An outage hit AT&T network callers on Tuesday, July 02, 2019 affecting calls to
emergency services and users’ ability to send text messages.
Several regions reported the network issues, with police departments advising
AT&T users that emergency services were unable to be reached in some areas.
A spokesperson for AT&T confirmed the issues in a statement to Gizmodo.
SOLUTION:
If there are no network outage or if you are not 100% sure that your area is
affected, you must try to troubleshoot your device. This will save your time
from calling AT&T technical support.

AT&T is experiencing nationwide 911 service outage which is affecting the ability
to call 911 on a cellphone. Until the issue is resolved, AT&T customers can
access Arlington 911 by either calling 817-274-4444 or utilizing a landline.
RECOMMENDATION:
Customers who have cellular network plans must keep a spare phone which is
not locked by any service providers, this is for emergencies like network outages.
Everyone in their own state must also have a direct phone number of their own
police department just in case 911 service is unavailable.
For AT&T Inc. they must develop a real time help for their customers specially
those who are living in rural areas. A system that would identify automatically if
there are any network outages, so that customers does not have to call and
report about it.
