DISASTER PREPAREDNESS
ACTIVITY DESIGN

RATIONALE

The 7.2 magnitude earthquake that struck the province of Bohol particularly the northeastern
part on October 15, 2013 underscored the vulnerability of local communities to natural
disasters and calamities that even will come without knowing when. As Boholanos continue to
rebuild their lives, we are confronted with significant challenges in the process of rehabilitation,
recovery and strengthening of community resilience to disasters.

Corollary to this being an island with several islets under its jurisdiction, is the province capacity
for disaster risk reduction management and its adaptation to climate change. Thus, it is also but
imperative that to the basic unit of governance, the barangay officials should be in the forefront
position to perform their critical role of policy-making, planning, implementation of
interventions and even building partnerships with various stakeholders specifically for disaster
risk reduction.

It is in this premise that such activity is to be conducted which will be participated in by all
Punong Barangays within the Province of Bohol, being the prime movers of governance at the
grassroots, for them to be able to solidify the organizational structure within the barangay level
and will enable to acquire the necessary knowledge and skills for barangay governance that
would support the basic disaster preparedness program.

OBJECTIVE

The two-day activity would improve the awareness among all Punong Barangays of BOHOL
about disaster preparedness that it should be always a priority starting to barangay level until
the national scope in times of calamity.
Likewise, the activity is aimed that the barangay officials will identify replicable innovative
practices in disaster preparedness program at the barangay level as well as other best practices
in how to overcome challenges in its preparation process in general.

At the end of the activity, each participant will come up with their individual reflective journals
that will detail their learning and insights as to what can be done in their respective barangays
in terms of policy-formulation and program implementation.

SCHEDULE AND DURATION

The provincial congress will be conducted on June 6-7, 2014 2014 at Bohol Cultural
Center, Tagbilaran City, Bohol.

METHODOLOGY

The activity will be conducted employing arranged lecture-discussions and interfacing

with local officials, functionaries and managers of the tourism industry and in disaster
preparedness in the places to be visited. Workshops will also be conducted to facilitate the
learning of insights and firming up the resolve to replicate best practices in their respective
barangay.

PARTICIPANTS

Target participants will be all Punong Barangay within the Province of Bohol.
FUNDING

A Registration fee of Two Thousand Four Hundred Pesos (P2,400.00) per participant will
be collected to be taken from any available local funds subject to the usual accounting and
auditing rules and regulations, and hopefully, the financial assistance from the provincial
government to augment other expenses to be incurred.

1,100 participants X P2,400.00 registration = P 2,640,000.00
