Job Summary

Process Operator:

Responsible for operating, monitoring, adjusting and troubleshooting of various plant chemical processes for
the purification of water at either of the City's water purification plants to ensure compliance with all
applicable water treatment regulations, policies, procedures and federal, provincial and City guidelines.

The Process Operator is the Operator-In-Charge of either of the City's water treatment chemical systems, in
accordance with O. Reg. 128/04. The Process Operator has primary responsibility for the identification,
mitigation, management of process upsets and emergency situations associated with the plant's chemical
feed and control systems, and is responsible for reporting upsets and emergency situations to the Process
Supervisor, in accordance with plant procedures. The Process Operator also assists the Process Supervisor
in the mitigation and management of emergency process and environmental situations in all other areas of
the plant.

Process Operator-in-Training:

Responsible for performing some or all of the duties below, under the direction of the supervisor.

Education & Experience

Successful completion of a three (3) year Community College diploma in Engineering Technology, preferably
with emphasis in environmental, water treatment, chemical or biochemical technology.

A minimum of one (1) year of environmental, water treatment, industrial or chemical process related work
experience in an industrial, production or laboratory environment.

*Experience and formal training combined with demonstrated performance and ability may substitute for
stipulated academic requirements.

Language, Certificates & Licenses

Process Operator:
- Must possess and maintain a valid Ministry of the Environment (MOE) Water Treatment Operator
Certificate Level 1

Process Operator-in-Training:

For applicants who do not possess the specified MOE certification requirements, the following conditions
may be considered in accordance with the Internship Program Memorandum of Understanding between
CUPE 503 and the City of Ottawa:

Must possess a valid MOE Water Treatment Operator-in-Training (OIT) certificate/licence within six months
of the start date

and

Within the twelve months following receipt of OIT certification, the individual must successfully:

- complete the required MOE self-study course and write and pass the written test, and
- complete the MOE entry-level course (in-class) and write and pass the written course, and
- write and pass the MOE Water Treatment Level 1 exam, and
- obtain twelve months of continuous on-the-job experience

English oral, reading, writing required.

Knowledge

- Basic1 knowledge of chemistry, physics, hydraulics and electrical devices


- Basic1 knowledge of current provincial regulations pertaining to drinking water treatment
- Basic1 knowledge of automated process measurement and control
- Intermediate1 knowledge of water treatment processes and water treatment process equipment
- Intermediate1 knowledge of mathematics, lab procedures and sampling techniques
- Advanced1 knowledge of health and safety procedures, equipment and legislation
- General knowledge of City of Ottawa Policies and Procedures, Drinking Water Services'
responsibilities, facilities and equipment
- General1 knowledge of computer software applications typically used in an office environment
- Knowledge of applicable health and safety legislation, including the rights and duties of workers.

Notes:

The terms "Basic", "Intermediate" and "Advanced", as noted in the "Knowledge Of" section above, refer to
terms, scope and level of topic mastery, as defined by the MOE certification document entitled "Water
Treatment Need to Know Guide", most current edition. Applicants will be required to demonstrate their
degree of knowledge / mastery, of the topics noted above, in general accordance with this document.

Competencies & Skills

- Demonstrate effective communications (written and verbal) to all levels of staff


- Follow instructions with minimum supervision
- Record data as required in a clear and concise manner
- Work with sensitive process and analytical instruments
- Work a rotating day/night twelve (12) hour shift schedule
- Recognize process problems to prevent the need for costly repairs or adverse water quality events
- Work with and use all required/provided personal protective equipment
- Must be able to comply with the City of Ottawa's Respiratory Protection Policy
- Must be able to carry out all physical requirements necessary for this position
