is rising in number

day by day. Teaching is becoming one of the most challenging professions in our

society today where knowledge is expanding so rapidly that modern technologies

demand the use of Information and Technology.

Technological advances had greatly changed the education landscape in that

teaching is no longer confined to the traditional face-to-face delivery of lessons. Now,

students can also learn outside the classroom via the Internet. Through the

convergence of traditional and modern methods, students get to experience the best of

both worlds – they can be tutored in school and get additional lessons through the

Web. The convenience and effectiveness of e-learning had long been recognized by

educational institutions and education officials. A number of schools in the country

RSHS-02 SHS
Regional Science High School for
Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

have embraced with enthusiasm emerging education technology in that lectures are

boosted by computer-based, or gadget-based, learning. Today, in some schools,

netbooks have replaced notebooks and some lessons are delivered electronically.

A survey conducted by Pearson Foundation in the United States found that

more than six in 10 college students and high school seniors agree that they study

more efficiently by using tablets. A study conducted by Houghton Mifflin Harcourt in

California also showed that students using iPads performed better in math compared

to students using traditional textbooks. Another study at Oklahoma State University

found that 75 percent of students said the use of gadgets enhanced their learning

experience.

Local Literature

The Philippines should not be left behind when it comes to applying education

technology. The ethical and responsible use of computers, tablets, cellphones and

other devices can greatly enhance the learning capability of students, for it has been

shown through studies that children (and adults for that matter) can better grasp and

understand their lessons in a more relaxed environment, without the prying (and

sometimes mocking) eyes of classmates or teachers.

Emerging technologies can be powerful tools in education. The Philippines

can copy the US and slowly, as the budget of the Department of Education allows,

provide schools computers, fast Internet service, digital devices and software for the

RSHS-02 SHS
Regional Science High School for
Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

use of students. Investing on e-learning will benefit both teachers and students.

Teachers can disseminate their lessons and assignments with ease, and students can

work on their lessons at home. Little by little, the country can introduce changes to

the system by adopting a wider array of learning platforms with the use of technology.

Thanks to technology, schools (and teachers) can tap a number of “partners” in

carrying out their mission to educate students. Audio and video lessons can be

delivered to students through social networks and webcams. Students can attend

classes in e-classrooms. Teachers can send lectures through email and, schools can

issue communications the same way. And perhaps, in the near future, tests can be

administered online.

As the world continues its march to progress, there’s no escaping online

education. To keep up, the country will have to study and develop its own model of

computer-based learning that will be effective for Filipino students. Technology

liberates education boundaries.

Because of using technology in the classroom, teachers have evolved to being the sole

authority of knowledge to being facilitators of learning in the classroom. Educators

and students work collaboratively so that the learning experience will be more

meaningful for all.

Regional Science High School for
Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

Technology has also helped distant education.

Students can participate in classroom activities and submit requirements for

the course with just a laptop and the Internet. Technology simplifies access to

educational resources.Materials have been made more accessible to students since

teachers can just upload the materials for their subjects online and let students

download them as needed. More than that, the world web is a vast database of

materials which students and teachers can use to supplement their learning.

Technology sparks students’ interest in learning.

Using technology in the classroom also adds students’ participation and

excitement to the lesson. Students now are so adept at using different gadgets like

smartphones, iPads, and others. If these technologies are used during lessons, students

are likely to be more engaged because they are using their much-loved gadgets to

facilitate their learning.

Technology also helps students be independent and responsible.

They can take ownership and be in charge of their learning. Moreover,

students are also able to think more critically because of the extensive information

available online. The various educational software or apps have been designed to

make learning easy and fun to the students. Through these apps and online resources,

students can learn subjects that are difficult to them independently. Since students

RSHS-02 SHS
Regional Science High School for
Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

learn at their pace, understanding these concepts are made easier to them. They are

free from the pressures and prejudices of others if they do not learn as fast as others

do.

Technology supports differentiated instruction.

