WIO Marine Limited has identified A-E firms with proven capability to plan, design and construct a
marine hydrokinetic energy mixed use laboratory facility with accompanying support facilities with
support of international lenders. The firms have in the opinion of WIO Marine Limited the best
integrated and innovative design team with demonstrated extensive experience in the design of complex
mixed use science laboratories. The Marine Science Laboratory (MSL), with do-it-yourself capabilities,
will be a controlled access facility and approval for site access will be required for all visitors; all
approved visitors will be badged and escorted. Research facilities are expected to support multiple types
of ocean research (e.g., chemical, physical, biological, offshore renewable energy, marine minerals, etc.).
Safety is of paramount importance in the construction and operation of the MSL. The WIO Marine
Limited Project Team is dedicated to a construction safety goal of zero lost workday cases. Safe work
practices will be integrated into all aspects of the construction process. This MSL will be used for cutting
edge marine science and technology research and should be designed to facilitate and reflect those
activities. Proactive and preventive hurricane survivability measures (in view of a changing climate) are
mandatory for this facility. Additionally, it must meet a minimum sustainability requirement of Silver on
the Leadership in Energy and Environmental Design (LEED) certification scale of the U.S. Green
Building Council.
Each building must have a Sensitive Compartmented Information Facility (SCIF) from where all
unwanted electronic devices including wearable devices will be deposited before personnel enter and
from where the devices will be collected from as they leave.
Sustainable Design and Construction
WIO Marine Limited has adopted sustainable design as the guiding principle for its planning, design and
construction projects. By definition, this means meeting present needs without compromising the ability
of future generations to meet their own needs. In practice, sustainable design utilizes best available
solutions within the design tradition and conserves global resources, utilizes energy efficiently, recycles
materials and waste, and specifies ecologically responsible methods, practices, and materials in the
construction and operations of WIO Marine Limited facilities.
Accordingly, the selected Architectural-Engineering and General Contractor/Construction Manager firms
have exhibited current credentials and demonstrated competency in sustainable design and “green”
building systems. The firms have validated their sustainable abilities and practices through completed
LEED certified construction projects, green building awards, LEED certified professionals on staff as
part of the team, and/or use of innovative “green” technologies in design.
Single Source Vendors (SSVs)

WIO Marine Limited has identified a long list of equipment suppliers for our construction project who
MUST NOT be substituted. It is unusual to start such a complex construction project as this with a long
list of required vendor equipment but we do not think this will prejudice the design or compromise the
competitive bidding phase (we expect each SSV to provide evidence of past invoices for awards of
similar complexity and magnitude as evidence of their price justification during the bidding phase). As
the future Owner of the facilities, we feel that if some vendor specifications are not tightly defined, the
contractors may use inexpensive and unsatisfactory approaches to construction. In addition, we feel we
need to participate in setting initial requirements (and design specifications this early) and to be included
in the evolution of the design. We feel that poor decisions at this stage could very well yield a facility
that will be unsatisfactory or uneconomical to operate.
Project Goals
WIO Marine Limited has set the following overall goals for the project:
i. Provide an architecturally significant facility which promotes the dignity of the Owner, and offers
innovative technologies/features to support improved occupant productivity, energy conservation,
reliable, efficient, flexible system operation, low maintenance and adaptable facility.
ii. Serve WIO Marine Limited’s needs for functional space in the most efficient and cost effective
manner.
iii. Qualify for Leadership in Energy and Environmental Design (LEED’s) certification.
iv. To develop a functional emergency response, research and office environment to ensure a state of
the art facility for staff and an environment that attracts and retains world-class researchers.
v. To complete the project in the most efficient and expeditious manner.
Deliverables produced by the proposed design/build contractors for this work include:
1. A “Preliminary Design” Package – Prepared for customer review and acceptance defining the
final configuration of the facility based on the floor plan developed during conceptual design.
Additionally, this package contains required documentation needed for future operation of the
facility (e.g., fire protection assessment and hazards analysis)
2. Final System Design Packages/Shop Drawings – Includes final system design packages or
shop drawings for the major facility systems and based on the facility preliminary design.
These designs are intended to communicate consistency with the D/B Statement of Work, the
preliminary design and for use by the D/B firms to acquire subcontractor services and
materials.
3. Constructed MSL Facility – The constructed MSL facility per the customer-accepted design.

4. O&M Package – A compilation of approved shop drawings, equipment manuals, operating
manuals, tutorials, maintenance schedule and other documentation needed to properly operate
and maintain the facility and its equipment.
5. Trained Operations and Maintenance Personnel – Train operations personnel in the proper
operation of the facility systems.
6. Miscellaneous Documentation – Required documentation/permits/licenses needed for
immediate operation of the facility (e.g., Fire Hazards Analysis) and project required
documentation to ensure compliance with statutory requirements (National Environment
Management Authority (NEMA), National Construction Authority (NCA), Kenya Maritime
Authority (KMA), Kenya Civil Aviation Authority (KCAA), etc.)
The establishment of the Marine Science Laboratory mixed use facility is a key work strand of the
"Kenya Offshore Wind and Marine Renewable Energy: Removing Market Barriers" transformational
project. It is initiated to facilitate the creation of a world class, thriving, entrepreneurial community
where international and local scientists, students and staff mix with new and expanding, successful
businesses to share ideas and develop new ones in the offshore renewables field.
At the 18th meeting of the GCF held between 30 September and 2 October 2017 in Cairo, the Arab
Republic of Egypt, the GCF has begun exploring ways to support collaborative research, development
and demonstration (RD&D). The sought Marine Science Laboratory along with all associated support
facilities will be owned and operated/managed by the Executing Entity and be available to other
scientists. This is very important to truly launch an offshore renewables industry and attract
manufacturing capacity to a new market.
The developments at a site along the Kenyan coast will create an internationally competitive niche
offering, with a concentration of knowledge rich, high income employment on a single site benefiting
from shared resources to promote commercialization and attract inward investors, in addition to
education and research. The owners will be seeking collaborative industry-academic research
partnerships to conduct priority focused and innovative marine laboratory research that will advance the
marine hydrokinetic energy industry. The MSL will be well suited for research and early stage work
targeted at addressing some of the technical challenges facing the sector. The facility will be used to test
technologies, techniques, methodologies, etc., in a controlled sea water environment, and have the
capacity to produce currents up to 2.4 m/sec. In particular, the pools and tanks will be ideal for testing
proof of concept, prototypes and technology adaptations in advance of more complex and costly offshore
tests.
The laboratory space is central to the design of the building. Shared user space will integrate engineering
and technical work on ocean science research by providing space that facilitates collaboration among
scientists, engineers, and technicians. A laboratory strategic objective is to revitalize workplace

productivity by providing space that will enable interdisciplinary collaboration among laboratory
employees, private industry and the scientific user community.
Under accessible and controlled conditions, innovative technologies and methodologies related to tidal
energy will be supported by the MSL. Our test tank facility will offer a unique set of tools and services
that technology developers and researchers can use to test prototype equipment, which can then be scaled
up for further testing in real sea state conditions. The MSL laboratory testing facilities will offer a robust,
repeatable and reliable test environment for use in de-risking tidal related development activities.

