INTRODUCTION
This project is designed for crime information management system for Nigerian Police
force. In order to have a clear vision of what criminal information is all about, it is proper to
have an insight of the meaning of system and information respectively.
A system can simply be defined as a group of interrelated collection of components,
elements that work together to perform a task. These interrelated elements work
together towards a common goal by accepting, input and producing output in an
organization process.
Many examples of system can be found in the physical and biological science in modern
technology of a human society. Crime information system can simply be defined as an
information system that provides information in the form of a standardized report of
criminal. Criminality is part and parcel of human nature and society. That is why no society
can claim to be completely free of crimes. But the type of criminal behavior tends to follow
the pattern of social and economic development of a given society. It is therefore, not
unexpected that a society at low level of development tends to experience an increase
in the rate of violent crimes such as armed robbery, politically motivated killings, the use of
illegal weapons, ethnic and religious clashes and the like. What is worrisome; however,
is that the police which are meant to be the remedy to criminality appears to be getting
overwhelmed by the phenomenon.
STATEMENT OF THE PROBLEM
The effects and tragedies of crime are enormous and the situation becomes more striking
in the economically productive age group. The ineffective use of information system has
adversely affected the investigation of criminal cases; various problems are encountered
in the manual system of operations. These problems are:
i. Generating a case filing number for each of the cases has been
cumbersome because it is not easy to trace the file number of the last recorded
case and this has led to duplication cases file number.
ii. Accuracy about dates of filing various components of the cases is not readily
available making referencing them very cumbersome.
iii. Delay in accessing information in paper files, paper files are sometimes damaged
by water, pest or fire outbreak and can easily be altered by an unauthorized
user.

iv. Missing criminal record files which might have been caused by theft or
wrongly placed or kept by the officer in charge.
v. Manual searching for information about crime cases handled by the crime
investigation department has been very tedious because the cases files are not
arranged in a logical manner.
AIM AND OBJECTIVES OF THE STUDY:
The aim of the project is to computerize and make it a web based the crime
information system of the Nigerian police force.
The specific objectives are as follows:
i. Simplicity in generating a case filing number for each of the cases
to make it less cumbersome so that it will be easy to trace the file number
of the last recorded case and there will no longer be duplication cases
file number.
ii. To make dates of filing various components of the cases accurate and
readily available making referencing them very swift.
iii. To change from manual compilation of file to web based system hence
making it faster and overcoming problems like damages by water, pest
or fire outbreak yet providing security.
iv. To overcome cases of missing criminal record files which might have been
caused by theft or wrongly placed or kept by the officer in charge.
v. Make easy, the investigation of criminal cases

vi. Make police organization appreciate the use of computer in combating


crimes
vii. Provide software that can assist in detecting crimes information.
viii. Help speedy retrieval of information
ix. Provide back-up files
SCOPE AND LIMITATION OF THE STUDY:
In this project work the concentration and emphasis will be on Nigeria Police force. The
research source of information is limited to the criminal investigation Department (CID).

MATERIAL/ METHOD
The information used in the construction of the database was obtained from the Crime
Investigation Department (CID) of the Nigeria Police at Talata Mafara in Zamfara State.
No mentions of names were made of criminals either dead or alive in the
interactions, except the use references such as a certain Mr. /Miss. X, or a certain Mr.
/Miss Y, to describe the activities and mode of operations of some criminals that have
records. Also no photographs or finger prints were shown to me, but the manual
mode of capturing the finger prints on paper was described to me. Therefore, provisions
were made in designing the CIS to upload photographs, document, audio, and video.
There was actually no provision for finger prints in the records of the criminals due to
some incapability.

METHODOLOGY
The methodology used is the Structured System and Design Methodology, (the
structured system and Design Methodology is a systems approach to the analysis and
design of information system), since it is an acceptable software engineering principle
for the design of software. A feasibility study of the manual method of accessing
criminals’ record was taken. Analysis was made to discover areas of weaknesses and
the objectives of the proposed system and its design was implemented. The manual
method consisted of:
Asking the criminal if he/she had ever committed a crime before
If yes, he/she is asked by the police, about the police post he/she was taken to
The criminal is then asked if he/she was prosecuted in court, or was released
on bail at the police station
If the criminal was once booked in the same police station, then a search is
made for the file, otherwise a new case is opened for the criminal.
PROBLEM OF THE EXISTING SYSTEM
From the aforementioned processes or activities of crime investigation, It is clear that the
police force in Nigeria still makes use of manual process using paper files in the
documentation of the crime investigation findings.

information has some limitations. There is the problem of delay in accessing information in
paper files, paper files are sometimes damaged by water, pest or fire outbreak and can
easily be altered by an unauthorized user. There is also the problem of missing criminal
record files which might have been caused by theft or wrongly placed or kept by the
officer(s) in charge.

PROPOSED SYSTEM
Analysis stage is an important stage between feasibility and design of system. Relevant
information is gathered and must be examined in order to ascertain paper assessment of
present system. According to Daniel and Yeastes ( 1983) “ System A n a l ys is i s
g e n e r a l l y t h e i d e n t i f i c a t i o n a n d definition of problem which is worth solving with
limited resources”. The role of the systemAnalyst cannot be over emphasized as he
collects data on the existing system or intended system and performs critical analysis of
the data to factor out relevant information, such requirements have to compliment users
need. Result of system analysis is the production of a requirement definition where systems
services constraints and goals are established by consultation with system users or
viewing existing system and its inadequacies. The proposed system will have a firm
positive effect on keeping criminal information in that it will eliminate the limitation with
the present method.
SUMMARY
In summary, the project work covers all the procedures involved in designing the web
based crime management information system for Nigerian Police force. It is aimed at
making it a web based crime information system for Nigerian Police Force. During the
course of this research, problems were found in the existing system such as delay in
accessing information of the criminals, missing files and so on. Base on this a new
system was proposed to efficiently handle data to tackle problems of the existing system.
The system was designed using HTML, PHP, CSS and MySQL server to handle the data.
RECOMMENDATION
It is not wise enough for one to look at the short run of the cost and benefit analysis of this
project only, but has an in-depth perspective of numerous benefits that would surface
in the long-run, a part from the fact that one need to be up-to-date in information

dissemination by embracing modern technology. With all these, the project clearly showed
that the police needs computers especially at the Criminal Investigation Departments
(CID). I will like to appeal that the Federal and states government equip CID laboratories
with computers for effective investigation.
CONCLUSION
From literature reviewed, it has been found that crime is a human experience, it occurs at
some location and that crime is a problem which has to be managed. This study revealed
that for crime to be properly curbed, accurate data about criminal should be collected and
used in web based criminal information system. The officer in charge of Criminal
Investigation Department “OIC CID” should be in charge of the laboratory where the
computers are kept and area commander/DPO should be the one to supervise the
software to avoid unauthorized users’ access to it. It has also been revealed that a properly
developed web based crime management information system (WCMIS) improves the
management of information in a police department.
The monthly crime records and statistics sent to the state Headquarters by various area
command and police division, which consequently get to the State Criminal Investigation
Department (CID) is the projection to fight crime in Nigeria. It was observed that in broader
scale, the extent at which the computers have become an integral part of lives is
overwhelmed; the computers have a profound capability for greatly influencing our lives.
The computer program has been made to be user friendly and so it would be easy for
users to work with.
