PROJECT PROPOSAL

I. Project Title: FIRST DIVISION TRAINING ON SCHOOL FINANCIAL STAFF


II. Project Schedule: _________________________
III. RATIONALE:
It is the state policy that “All resources of the government shall be manages,
expended or utilized in accordance with law and regulation, and safeguard against
loss or wastage through illegal or improper disposition, with a view to ensuring
economy, efficiency and effectiveness in the operations of the government”. (Section
2, PD 1445).
To enable the school financial staff to comply with this mandate, it is
important that they have a good understanding and knowledge of the various
operating expenses of the school and how this operating expenses be liquidated and
reported.
IV. OBJECTIVES:
 To provide opportunities for teachers and non-teaching personnel to enhance
their competencies and skills in financial management;
 To give orientation on the new government accounting system (EFRS)
 To give information on the proper procurement process required by COA
 To be aware of their respective duties and responsibilities as BAC Chair and
members, Bookkeeper, Disbursing Officer and as approving officer of the
school, the Principal.

V. EXPECTED PARTICIPANTS:
This activity will be participated in by all teachers designated as BAC
Chairman, School Disbursing Officer, School Bookkeeper, Supply Officer and
School Head. Attendance of the participants is a must.