The 118,000 L Tower Tank will offer 1 atmosphere of seawater. It will be 3.66 m in diameter and 10.46
m deep. The tank will be insulated providing good temperature control. The tank will also be capable of
being filled with temperature controlled heated or chilled fresh and sea water.
Flume:
The Benthic Flume will be a recirculating acrylic flume with a main acrylic working area measuring 50
cm wide by 50 cm high with a length of 7.3 m and a volume of 1,892 L. Completing the loop, the bottom
section will have a 38 cm PVC return pipe and a rectangular entrance. The return loop will add another
1200 liters to the system. Water will remain relatively stable in the flume but also have the capability to
add chilled, heated or ambient fresh and/or seawater.
Flume flow dynamics: (Design Concept: by keeping the return pipe large and creating a curved box
entrance, the basis for a laminar flow exists). With a specialized honey cone flow straightener positioned
near the entrance, laminar flow is produced. As a result, we’ll be able to position a recess work area at
the optimum position (5.5 m downstream). Multi-cores and sensors can be manipulated through the
bottom in this area or it can be used for sediments etc. The system will be powered by a 2.0 hp motor,
connected to an AC/DC controller. This will enable the speed to be adjusted through the controller. A 30
cm bronze multi-blade propeller, attached to a vertical stainless steel shaft will provide the thrust for
recirculating the water. The maximum flow tested can be 0.5 m/sec but by manipulating the gear box and
the pulley system, greater speeds may be achieved.
In addition to the large tanks, the MSL will have numerous banks of small tanks ranging in size from just
a few liters to 3.0 cubic meters. These tanks will be utilized in a range of ways from fish experiments to
equipment testing.
The MSL will house 17 Wet Lab spaces ranging from 12 to 83 m2 in size, each of which provides
researchers with the highest standard of control over experimental conditions. These rooms will be
smaller and have a higher degree of control and precision than the MSL’s large tanks. Each room will be
capable of being customized to meet dynamic experimental needs. Freshwater and filtered seawater will
be heated and chilled based on the needs of our researchers, making our wet labs the ideal place for
studying aquatic organisms, small-scale instrument development and more.

The Marine Science Laboratory Facility will also be designed to support testing facilities at an
Intermediate-scale Test Facility (ISTF) as well as Open-water, Multi-berth, Grid-connected, National
Marine Hydrokinetic Energy Testing Facility to offer developers of wave, tidal and ocean current energy
converters the opportunity to test prototype devices at the laboratory scale and setting as well as in real
sea conditions. Grid-connected test berths would be used by research institutions and multinational
companies (MNCs) who choose to outsource and offshore their research and development efforts.

freshwater, seawater and filtered seawater. will provide amongst other
components Goulds model 11CLC 4 stage vertical turbine pumps for the sea water system.
will provide a heat pump system to heat the facility, and to provide conditioned
water, both heated and cooled, for the marine habitat laboratory. The seawater intake system will
include a 2.44 meter (8') diameter steel caisson approximately 19 meters (63') in depth with a
concrete below grade pumphouse. Two (2) directly drilled pipelines from the caisson through
bluff face to the ocean; a concrete pad with sand filters at grade; 16.8 meter (55') low profile
concrete storage tank; a booster pump station with distribution pumps and associated piping; and
infrastructure utilities to connect the new intake system with the seawater distribution system.
• The building will include several laboratories fitted with fume hoods, sinks, emergency
shower/eyewash stations, one row of lab casework, compressed air, process chilled water,
HVAC, lab exhaust and drains. Lab utilities shall be provided so that future lab equipment can be
added such as gas cabinets, snorkels, additional fume hoods, sinks, and additional lab casework.
• Data Center (Tier III). Major data center building features will include: secure data server raised
computer floor room of at least 8,900 gross square foot (GSF), single story Data Center Building.
Major Data Center building features shall include: interior Data / IT Server Room of
approximately 5,000 GSF, Point of Entry (POE) Room, Mechanical and Electrical Equipment
Rooms, exterior Mechanical and Electrical Equipment Yard, Unisex Restroom, Entry Room,
Loading Area Room, Systems Operations Center Room, site work, site utility connections
(power, domestic water, fire water, sewer), fire alarm/ protection systems (fire alarm, sprinkler),
security intrusion alarm system, primary and back-up mechanical and electrical equipment /
systems, equipment building / yard, restrooms, and a systems operations center. The Data Center
will house amongst others

Units for each data centre will be provided by
• Portable Battery Charging and Storage Building. We’ll require a portable temperature controlled
battery storage building designed to optimize battery life, maximize safety and efficiency of
operations, and eliminate risks associated with the storage of batteries. This includes explosion
proof heating ventilation and air conditioning system, fire suppression, etc. in accordance with
the following minimum technical specifications:

These specifications are not intended to supersede any laws, regulations, or
standards. At time of design, an acceptable resolution to any conflicts will be
agreed on.
o Exterior Construction
All exterior components shall meet or exceed 150 MPH load rating, equipped with
hurricane hold-down brackets and hardware to fasten unit(s) to the concrete pad.
Finish white in color, high solids alkyd universal metal primer and a high solid
acrylic alkyd enamel top coat with abrasion, corrosion, and exceptional durability
or equivalent. *Preferred- White, KYMAX, Microbiological Resistant,
algae/mildew resistance, Solar Reflectance of 87% and a Thermal Emittance of
89%. The Solar Reflectance Index (SRI) is 110 per ASTM E1980 or equivalent.
Roof shall be sloped to the rear away from the doors with rain shield over doors.
Doors minimum of 60" wide by 84” high with double leaf steel construction.
Outward swing equipped that can be temporarily locked open for loading and
unloading, exterior locks with Best Interchangeable Cores (IC).

storage area should be on three of the walls in the lithium battery storage area and
24” deep with 18” of separation. Workbench is intended to generically refer to any

horizontal surface inside the compartment that could be used as surface to place or
work on a battery.
o Climate Controlled
Heating Ventilation and Air-Conditioning (HVAC) system must be capable of
achieving and maintaining a temperature of 70 degrees Fahrenheit year around

o Raised fiberglass safety flooring above a steel liquid tight, continuously welded sump.
o Portable or plumbed eyewash and safety shower (external) located immediately outside
the shed.
o Explosion proof lighting and switches.
o Regulatory compliant grounding and electrical for hazardous locations.
o Chemical fire suppression system.
o Explosion proof mechanical ventilation.
o Explosion relief panels.
o Interior and exterior to be chemical, corrosion, UV, and impact resistant paint / resistant
to a saltwater environment.
o One flexible extraction fume hood mounted inside the building in the consolidation area.
The extraction apparatus should have a permanent blower mounted outside of the
building.
• Spaces and systems on the dockside/quayside for assembly, disassembly and system check-out of
test articles prior to testing of marine hydrokinetic prototype devices both at an intermediate scale
test facility as well as an open ocean testing site
• Two (2) offshore wind turbine blade factories with each new production site having an area of
540,000 square meters and each new factory itself covering 40,000 square meters.
• Two (2) staging and assembly lay down storage areas (each 100 acres) to support the pre-
assembly, final assembly and quayside load-out (very close to wharf) for offshore wind and
marine renewable energy components for two project developers and two OEMs simultaneously.
Each large pre-assembly area will total at least 73,000 sq. m with direct access to the quay
streamlining logistics and cutting time involved in a project. The entire pre-assembly area will be
fully drained, with power, water and computer networks connected.
• An Engineering, Procurement, Construction, and Installation (EPCI) hub with a throughput
capacity in excess of 60,000 metric tons per year at peak production. The hub will in addition to
fabrication also support factory testing, onshore pre-commissioning, and operational testing, load
out, and sea fastening. The new facility will be used for large scale fabrication of
onshore/offshore platforms and onshore/offshore modules and support installation of offshore

platforms, subsea pipelines and cables, skids, and associated structures and assemblies. The EPCI
will cover 200 acres and at least 2,800 linear feet (853 meters) of water frontage. The hub will
have on hand an inventory of necessary items used in platform fabrication such as metal pipes
and beams, cranes, welding equipment, lifts, rolling mills, and sandblasting machinery. Since
platform jackets are so large, vast space is also required for proper assembly.
• Direct access to a pier with floating research dock and outdoor experimental tanks.
• A marine scientific dive team with experience working in coastal zones, estuaries, and riverine
environments with wide variations in current, temperature, and visibility
• Ten large vessels docking area. Each vessel is assumed to be 500 meters in length, has a beam of
70 meters and navigation draft of 18 meters. While in port, the vessels will also be taking on
potable water, fuel, supplies, and scientific equipment, as well as disposing of refuse and sewage.
WIO Marine Limited requires berth spaces at piers that can accommodate fueling, supply
delivery, and other loading alongside. The piers must have direct fueling pipeline and adequate
width and strength to support a fuel tank truck fully loaded. Security of the pier facility shall meet
IMO ISPS. "Refuse" includes all garbage, ashes, debris, rubbish and other similar waste material,
and anything else delivered to the vessel, but not taken onboard due to spoilage, etc., even though
such refuse was not aboard the vessel when it arrived in port. Not included are explosives and
incendiary waste and contaminated waste from medical and radiological processes.
• Supports customs and immigration liaison services
• Athletic and recreational facilities in the vicinity of the MSL including but not limited to a soccer
field, basketball court, swimming area, etc.