Teachers can use technology to cater to the different learning styles of their

students. They can use assessment software to track students’ performance quickly. In

doing so, designing an activity for each learning style is possible because teachers are

aware of their students’ strengths and weaknesses. Also, there are so many available

online sources that the teachers can choose from in designing their class activities.

When students are taught according to their level, teachers can make sure that the

learning objectives they set are being met.

Technology enhances students’ creativity and innovation.

creativity learning

Espinosa (2016) states that through the various activities designed by the

teachers to integrate technology in their teaching, students become more innovative

and creative so that they can always do the tasks given to them well. Through

independent research and manipulation of the different applications designed for

learning, students can exercise their creativity and innovativeness.

Nowadays the role of Information and Communication Technology (ICT),in

the education sector plays an important role, especially in the process of empowering

the technology into the educational activities. Education sector can be the most

effective sector to anticipate and eliminate the negative impact of ICT. Technology in

another side can be the most effective way to increase the students knowledge. The

use of ICT in education adds value to teaching and learning, by enhancing the

effectiveness of learning. It added a dimension to learning that was not previously

available. After the inception of ICT in schools, students found learning in a

RSHS-02 SHS
Regional Science High School for
Region 02

technology enhanced environment more stimulating and engaging than in a traditional

classroom environment.

Tikam (2013) pointed that ICT influence every discipline under the sun,

including education. It affects every aspect of education from teaching-learning to

evaluation and examination. It improves the effectiveness of education, supports

literacy movements, enhances the scope of education by facilitating mobile learning

and inclusive education, and facilitates research and academic communication. The

impact of ICT and its potential in the field of education is varied and positively affects

all stakeholders in the field of education.

Moreover Manabat (2017) indicates that Empowerment Technology is

important since it makes our individual lives easier in different aspects such as for

school matters, office or work matters and for our individual matters. Before,

blackboards and whiteboards are one of the tools used in teaching students. Now,

there are already LCD Projectors that is being used by many institutions or schools

nowadays. By the help of Empowerment Technology, teachers made their lives easier

through the use of these projectors and the students as well made their lives easier in

acquiring knowledge. E-Tech is not just useful for the school matters, but it is also

useful in an office or work matters and for personal matters as well. For example,

when you are ought to make a presentation. Since, technology has evolved, we

already has these presentation softwares such as Microsoft presentation, Prezi, Lotus’

Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

Freelance Graphics and etc. Without these presentation softwares, we will all still be

stuck onto those visual aid presentation. Empowerment Technology doesn’t just

conserve time, but it can make our lives easier.

ICT plays a role in three fundamental aspects of education: access, quality and

cost. It has advanced knowledge by expanding and extending access to education,

improving the quality of education and reducing costs while extending education to

remote areas through virtual, e-learning, online and distance learning. ICT in

education has provided more employment opportunities directly and indirectly

through academic and non-academic staff within the education system.

E - Learning is a promising tool for the extension and expansion of secondary

education access. Since they relax space and time restrictions, ICTs can involve new

people to participate in secondary education by increasing the flexibility of

participation in comparison with the traditional face-to-face model: working students

and adults, people living in remote areas (e.g. rural areas), non-mobile students and

even foreign students could now take part more easily in education.

E-learning has illustrated a promising way to improve secondary education

and learning quality and efficiency. These promises arise from the different

characteristics of ICTs: the flexibility of learning experience for students; increased

access to information resources for more students; the ability to develop creative and

RSHS-02 SHS
Regional Science High School for
Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

useful ways of learning and/or teaching, including learning tools and the easier use of

multimedia or visualization tools.

In the increasing use of Information and Communication Technology (ICT) in

higher education it is seen to have a large relevance to the students experience of

houseworks and school life. However, the students’ lives and experience beyond their

school life have been largely unknown. It is important to explore the influence of

work and social contexts as well as the course study, the attitudes towards and take up

of technology of the students. ICT is observed most positively in the context of work

and technology use at work is an important driver for technology use in other areas.