build the marine infrastructure including specialty floating system fabrication and installation to
include floating booms, marine weight handling equipment, marine fuel distribution and storage
systems, fabrication and installation of a floating boom clamps, etc. Floating booms are used to
protect waters from oil and fuel spills while a ship in in port since no fueling spills will be
tolerated by WIO Marine Limited. Additionally, WIO Marine Limited NOT allow the installation
method for the permanent booms via attachment to pilings with clamps and chain sections as we
have concerns about potential short and long term effects to the bay area, its shorelines,
navigational channels, and marine life.

maximum lift capability of 660 tons; specialized vehicles to transport grand blocks weighing
more than 600 tons; and numerous other high-capacity and automated cranes.
• A dedicated fishing vessels docking area of about 600 feet in length served with storage, loading
and unloading of catch/product, bait and other facilities
• Boat ramp for at least ten (10) small aluminum research vessels. Each vessel has at least 9.25m
overall length (LOA), beam of 2.9m and a draft of 0.5m. The boat ramp shall meet the following
minimum design requirements:
o The ramp shall have between fourteen (14) and sixteen (16) feet of fall for every one-
hundred feet of run.
o The ramp shall have a grooved traffic area / deck plank.
o The ramp shall be positioned so it is easily accessed for on-load and off-load by road
transportation (such as a boat trailer) traveling on the access road.
o The ramp shall protrude into the reclamation area far enough to maintain a 5' minimum
launch depth at anticipated low tide.
o The boat ramp shall be positioned to access the ocean from the shoreline of the ocean (not
from the canal that empties into the ocean).
• Ten (10) tugboats storage area. Each tug boat is assumed to be 200 ft. in length
• Heavy lift floating cranes (offshore rated at least 400 ton each) and dockside/land-based cranes
for offload rated at least 500 ton each
• Deployment quay. The needed wet dock must be at least 24 meters deep at low tide (ultra-deep
water). The navigation channel should permit twenty-four hours unrestricted transit to open
ocean.
• Brows/gangways of various sizes and categories
• Fenders or camels in various sizes. The camels shall be flat surface barges for position at the
stern or side of a vessel to be placed alongside the pier for use in breasting the ship away from the
pier. Fenders shall be of the commercial cylinder type, made of hard rubber, free of cracks and
cuts. The camels shall provide a space of 12 – 20 inches between the hull of a ship and the side of
the breasting barge. Fenders shall be placed at the fore and aft end of the breasting barge, and on
either side of a ship's accommodation ladder. In the event that a ship does not use the
accommodation ladder, the fenders shall be spaced evenly along the breasting barge providing a
space of 12 - 20 inches between the ship and the breasting barge.
• Four (4) marine (boat) pump-out stations

Requirements
The Merchant Marine Academy building will be used to train midshipmen in marine engineering,
navigation, ship's administration, maritime law, personnel management, international law, customs, and
many other subjects important to the task of running a large ship as well as ports and harbours

operations. The building will house the new simulators’ training centre certified to DP Class A for use in
sea-time reduction training, where time spent in simulator training cuts down the time required for live
training at sea and enables safe and more cost effective DP training. The Simulators will be provided by
and they will work with the A-E D/B firms at the detailed design stage to ensure design
integration.
The building will be approximately 312,195 square feet in overall size and will house approximately 800
occupants. The new multi-storey steel structure will contain open office areas; private offices;
conference and work rooms; training rooms, collaborative engineering rooms; collaboration work spaces
with light wells; a cafeteria with supporting kitchen and dining spaces; and typical support spaces. The
interiors will be consistent with modern open office architecture. The exterior will be clad in painted
metal panels and transparent glazing curtain wall systems.

technology training. These systems will be found in an approximately 300,000 square foot academic
building. The building will house classrooms, lecture halls, faculty offices, academic and research

characteristics can be performed by software only. Moreover, instruments must be computer generated,
to be easily adapted to different aircraft types. Desirable characteristics include open source software,
and support for OpenFlight terrain data base format.

to be offered by WIO Marine Limited as the Kenyan training centre for the oil and gas industry, the
offshore wind industry, the shipping sector, fire brigades and offshore companies.

science of welding. As an internationally recognized foundation for the development of best practices in
welding education, the WTTC will feature 300 welding and cutting booths, a virtual reality training lab,
a 500-seat auditorium and extensive seminar and welding classroom space to advance technical skills.
Education training, materials equipment and consumables for this facility which will serve needs of
diverse industries such as automotive/transport, general fabrication, heavy fabrication, maintenance and
repair, offshore, pipeline, pipe mill, process industry, ship building, structural, etc. will be provided by

WIO Marine Limited will acquire an unmanned autonomous/aerial vehicle (UAV) for research on
marine mammals. The machine is to be used during coastal and offshore surveys (including aboard
research and opportunistic ships) to estimate abundance, and distribution and during behaviour research
to study group movement and cohesion, identify and record animal markings. This purchase is needed as
part of long term research aimed at collecting abundance and ecological data to provide insights into the
role that marine mammals play in the marine ecosystem. Each aircraft will be fully Owner-operated and
maintained.
WIO Marine Limited will also acquire another unmanned autonomous/aerial vehicle (UAV) for asset
management including but not limited to offshore wind turbine inspections (major defects, turbine blades
& tower), offshore gas pipeline inspections (leak detection, natural encroachments), search and rescue
(SAR), support reduction of the harmful impacts of oil pollution on marine ecosystems, safety and
security information in support of marine domain awareness, and other resource missions. Each aircraft
will also be fully Owner-operated and maintained.
This aspect of the project will involve design and construction of a Remote Piloted Aircraft Operations
Center facility (approx. 11,590 SF) to include maintenance bays, meeting room/classroom, toilets with
showers, administrative areas, break room, storage room, and private and open offices. Building systems
include HVAC, plumbing, fire alarm/mass notification, fire suppression, energy management and
building controls, telephone cabling, unclassified and classified communications networks, CCTV
network, intrusion detection building infrastructure, and electronic access control systems. Supporting
facilities include site preparation, utilities (electrical, water, sanitary sewer and information systems), site
lighting, vehicle parking, access drives, pavements, curb and gutter, sidewalks, storm drainage,
landscaping, localized site demolition, and other site improvements.
Long Range Identification & Tracking (LRIT) Cooperative Data Centre (CDC)
This aspect of the project consists of the construction of a 27,800 GSF building to house the LRIT CDC.
This includes mechanical and electrical systems such HVAC, plumbing, fire protection, power, lighting,
telecommunications, fire detection and alarm and security systems. Interior work includes furnishings.
Site work includes demolition of pavement, concrete walks, utilities, and lighting, and installation of
displaced rammed aggregate piers and soil reinforcement, site utilities, grading, paving, lighting, fencing
and landscaping. The Contractor shall pay project registration fees to the USGBC and obtain a “silver”
rating certification by the U.S. Green Building Council LEED Green Building Rating System.
One of the objectives of the LRIT NDC is to identify and track Western Indian Ocean (WIO) countries’
(except South African) flagged vessels worldwide and integrate them into the wider international Long
Range Identification and Tracking (LRIT) system. The system was initially set up for the purposes of
maritime security, but was soon extended for use in areas such as Search and Rescue (SAR), maritime

safety and protection of the marine environment. Ships send automatic position reports every 6 hours,
which are received by satellite, and securely transferred to data centres which manage LRIT information
on behalf of flag States.
The WIO Cooperative Data Centre (WIO LRIT CDC) will disseminate LRIT information on WIO
countries-flagged ships around the world on behalf of all WIO flag States, and exchanges information
with other data centres around the world. Through its interconnection with other data centres, the WIO
LRIT CDC can provide Indian Ocean Commission Member State users, on request, with the LRIT
information of any third country vessel bound to, or sailing within, WIO waters. This information will be
available to authorized users whenever a vessel is within 1,000 nautical miles of the coast of the flag
State. The WIO LRIT CDC will be one of the largest data centres in the LRIT system with capability to
track over 8,000 ships per day.
Whereas WIO Marine Limited will be the Application Service Provider (ASP), the contractor for the
development and implementation of the WIO LRIT Cooperative Data Centre will be:

The maximum area for the facility is 257,271 gross square feet. The building exterior walls will consist
of brick and insulated aluminum composite panel veneer cavity wall construction with non-bearing
reinforced concrete masonry unit back-up. The exterior walls will be accentuated with curtain wall,
storefront and punched window systems. The multi-story consolidated training facility will consist of
academic classrooms, applied instruction spaces (with parts storage), administrative offices, mock-up
shop areas, conference rooms, student break rooms, training aid storage rooms, a loading dock and other
support spaces. Space will be allocated on the site to accommodate an appropriate training module
including Turn-Key, Mobile Ship Simulator Training Platforms.
The building exterior walls will consist of brick veneer cavity wall construction with reinforced concrete
masonry unit back-up with a sloped standing-seam metal roof over structural steel framing. The facility
will be constructed to meet the acoustical performance criteria design for schools. Additional features
include a raised loading dock, mechanical/ electrical equipment rooms, fire protection room, micro-
exchange for student support, telecom rooms, passenger elevators, freight elevator, security and fire
detection alarms, mass notification systems and all necessary components for the intruder detection
system. Built-in equipment includes one 20-ton overhead bridge crane, three elevators (four stops each),
acoustic wall partition, high-density storage file system, fire booster pump, and mock-ups of ship repair
components.
The Regional Ship Repair and Maintenance Training Facility will be a multi-storey facility consisting of
five high bay areas for airframe maintenance training devices (large scale mock-ups) to provide
specialized hands-on training to enhance learning, facilitate the development of skills, and permit the
practice of proper procedures necessary for the maintenance of integrated systems of modern ships.
The following is a list of general training requirements that are of interest at the minimum:
Shipfitting Work: Rip out, alteration, repair, and installation of ship’s hull and superstructure including
hull plates, frame structure, metal deck plating and grating , hull fittings such as davits, fairleads, chocks,
bollards, watertight doors, hatches, fittings, scuttles, sockets, and deck rails.
Sheet Metal Work: Rip out, alteration, repair, and installation of ship’s ventilation ducting, berthing and
messing equipment, partitions, racks, shelving and bin storage, galley and refrigerated space equipment,
joiner doors and bulkheads.
Non-nuclear Welding & Nondestructive Testing Work: Welding of ferrous and nonferrous material
using shielded metal arc, gas metal arc, gas tungsten arc, oxygen-acetylene, and resistance welding
equipment as appropriate. Performing various inspections such as visual test (VT), liquid penetrant test
(PT), magnetic particle test (MT), and ultrasonic thickness test (UT).

Pipefitting Work: Manufacture and replace parts, fabricate piping assemblies, perform hydraulic testing
on piping assemblies, perform hydro tests, assist in alignment of pipe runs, removal of worn or defective
piping components.
Outside Machine Work: Repair, troubleshooting, test, reinstall, and align main propulsion and auxiliary
components including steering, windlass, capstan, compressors, feed pumps, forced draft blowers, steam
turbines, shafts seals, evaporators, turbo generators, tank level indicators, deck machinery, galley and
scullery equipment, and laundry equipment.
Pump Repair Work: Disassemble, overhaul, repair, reassemble, inspect and align all types of pumps
including centrifugal, gear, rotary and reciprocating pumps and air compressors.
Electrical Work: In work center – recondition motors, rewind armatures and stators, load test motors,
repair emergency diesel stators, small boat generators, submersible pumps, starters, signal search lights,
DC power supplies, and overhaul running light panels, Motor Generator (M/G) set control cabinets,
reversing controllers, and automatic bus transfers.
Outside Electrical Work: Provide technical assistance, troubleshoot, and test operations of ship’s
electrical systems and equipment such as motors, generators, motor generators, propulsion motors,
magnetic clutches, cables, control panels, motor starters, switches, navigation lights, resistor banks,
appliances, lighting equipment, and repair starters.
Electronic Test, Repair and Alignment Work: Test and repair general purpose electronic test equipment
(GPETE), test, disassemble, clean , repair, overhaul, reassemble, calibrate and align communication and
radar equipment, miniature/microminiature repair and limited automatic circuit card testing.
Interior Communication Test and Repair Work: Troubleshoot, repair and test ship’s interior
communication systems, alarm systems, machinery control and indicating system, tape recorders, and
record players, and ship’s navigation and control systems.
Woodworking and Pattern Making. Manufacture or repair wooden items found aboard ocean-going
vessels. Repair wooden and fiberglass hulls and decks, manufacture patterns and boxes.
Riggers Support Activity Work: Operate cranes, booms, deck winches, chain falls, and other rigging and
weight handling equipment including rigging booms, and securing guys for loading and off-loading
equipment, material and boats.
Preservation. Perform preservation work including surface preparation, painting and deck covering such
as non-skid on flight deck and interior deck covering such as polymeric deck covering, tiles, rubber
matting and carpeting.

Tank Cleaning. Perform gas freeing and cleaning for tanks such as fuel tank, lube oil tank, portable water
tank, ballast tank, collection holding tanks and voids.
Habitability. Perform renovations including a complete rip-out of the project spaces and replacement of
all major furniture, fixtures and deck coverings.
Insulation and Lagging. Perform thermal insulation and lagging for pipe and heating, ventilation and air
conditioning, insulation and lagging and removable covers for valves, fittings, machinery, and equipment
and bent pipe.
Underwater Inspections: Conduct underwater hull and running gear (shafting, propellers, rudders)
inspections including visual test (VT), magnetic particle test (MT), and ultrasonic thickness test (UT).
Other Work: Flex hose repairs, valve pop tests, flight deck safety net weight tests, etc.
Regional Diesel, Generator and Gas Engine Parts, Service, Repair & Installation Factory
This will be a purpose built 10,000 sq. meter area factory housing the latest requisite tooling, machinery
and testing facilities for engine and generator component construction, installation, servicing, supporting
and providing repair and replacement parts. The factory will be engaged with non-consumable items for
major marine diesel engines to Original Equipment Manufacturer's specifications (physical dimensions,
type, strength and material) and tolerances including but not limited to:
Bulk and Processed Food Commodities Receiving, Inspection, Storage Handling and Distribution
Facility
WIO Marine Limited will be a buyer of full truck/railcar/vessel lots of bulk and processed food
commodities for various domestic and export feeding programs. The facility will be required to report all
product ordered and delivered to the eligible recipients to WIO Marine Limited on a monthly basis.
These food commodities include but not limited to Butter, Cheddar Cheese, Reduced-Fat Cheddar
Cheese, Process Cheese, Mozzarella Cheese, Lite Mozzarella Cheese, Nonfat Dry Milk, Instant Nonfat
Dry Milk, Evaporated Milk, Bakery and Wheat Flour, Corn Products, Saltine Crackers, Fortified Cereals,
Macaroni, Cheese, Pasta Products, Processed Cereals, Instant Rice Cereal, Wheat Flour, Milled Rice,

as Across the factory equipment (Conveyors and transport, Weighing, Grading and batching, Packing
and labeling, Intra logistics, Water treatment, etc.) will be provided by

The Vehicle Maintenance Facility will be a Standard Design of 18,800 SF with 4 - 32' X 32' Repair Bays
and five (5) Maintenance Bays. The Repair and Maintenance Bays will be served by a 35-Ton Overhead
Crane with a 20' hook height. The service areas will include a Component Wash Area, a Machine Shop
and a Maintenance Pit with two sets of hose reels providing Antifreeze, Engine Oil, Gear Oil,
Transmission Fluid, and Grease. Repair Bays are provided with Vehicle Exhaust Systems. The Repair
Area will also be served by two POL/Antifreeze Distribution Reels as well as a waste POL and
Antifreeze recovery system. The Consolidated Bench Repair will be provided for specific small item
bench repair. A Tool Room with access to the Vehicle Maintenance Facility and Spares Room will also
be provided. This area will be sprinkled for fire protection.
The complex will also provide a 4-bay vehicle wash facility that will be located at the adjacent site.
Other supporting work including but not limited to: water, sewer, electrical, communications, site
drainage and final grading must be provided to support the complex and vehicle wash facility.
The Organizational Storage Building, sized at 2,400 SF, will provide four (4) separate storage
compartments for each of approximately 475 SF each, plus a small service area for utilities. Each of
these compartments will be served by a 10' X 10' overhead coiling door plus a personnel door. Each
space will be separated by security mesh partitions. This building is freeze protected and ventilated and
will be wet sprinkled for fire protection.
The POL and Hazardous Waste Storage Buildings (HWSB) are prefabricated buildings. These buildings
are 420 SF each; total of (2) HWSB and (2) POL buildings. The POL area is for the designated storage
of 5 types of POL used in the Vehicle Maintenance Shop: Engine Oil, Gear Oil, Transmission Fluid,
Grease, and Anti-Freeze. The Hazardous Waste Storage area will be used for the storage of the facility
by-products including waste fluids and oils, dry sweep, oily rags, and waste Anti-Freeze. Because of the
toxicity of Anti-Freeze, all of these facilities will be further subdivided so that separate storage is
provided for this material.
A Vehicle Wash Facility with four (4) wash bays and associated paving, lighting, washing equipment,
treatment equipment and controls will be constructed to support the new Vehicle Maintenance Shop.

and 325-square meter fuel operations support facility. It will also involve provision of a fuel dispatch and
lab building to support testing of fuel products. Work includes leak detection, product recovery system,
piping, cathodic protection, fire protection, controls and alarms, automatic tank gauging, utility
connections, emergency generator, access roads, security fencing and lighting, parking, and site
preparation and improvement.
Also, it will involve constructing a fuel truck offload facility capable of offloading six (6) commercial
trucks simultaneously by gravity into a doublewall steel underground (direct buried) drop tank and two
(2) truck fill stands with a total truck loading capacity of 1200 gpm. The basic project components
include the Fuel Truck Offload Facility and associated piping and equipment. Three vertical turbine
distribution pumps in the drop tank will transfer the fuel via above ground piping through the Bulk Fuels
Facility’s receipt filtration system to the bulk storage tanks. The pumps and electrical equipment
associated with the facility, as well as the off-load rack’s containment pad will be covered by an open-air
canopy. The offload rack will include a secondary containment pad and spill prevention measures.
Additional supporting infrastructure includes a building for a generator and electrical service, POL
(petroleum, oil, and lubricants) fuel truck parking, access driveways, security fencing and gates,
emergency generator connection, LED site lighting and site improvements. WIO Marine Limited will
perform and document the following minimum tests before shipments are unloaded at the Fuel Farm:

The laboratory should be capable of testing first and second generation biofuels and petroleum,
conducting detailed investigations and complete analysis of chemical properties of specific fuel samples

Fuel, Aviation, Thermally Stable, Grade JPTS, Oxygen, Aviator's Breathing, Liquid and Gas including
LNG, Propellant Pressurizing Agent, Helium, etc.
Fuel Operations Building Construction. This aspect also includes the designing, building and
construction of a new facility of approximately 3,400 square feet (SF). The new building will house the

fuel manager’s office, dispatch office, driver ready room, fuel laboratory and a small shop for limited
repair to fuel trucks. The new building will also consolidate all the instrumentation related to fuel truck
dispatch, pipeline leak detection system, new tank gaging systems, and other instrumentation related to
pipeline fuel transfer operations.
The petroleum products (jet-fuel, engine oil and marine diesel import and storage complex), will be
designed, fabricated and installed by
The project includes high bays with space for applied instruction classrooms. A supporting
tool/equipment storage and issue space, as well as laboratories, instructor work and counseling areas, and
appropriate supporting space to enable automated instruction, and aircraft part and equipment mock-up
demonstration space. A ground support equipment storage facility and paved apron hardstand for aircraft
support equipment storage and movement is also required. Unique aspects of the project include the

This aspect of the project is for the construction of at least 2.5 kilometer long and 60 meters wide rotary
and fixed wing aircrafts’ runway capable of handling at the minimum a Boeing 737 aircraft. The weight
bearing strength of the airport pavements (runways, taxiways, and aprons) will be designed to handle at
least 20 years of aircraft traffic. Supporting facilities include land clearing, land fill and compaction,
fencing, pavement markings, general site improvements and electrical or solar lighting (preferred).
Antiterrorism/Force Protection and physical security measures will be incorporated into the design
including maximum standoff distances from roads, parking areas, and vehicle unloading areas.

The MSL Facility requires obstruction marking lights, traffic safety lights, marine aids-to-navigation,
airfield lighting, signs, and wind cones suite, solar lighting solutions for streets and roadways, pathways
and parks, parking lots, perimeter security and general lighting. These solutions will be provided by

Potable Water Treatment and Blending Facility
This aspect of the project will include the drilling and testing of pilot boreholes; preliminary and final
production water supply well designs; new production water well installation, completion, development,
and testing; and connection to the new water treatment facility. In addition, the project will include a
maintenance plan for the new wells and a survey and assessment of the existing water wells. Drilling and
installation of new production water supply wells and water quality testing with a minimum diameter of
228.5 millimeters (9 inches), the water production from the new water supply wells will be at rate of
approximately 1.5 cubic meters per minute (400 gallons per minute).
This aspect of the project is also to design and build a potable water treatment/blending facility to treat,
blend and package groundwater obtained from existing aquifers at the MSL into bottles for use within
the facility. The project will include at least three groundwater production wells, 3 million gallons (MG)
ground level blending reservoir, ground water treatment using reverse osmosis (RO) system - ground
level water reservoir, evaporation ponds, water transmission lines, and pump control buildings. Project
also includes all pertinent site improvements, site preparations, service roads, mechanical, electrical and
telecommunication utilities, emergency generator, drainage, parking, security fencing, and exterior
lighting. Mechanical utilities will include water supply lines, water transmission lines, septic tank and
drain field, compressed air, cooling air systems, fire protection water distribution, sanitary sewer, and
storm sewer systems.
The full range of tools for water municipality applications including water main break repair, fire
hydrant maintenance, dewatering, and light demolition will be provided by

Advanced Waste Water Treatment Plant
The treatment of waste water relies on bacteria to break down and process the inflow entering the plant
and produces waste activated sludge (WAS) and relatively clean water. The processed water is
discharged via diffuser to the adjacent ocean and the sludge is disposed off-site, typically as landfill
cover or spread over sod farms as a fertilizer.
The plant therefore must feature a means to treat the activated sludge prior beneficial reuse supporting a
projected total population of at least 100,000 people. A generic, historically proven, process used in
many waste water treatment plants employ large above-ground concrete tanks called digesters where the
pathogen content of the sludge is reduced by bacterial action, then subsequently treated with liquid
chlorine dioxide for disinfection and odor minimization prior to off-site disposal.
However, we require the utilization of emerging technology to eliminate the need for large digester tanks
which would otherwise require more space than is available. We therefore require use of a patented
solution named developed by

The hospital will consist of 1,650,000 gross square feet and will feature approximately 750 medical
surgical single patient rooms and 300 intensive care unit beds, as well as assorted support, education and
canteen service spaces including morgue support. The hospital must be a full service medical facility,
licensed by the Government of Kenya, which offers the following: Medical and surgical care and
treatment requiring hospitalization or outpatient consultations and associated care; consultations in
clinics, emergency rooms; or in-patient care encompassing all medical and surgical specialties, including
but not limited to: Allergy and Immunology, Cardiology, Dermatology, Endocrinology,
Gastroenterology, General Surgery, Gynecology, Hematology, Nephrology, Infectious Diseases,
Neurology, Neurosurgery, Orthopedic Surgery, Otorhinolaryngology, Ophthalmology, Physical
Medicine, Plastic Surgery, Pulmonary Disease, Proctology, Radiology, Rheumatology and Ambulatory
Surgery.
Also included shall be all drugs, medications, supplies, equipment, tests for diagnosis and treatment in
clinics, emergency rooms or in-patient care that is routinely provided by a hospital to its patients. On-site
services shall include those of at least one Physician (full-time), three Physician’s Assistants (one full-
time, two part-time), two Registered Nurses (full-time), one Medical Office Assistant (full-time), one
Medical Services Coordinator (full-time), one Worker’s Compensation Technician (full-time), one
Pharmacist (part-time), one Psychiatrist (part-time), one Director/Clinical Psychologist (full-time) and
one Dental Hygienist (part-time).
The healthcare facilities will require protection solutions newborns at risk of abduction, patients who
might wander, or medical practitioners facing violence as a daily reality, a range of solutions to monitor,
manage and proactively reduce patient falls, the Real-Time Location System (RTLS) solutions to
improve care, reduce cost and increase efficiency, etc. These solutions will be provided by