ICT Integration in Philippine Education

ICT is introduced at the elementary level as a subject called Home Economics

and Livelihood Education (HELE) and in the secondary level as Technology and

Home Economics (THE). In the majority of cases, ICT materials such as software and

multimedia, are used to supplement instruction. Philippine DepEd has policies on the

use of ICT. These are: (1) technology must be studied first as a separate subject, then

applied in other learning areas as a tool for learning how to learn; (2) the application

of computer skills to the other learning areas is a curriculum policy that stems from

the principle that teaching-learning must not be textbook-driven, and educational

processes should take advantage of technological developments, including the

application of ICT in teaching and learning, where appropriate; and (3) an education

RSHS-02 SHS

Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

modernization program will equip schools with facilities, equipment, materials and

skills and introduce new learning and delivery systems necessary to capitalize on

recent technological developments. The bulk of investment requirements for

implementing ICT in education come from government funding. However, the DepEd

involves other government agencies, local governments and the private sector to

finance various components of building up a program in ICT in education.

A national population survey of public and private elementary and secondary

schools was conducted by SEAMEO INNOTECH Philippines in 2001 to determine

ICT capabilities of schools. A total of 45,811 schools from the 16 regions of the

country were given questionnaires, with the school heads as respondent, of which

79.37% responded. The questionnaire focused on the readiness of schools in terms of

infrastructure, hardware, software and manpower capabilities on ICT. Some of the

major findings of the survey at the national level showed that 5,217 schools only or

14.28% have computers with the National Capital Region having the highest

percentage at 87.30%, only 18.24% of schools have staff proficient in the use of

computers, and only very few schools (13.13%) have school heads with ICT training

in the previous 5 years. The survey also indicated the need of these schools to

implement standards for technology use. What kinds of changes in knowledge, skills

and competencies are required from teachers and students in the use of ICT? In order

to serve as a basis for developing knowledge, skills and competencies in the use of

ICT, as well as in comparing outcomes of ICT use against goals set, few countries

RSHS-02 SHS
Regional Science High School for
Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

have set standards for technology use. The primary factor that influences the

effectiveness of learning is not the availability of technology, but the pedagogical

design for effective use of ICT. The computer should be fitted into the curriculum, not

the curriculum into the computer. Therefore, effective ICT integration should focus on

pedagogy design by justifying how the technology is used in such a way and why.

Effective ICT integration into the learning process has the potential to engage learners

More and more, schools and universities present themselves as innovative

educational institutes by utilizing web-based technology or the Internet to deliver

instruction. In the last few years, there is an emergence of distance education

programs in the Philippines, particularly in tertiary level, like the University of the

Philippines Open University (UPOU), the largest that offers undergraduate and

graduate school programs recognized by the Commission on Higher Education. From

the business sector, many BPO companies cater to providing English online learning

classes to students mostly outside the country. A-Plus Languages Online is a company

that delivers language online instruction to some primary, secondary and tertiary

private schools in Metro Manila.

CHAPTER IV

Results and Discussion

The students of the Regional Science High School give the relationship of E

technology subject to the development of ICT skills.

I. Relevance of E-technology to the development of ICT skills of the

students

Upon reviewing the answers of the respondents, 15 out of 15 students agreed that

there is indeed a relevance of the subject E-technology to the development of their

ICT skill. The 15 respondents was ask the question, “How do you relate the use of E-

technology subject in developing your ICT skills?” As a Mariner student, Wel (not her

real name) stated that,

“The subject E-tech gives us certain lessons to improve our knowledge about

ICT. Rather than the typical computer subject we experienced during our junior high

days, E tech is more focused on expanding our knowledge to not only be familiar the

Microsoft office but to create different programs and associate it with another.”

A related answer was acquired from Tell (not her real name) from Mariner,

“The competencies of the etech subject that were taught and were required to do

made me develop my skills regarding the subject.”

RSHS-02 SHS
Regional Science High School for
Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

The E-technology subject give the students knowledge on how they can improve

their skills. The knowledge acquired from the E-technology serves as a tool for them

to develop their skills. In addition to, another student from Apollo, Mong (not his real

name) stated that,

“With the help of E-Technology, developing ICT skills will become easier. There

will be a lot of technological devices that can support your development and will be

help you to increase your proficiency.”