Regional Ship Maintenance Facility
This aspect of the project includes construction of a ~20,000 square foot mid-rise, steel-framed, blast-
hardened, reinforced architectural cast-in-place concrete masonry ship repair facility. Building features
include a thermoplastic polyolefin roof and shallow concrete foundations. The facility will include repair
facilities, tools/ equipment, kitting, storage, light industrial areas, personnel support, classroom and
administrative areas.
The following is a list of maintenance requirements that are of interest at the minimum:
Shipfitting Work: Rip out, alteration, repair, and installation of ship’s hull and superstructure including
hull plates, frame structure, metal deck plating and grating , hull fittings such as davits, fairleads, chocks,
bollards, watertight doors, hatches, fittings, scuttles, sockets, and deck rails.
Sheet Metal Work: Rip out, alteration, repair, and installation of ship’s ventilation ducting, berthing and
messing equipment, partitions, racks, shelving and bin storage, galley and refrigerated space equipment,
joiner doors and bulkheads.
Non-nuclear Welding & Nondestructive Testing Work: Welding of ferrous and nonferrous material
using shielded metal arc, gas metal arc, gas tungsten arc, oxygen-acetylene, and resistance welding
equipment as appropriate. Performing various inspections such as visual test (VT), liquid penetrant test
(PT), magnetic particle test (MT), and ultrasonic thickness test (UT).
Pipefitting Work: Manufacture and replace parts, fabricate piping assemblies, perform hydraulic testing
on piping assemblies, perform hydro tests, assist in alignment of pipe runs, removal of worn or defective
piping components.
Outside Machine Work: Repair, troubleshooting, test, reinstall, and align main propulsion and auxiliary
components including steering, windlass, capstan, compressors, feed pumps, forced draft blowers, steam
turbines, shafts seals, evaporators, turbo generators, tank level indicators, deck machinery, galley and
scullery equipment, and laundry equipment.
Pump Repair Work: Disassemble, overhaul, repair, reassemble, inspect and align all types of pumps
including centrifugal, gear, rotary and reciprocating pumps and air compressors.
Electrical Work: In work center – recondition motors, rewind armatures and stators, load test motors,
repair emergency diesel stators, small boat generators, submersible pumps, starters, signal search lights,
DC power supplies, and overhaul running light panels, Motor Generator (M/G) set control cabinets,
reversing controllers, and automatic bus transfers.

Outside Electrical Work: Provide technical assistance, troubleshoot, and test operations of ship’s
electrical systems and equipment such as motors, generators, motor generators, propulsion motors,
magnetic clutches, cables, control panels, motor starters, switches, navigation lights, resistor banks,
appliances, lighting equipment, and repair starters.
Electronic Test, Repair and Alignment Work: Test and repair general purpose electronic test equipment
(GPETE), test, disassemble, clean , repair, overhaul, reassemble, calibrate and align communication and
radar equipment, miniature/microminiature repair and limited automatic circuit card testing.
Interior Communication Test and Repair Work: Troubleshoot, repair and test ship’s interior
communication systems, alarm systems, machinery control and indicating system, tape recorders, and
record players, and ship’s navigation and control systems.
Woodworking and Pattern Making. Manufacture or repair wooden items found aboard ocean-going
vessels. Repair wooden and fiberglass hulls and decks, manufacture patterns and boxes.
Riggers Support Activity Work: Operate cranes, booms, deck winches, chain falls, and other rigging and
weight handling equipment including rigging booms, and securing guys for loading and off-loading
equipment, material and boats.
Preservation. Perform preservation work including surface preparation, painting and deck covering such
as non-skid on flight deck and interior deck covering such as polymeric deck covering, tiles, rubber
matting and carpeting.
Tank Cleaning. Perform gas freeing and cleaning for tanks such as fuel tank, lube oil tank, portable water
tank, ballast tank, collection holding tanks and voids.
Habitability. Perform renovations including a complete rip-out of the project spaces and replacement of
all major furniture, fixtures and deck coverings.
Insulation and Lagging. Perform thermal insulation and lagging for pipe and heating, ventilation and air
conditioning, insulation and lagging and removable covers for valves, fittings, machinery, and equipment
and bent pipe.
Underwater Inspections: Conduct underwater hull and running gear (shafting, propellers, rudders)
inspections including visual test (VT), magnetic particle test (MT), and ultrasonic thickness test (UT).
Other Work: Flex hose repairs, valve pop tests, flight deck safety net weight tests, etc.

This aspect of the project is to design and build a yard for vessel disposal to include remediation of
hazardous materials, fuel, oils and liquids, electronics and equipment and the dismantling and recycling
of entire vessels, proper disposal of the wood hull, other solid wastes and any hazardous waste generated,
and will take title to all scrap metal and sell such scrap metal to offset the costs of ship dismantling. The
facility shall provide all equipment, tools, materials, facilities and any other items and services necessary
to dismantle and dispose of ships and any on board hazardous materials in a manner which is safe for
workers and the environment.
The recycling and scrap tools will be provided by
Layberth Facility
This aspect of the project is to provide long-term safe layberthing facilities for eight vessels (Roll-
on/Roll-off Ships (LMSR) type vessels or equivalently sized vessels) nested in groups of two. The
vessels will be maintained in an Reduced Operating Status (ROS) and will remain at the layberth site in
all weather conditions, including hurricanes, except when deployed in operations, sea trials, and to meet
regulatory requirements. During ROS at the layberth, access and utilities will be required to conduct
repairs, test roll-on/roll-off (ro/ro) ramp deployment, load stores, and general maintenance of the vessels
as well as provide hotel services for minimum crew 24 hours per day on each vessel.
Interior Signage
This aspect of the project includes full and complete design, manufacturing, installation and power tie-in
of all interior and exterior signage throughout the MSL facility. Interior signage includes but not limited
to room identification/number, directional signage, life safety signage, specialty signage and
informational signage. Exterior signage includes but not limited to LED Public signage with WIO
Marine logo, Buildings signage, Medical/Emergency signage, directional signage and parking.
The should comply with the MSL facility signage standard guide developed by the
A-E firms. The standardization of a signage system at the MSL facility will allow for clarity of signage

through the installation as well as a consistent signage appearance across the numerous buildings
throughout the facility. This standard should allow for more effective visual communications for the end
users and improved circulation as well as improved maintenance and management of the signage system.
All solutions related to aircrafts traffic management including but not limited to Advanced – Surface
Movement Guidance & Control System, Air Traffic Management and airport system, System Interface
Units, etc. will be provided by
The CHP (Co-Gen) Plant will consist of Natural Gas-fired Turbines connected to Heat Recovery Steam
Generators (HRSGs) with supplemental burners. The turbines will each have electrical capability of at
least approximately 1.2mW. CHP includes steam capacity of approximately 18,500 lbs./hour with
supplemental burners, heat recovery and generator controls; power metering, data acquisition, computer
control equipment; power utility interconnection equipment, including but not limited to: transformers,
switchgear, and protective relays; computer control software; and associated ancillary materials and
equipment, site civil work, paving, concrete foundations, building structures and permanent steel
platforms, stairs, handrail and ladders.
The CHP will be able to supplement the normal power needs for the facility but will not be replacement
for the emergency generation capacity for the plant or facility. It is currently planned that the CHP and
New Steam Generation System project will consist of several nominal 2.6 megawatt natural-gas fired,
spark ignition engine generators which will provide peak-shaving electricity for the entire MSL facility.
Each of the engine’s rejected heat will be used to produce both steam and hot water with a portion of the
steam driving a new 150-ton absorption chiller. The prime gen set will provide a new, reliable, and
efficient source of electrical generation, steam, as well as hot and cold water for the MSL facility. In
addition, operation of the CHP will reduce emission levels of carbon dioxide (CO2) and greenhouse
gases when compared to conventional means of power generation and distribution. Planned facility
power options will also include installation of five (5) new 250-BHP dual-fired, fire-tube boilers with a
new control room.
The project will include the construction of a new ~24,600 square foot standalone building to house the
generators and associated mechanical and electrical equipment. The ground level of this four-storey pre-
cast building will house the generator sets (with spare pads) with the heat-recovery steam generator
placed on the mezzanine level. The ground level will also accommodate the five boilers, as well as an
associated single-story, high-bay structure. The first level will accommodate the air emissions control
equipment and house the necessary electrical equipment e.g. electrical switch gear. The second level will
contain the SCR chambers and air handling equipment. The third level will house the heat recovery
steam generators and other plant equipment. Roof mounted equipment will include remote radiators and
ventilation intake hoods. Roof mounted equipment will include remote radiators and ventilation exhaust

hoods. The new CHP Plant will be designed to reduce sound via mass walls in chase & critical grade
mufflers.
The CHP solutions will be provided by
a) The pipeline will provide open and non-discriminatory access to both owner and non-owner
shippers.
b) Upon the specific request of one or more owner or non-owner shippers able to provide a
guaranteed level of throughput, and on the condition that the shipper or shippers requesting such
expansion shall be responsible for bearing their proportionate share of the costs and risks related
thereto, the Energy Regulatory Commission may, upon finding, after a full hearing with due
notice thereof to the interested parties, that such expansion is within technological limits and
economic feasibility, order a subsequent expansion of throughput capacity of the pipeline for
which the permit, license, easement, right-of-way, or other grant of authority is approved or
issued.

The engineer, procure and construct contractor who will be responsible for all of the engineering,
procurement, construction, and startup for this gas-to-market infrastructure aspect of the project (except
LNG storage) will be
Structural - The exterior walls will be 8" load-bearing concrete masonry units vertically reinforced with
rebar in fully grouted cells. Foundation - Shallow foundations are anticipated. Roof Assembly- The roof
will consist of steel joists and 1-1/2" metal deck. Joists are supported on load-bearing masonry walls
around the perimeter and steel wide flange beams and HSS or wide flange columns in the interior of the
facility. Interiors - The design layouts for this project will include a large number of workstations. Most
are 6'x6' or 6'x8' sizes. Demountable partitions will be used for various spaces. Mechanical - One 100 ton
air cooled chiller for primary cooling and two 100 MBH natural gas fired condensing boilers for space
heating.
The CSMC will be established as WIO Marine Limited’s focal point for all information security
incidents and provide a centralized operation responsible for monitoring and tracking information
security incidents, conducting sensor data analysis, establishing trend analysis documentation, providing
proactive and responsive corrective action capability, and providing WIO Marine Limited with a wide
information security technical assistance with cyber disaster recovery and other IS functions. The
CSMC’s compliance and certification for security assurance will be based on industry best practice of
ISO Security Certification. ISO17799, International Security Standards is the major standard for
information security. It comprises of “a comprehensive set of controls comprising best practices in
information security”, which includes a code of practice, a specification for an information security
management system, and internationally recognized information security standard.

The objectives of the CSMC are to protect, detect, respond, and recover from Information Security (IS)
threats to WIO Marine Limited systems. CSMC tasks include advising WIO Marine Limited’s
management (as well as external clients/customers) of proper security measures, encouraging industry
best security practices, managing telephone trouble calls, issuance of Information System Security (ISS)
Alerts, Advisories, Bulletins and ISS related information messages, administration of the CSMC secure
web page, incident handling and response, intrusion detection and analysis support, forensics, and
metrics reporting. The CSMC’s goal of achieving Information Assurance (IA) will be accomplished by
implementing layered defense methodologies by performing vulnerability assessment, compliance
verification, security patch and virus notification, intrusion detection, incident handling and assistance
with cyber disaster recovery, enterprise-wide (including our clients).

This aspect of the project is for the design and construction of a 40,000 square feet (SF) Container
Loading Facility including a large open area for staging of materials during loading and unloading
shipping containers (an approximately two acre container storage yard). The facility will also include
offices, a locker room, a secure tool crib, an area for storing lumber on racks and overhead doors on each
side. The facility will also have an office equipment room, male and female restrooms, a janitorial closet,
eye wash locations as required, an information technology closet, and a mechanical room. The buildings
will be of permanent construction with reinforced concrete foundations, concrete floor slabs, mechanical
systems, and electrical systems. Supporting facilities will include site preparation, paving, fencing, and
extension of utilities to serve the project.
Heavy-lift Cranes
The MSL’s quayside will be equipped with various types of heavy-lifting cranes. These will be provided
by

Maritime Transportation Coordination Center (MTCC)
This aspect of the project is to design and construct an island with a tall building structure in littoral
waters of Kenya near the MSL facility area. The features of work are expected to include rock
revetments and breakwaters, dredging, harbor facilities and offshore construction of a 60m tall aid to
navigation. The MTCC will contain the following program elements: an MTCC platform supporting all
project features, a harbor basin with bulkhead wharf integral with the MTCC platform providing docking
space capable of berthing and mooring marine vessels, a lighthouse, a helipad, and supporting facilities
and infrastructure for accommodating a full complement of 49 staff. The following is a description of the
MTCC's and the contractor's requirements:
The MTCC will be constructed approximately 15 miles offshore of Lamu in the north western part of
coastal Kenya. The contractor shall design and construct the MTCC as a fixed permanent platform of
sufficient size to support the lighthouse, bulkhead wharf and harbor, helipad and all associated
infrastructure in accordance with established design criteria. The platform will be located in shallow
water less than 2 m deep. The platform shall be designed and constructed to be protected from the
erosive effects of currents, tides, and waves and from the effects of earthquakes. The platform shall be
provided with suitable infrastructure to service the lighthouse and shall be appropriately illuminated to
allow for safe, night time operation. The contractor shall propose innovative techniques to maximize the
use of in-situ materials in a cost-effective manner in the construction of the MTCC. The contractor shall
provide project experience demonstrating its firm or its major subcontractor has the technical experience
in leveraging state-of-the-art technology in coastal and offshore construction involving fixed platforms
and coastal structures.
The lighthouse will be built on the platform and will be a tall building structure at least 60 m in height,
and serve as a beacon. The contractor shall design and construct the architectural features, civil utilities
and infrastructure, communications, electrical, fire protection, interior design, mechanical, and structural
systems necessary to support the lighthouse while maintaining the Architectural design provided by the
A-E firms. The lighthouse will support a manned operations center and support personnel.
The MTCC will include a harbor basin. This harbor basin will allow navigation and berthing of marine
vessels and will have an entrance channel, equipped with suitable navigation markers, providing access
to deep water for vessels. The contractor shall be responsible for all dredging activities, including
disposal of dredged material or use of dredged material in MTCC platform construction, pertaining to
construction of the harbor and entrance channel.

A bulkhead wharf shall be provided that is contiguous with the MTCC harbor basin. The bulkhead wharf
will be a retaining structure that shall be used as a wharf for docking vessels by the addition of mooring
appurtenances, paving, and two 30-kN jib cranes for handling cargo. There will be no refueling or ship
servicing facilities at the MTCC.
The MTCC shall be provided with a helipad suitable for landing a NH-90 helicopter. There will be no
refueling or helicopter servicing facilities at the MTCC. Additionally, the contractor shall be responsible
for complying with all Kenyan laws necessary to construct the MTCC, including securing all required
permits.
The Rescue Swimmer training pool shall be specialized and possess many technological features capable
of simulating a real-world environment. This pool is the cornerstone of the RSTF and shall be equipped
two 12’ jump towers, moveable bulkhead, wave generator, rotor wash simulator, fog generator,
parachute hoist, ropes course, helicopter search light, dusk and night simulation, and a sound system to
name a few features.
Another significant space within the RSTF is the METS pool, which shall be used to provide emergency
egress training. The METS shall provide a high degree of realism and flexibility through the use of
moveable and interchangeable panels, bulkheads, seats, and exits. These modular components shall
closely simulate the specific characteristics of the common Coast Guard helicopters. The lifting or hoist
system shall provide a high level of safety, reliability, and user friendly options that are available for
aircraft ditching training.