The subject E-technology gives them the opportunity to handle technological

devices that can serve as a support in developing their ICT skills and proficiency

easier.

To acquire the ways on how does E-technology subject affects the development

of the skills of the students, the question, “How does exposure to E-technology

subject affects your ICT skills?” was asked to the same respondents. Tell (nor her real

name) from Mariner, states that,

“The more exposure we get from e-tech, the more we can expand our knowledge

and vocabulary in internet related subjects.”

The knowledge the respondents acquired from E-technology helped them expand

their knowledge thus making it easier for them to develop their skills in ICT.

RSHS-02 SHS
Regional Science High School for
Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

The question, “What are the contributions of you knowledge in E-technology

subject to the enhancement or improvement of your skills?” was asked to the same

respondents. Mong (not his real name), stated that,

“The more knowledgeable are you with the E-tech, the more things you can do

with it. And with the help of E-tech and many more things related to it, your skills will

likely to improve with leaps and boundaries”

Ali (not her real name), one of the respondents stated that,

“Parang dati eh parang limitado lang yung alam ko sa pagmanipulate ng mga

tools sa iba’t ibang apps sa Microsoft ganun pero nung nagkaroon ng E-Tech subject

parang naging broad yung mga alam ko. . So parang mas nagiging or napapaganda

yung mga outputs talaga kasi mas maraming tools ang nagagamit.”

The possibility of improving the ICT skills of the students depends on the

knowledge they acquire in E-technology. If the student were able to gain more

knowledge in ICT related topics, the students will have more ideas on how to improve

their ICT skills.

A Viking student, Levi (not his real name), stated that,

“The effect of having e-tech shows the use of incentives specially in a public

institutions example in our school, to nudge students/individuals towards their

engagement in ICT. Parang naaattain mo yung level ng practices sa mga skill na

RSHS-02 SHS
Regional Science High School for
Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

gusto mong maachieve kasi ayun na, ICT spoon feeds the e-tech means ayun na – I

mean sobrang laki ng tulong.”

Engaging e-tech within their ICT skills is used in STEM 11, it predominates in

their core curricular areas in such it will serve as a framework for their technology

integration in various academic content.

The ways on how they apply these knowledge was stated by the respondents as

they were asked the question, “How do you apply these knowledge you acquired in

improving your ICT skills?”. A Mariner student Well (not her real name), stated that,

“When it comes to reporting, I've used hyperlinks which made my presentation

more effective that had caused me to gain confidence and improve more when it

comes with communication.”

These knowledge from E-technology can be a key in gaining confidence during

presentation by using the techniques taught in E-technology. For example, the use of

hyperlinks.

II. Specific skills improved while learning E-technology

The respondents was also asked the question, “What specific skills did you

anhance after having E-technology subject?”

RSHS-02 SHS
Regional Science High School for
Region 02
Camp Samal, Arcon, Tumauini, Isabela 3325

Well (not her real name) stated that,

“Coding, creating a program, the use of hyperlinks, creating your own website

with the use of different mediums.”

Alex (not his real name), one of the respondents specified that,

“Na-enhance ko yung kaalaman ko sa paggamit ng mga applications tulad ng

ano tulad ng Microsft Word ganun.”

There are specific and various skills that the students develop after having the E

technology subject. The students specified improving their skills in coding, creating a

program, the use of hyperlinks, creating and designing websites as well as improving

proficiency in Microsoft apps.

III. Difficulties and other factors affecting the students’ learning

regarding ICT skills

Another question was asked to the respondents, “What were the things you

considered while learning the subject in order to enhance your skill?”

An Apollo student Mong (not his real name) stated that,

“Test of my patience. Well I'm not too interested with technology at first therefore,

the subject really tested my patience before I gradually took a liking to it”

Ali (not her real name), one of the respondents, stated that,

“I-consider mo yung mga ano yung patience ganun kasi sa paggawa ng website,

pag-eedit ganun eh kailangan ng pasensiya kasi maraming tools ang gagamitin dun

so kailangan mo talaga ng pasensiya.Atsaka wala rin akong prior knowledge gaano

parang konti lang yung na-introduce nung may ICT subject pa. So yun parang mediyo

mahirap magcontrol kasi andaming naintroduce na bagong tools ngayon.”

Another related answer was stated by Gel (not her real name), a student from

Apollo stated that,

“Yung interest ko, inisip ko kung interesado ba talga ako o hindi.”

The students’ interest was the foundation of the students before looking forward

to do the tasks that requires a lot of patience. If a student manage to build the interest

in the subject as well as the tasks he or she will have a difficulty in managing his or

her patience.

To further assess the hindrance of the students in improving their skills with the

subject E-technology, the question, “What are the challenges or difficulties you

encountered while having this subject?” was asked to the same respondents. Well (not

her real name), a Mariner student stated that,

“In this subject we are required to have laptops however not all students have

one which caused problems regarding with this subject because most activities are

done with the use of laptops.”

The same technological device problem was encountered by Jam (not her real

name) from Mariner as she stated,

“I didn’t have a updated software in my laptop and it malfunctions all the time.

therefore, I cannot comply at the night time it’ll be submitted. also it’s quite older

than what you think.”

Most of the respondents’ problem was from their technological device. Having a

problem with laptops is the major reason why students were unable to to their tasks

well as well as causing delay on the submission of the given tasks. In addition to, Tell

(not her real name) stated that,

“I think what was difficult was not be computer literate enough and also having

a hard time in exploring the things i do not know much about.”

Students who doesn’t have the prior knowledge on a certain topic could delay

their learning and coping with the tasks given to them.

IV. Benefits of E-technology on everyday life of the students

To further look in to the things where the students’ ICT skills were applicable, the

question “In what ways do you think you can use your ICT skills in your everyday

life?”

An Apollo student, Mong (not his real name), stated that,

“I can use my ICT skills when dealing with different types of subjects. I can also

use my knowledge in it to my everyday life such as to help my parents by sharing my

knowledge and also many other things.”

Another related answer was stated by Well (not her real name), a mariner student,

“I would say it is not almost every day but there would always be a time that

there is a need to use it. I guess in reporting ICT skills are such a big help that is why

there could be presence of it in certain subjects.”

Ali (not her real name), one of the respondents also stated that,

“ Na-apply ko siya kasi yun nga as I’ve said before eh maraming mga outputs

ganun so yung mga knowledge na natututunan about sa Microsoft, sa word, sa excel,

at sa power point, na-a-apply pag may ginagawa sa school.”

A Viking student, Macketh (not his real name), stated that,

“Visual learnings like in every branch of Microsoft Office and softwares.”

Apart from modeling real world interactions, E-tech deals through the use of ICT

skills supported learning encourages among students to have active learning

regardless of where they are and the topic they might approach in the future.

Though some students may not use it everyday, ICT skills can be useful in terms of

reporting in other subjects which the use of hyperlinks can be utilized as well as

sharing the knowledge and techniques acquired in E-technology to people who needs

it.

To overall assess the benefits of having the E-technology, the last question, “What

did you gain in developing your ICT skills with the use of E-technology?” was asked.

A Mariner student, Well (not her real name) stated that,

“In some points I could say I gain so much looking from the perspective of ICT

skills but it is not as helpful for me. Yes, i learned many things and used it but it is not

as useful as it seems for me.”

Another related answer was stated by Jam (not her real name),

“I think i didn’t gain too much information because i already had the background

of what i’ve learned in this subject way back in our ICT subject on JHS. probably just

slight enhancements.”

Though the skills were useful for some, there were students who stated that their

knowledge on ICT was not entirely gained from E-technology but rather from their

prior subjects during JHS. E-technology, for some students, gave them knowledge and

information but is not useful as other taught it was. But for some, like a Mariner

student, Tell ( not her real name) states that,,

“I learned the risks and responsibility of the internet which i am using everyday”

The acquired knowledge in ICT was not only useful for developing ICT skills

like programming and webpage designing but also for the practice of safety of the

internet.