Anti-Narcotics Inspection Facility
The project will be located inside the MSL facility. This aspect of the project involves design and
construction of an anti-narcotics facility of approximately 2,600 square meters of office and 545.21
square meters of vehicular inspection area for WIO Marine Limited security personnel. The buildings
include residential area for 74 people, a laundry, kitchen, dining room, conference room, bathrooms,
offices, jail cells, kennels, and a vehicle inspection area. The buildings will have facilities that include air
conditioning (split system), a communications system, and fire alarms. The project also entails the
construction of a potable water system, sewage and a storm drainage system, and an electrical system
that includes one electric generator and relocation of a high voltage line.
The laboratory will have to obtain and maintain accreditation status through third party accreditation by
an internationally recognized (International Laboratory Accreditation Cooperation (ILAC) and/or
International Accreditation Forum (IAF)) in compliance with the ISO 17025 and the AOAC Food and
Pharmaceutical Program.
The objective of an accreditation assessment is to establish whether or not the laboratory complies with
the accrediting body’s requirements for accreditation and can competently perform the types of tests or
calibrations for which accreditation is sought. Accreditation is required to demonstrate compliance with
additional criteria of the Association of Official Agricultural Chemists (AOAC) Guidelines for
Laboratories Performing Microbiological and Chemical Analyses of Food and Pharmaceuticals.
The Laboratory shall be equipped with the following minimum storage units:

The pest management facility requires extensive safety, ventilation, and chemical and equipment storage
consideration. The shop routinely uses pesticides, herbicides and rodent/pest control agents. Proper
storage, mixing, handling, and disposal of these chemicals are imperative to include proper spill
containment, ventilation and separation of chemical storage to safeguard the health and safety of
employees, to prevent environmental contamination, to contain spillage, and to be secure against theft
and vandalism.
Supporting facilities include site preparation, utilities (electrical, water, sanitary sewer, chilled water, and
information systems), lighting, vehicle parking, access drives and roads, curb and gutter, sidewalks,
storm drainage, landscaping, and other site improvements. Special construction includes a controlled
access area, sustainable construction features complying with Leadership in Energy and Environmental
Design (LEED) "Silver." Access for persons with disabilities will be provided. Comprehensive interior
design and audio visual services are included. The project includes demolition and disposal of current,
dilapidated facilities. Antiterrorism/Force protection measures and sustainment mandates will be
incorporated.
The Tactical Skills Training and Tactical Equipment Maintenance Facility will support weekly,
quarterly, semi-annually and annual training at one location for basic and practical courses of diverse
areas per year. These include air and surface insertions and extractions; tactical communications skills;

combat medical treatment skills; and Chemical, Biological, Radiological, & Nuclear Defense (CBRN)
protection, detection and decontamination skills. It will be provided with a 500 yard standard capability
to conduct basic and practical courses of fire, advanced marksmanship training and tactical operator
range training. Range capability to shoot in multiple directions (180 degree field of fire) is needed.
The range shall comply with applicable regulations, including but not limited to, lead exposure. It shall
support live fire range training for at the minimum Sig Sauer P229 pistol, Beretta M9 Semi-Automatic
Pistol, Smith & Wesson M&P 40 caliber service pistol, Colt M4 CQB Full Auto 5.56mm 10.3" Barrel
Rifle, Remington Model 870 Special Purpose Marine Magnum 12 gauge shotgun and SERBU SUPER-
SHORTY 12 gauge breaching shotgun for ballistic breaching. A portable tactical training facility
appropriate for use with UTM for interior/exterior building related exercises is required. It is in other
words a shoot house that can be used with simunition ammunition and protective gear for building
entry/clearing training. It is portable so that WIO Marine Limited personnel can transport it and set it up
at the training site. The training facility shall provide the following at the minimum:

Contractor will furnish all labor, material, supervision and equipment to construct a new 26,130 square
foot, single story, fully enclosed firing range. The structure will utilize pre-cast pre-stressed concrete
sandwich wall panels, double-tees, columns, inverted tee beams and rectangular beams. The facility will
house a qualification/re-qualification, 25 point, 25 yard small arms firing range designed for
multipurpose firing to permit static and dynamic courses using various weapons. The range will have
vehicular access. Shooters will move and targets will be arranged in a fixed line. Targets will include
fixed, turning and running man target systems. The range will include restroom facilities and storage for
range equipment. Shooting range equipment shall include a targetry system, heavy duty abrasion

resistant steel, low slope bullet trap and auger conveying system to convey spent projectiles to a single
collection point. Approximately 35,000+ rounds are anticipated to be fired each month.
All systems will be controlled from a range master’s station and will allow pre-programmed target
control. The structure of the building and building systems will be protected with a bullet protection
system of AR steel plates and steel ceiling baffles. The range facility will be ventilated at an outdoor rate
of approximately 25% of the supply airflow and the supply air set to obtain a cross sectional air velocity
across the range of 75 feet per minute per NIOSH optimum ventilation rate. Airflows will be balanced to
obtain a negative airflow of the entire space. Each air handling unit serving the firing range will have
supply and return fans with variable frequency drives, stacked chilled water and hot water heating coils,
mixing box, outside air intake and exhaust air sections, HEPA filters, and pre-filters.
All mechanical work shall conform to the International Mechanical Code and the recommendations for
firing ranges per NIOSH 76-130; Lead Exposure Design Considerations for Indoor Firing Ranges. Site
work includes but is not limited to demolition, clearing and grubbing, removal of existing landscape, and
removal of any existing concrete site work. The civil portion also includes site grading and drainage
system, sidewalk construction, as well as installation of utilities (water) and installation of a septic
system and drain field.
The training facility will also be provided with at least ten (10) Portable Field Armories. Each armory
must meet the following specifications listed below:

This aspect of the project involves designing and constructing a new Emergency Response/Tactical
Automobile/Emergency Vehicle Driver Training Range, Miscellaneous Paving, and Incidental related
work at the MSL facility on a 75 acre site.
The NBACC project will establish a facility comprised of biocontainment laboratories at the BSL
(biosafety) 2, 3, & 4 levels with the capability to conduct testing of aerosolized high hazard threat agents
against animals, bench research on threat agents, and bioforensics analysis. The proposed 160,000 square
foot building, which will be a stand-alone facility in terms of utilities, will provide a full-scale
operational bioforensics capability and a smaller, but still significant, capability to perform threat
characterization research of biothreat agents.
Due to the requirement for subject matter expertise in many technical areas including micro-biology,
macro-biology, laboratory analysis techniques inclusive of Polymerase Chain Reaction (PCR) and
multiplexing, environmental science, and environmental sampling methods, WIO Marine Limited will
require technical assistance in four major domains which include preparedness, organizational
development, data & design, and science & engineering. This TA will be offered by:

Fixed-wing Aircraft Hangar Requirements
This aspect of the project is for the design and construction of a single bay, fully enclosed, fixed-wing
aircraft operations, storage, and maintenance hangar, located at the MSL facility. The operations, storage
and maintenance hangar will have access to the runway, taxiways, tow-way and aprons, lavatory, and
organizational vehicle parking. The project will include lighting, single grounding points at each
airframe location, lightning protection, fire detection and alarm systems, and communications. Heating is
included. Heated hanger means that the hangar is maintained at a temperature above 40 degrees
Fahrenheit. Air conditioning is included only at the mission planning room and office.
The new facility will be constructed adjacent to the new airfield. The structure will be comprised of at
least 72,000 square feet. The majority of the building area will be dedicated to the dual function fuel
cell/general maintenance hangar bay space while the remaining area will include office spaces, tool
rooms, break room, toilet and locker facilities, and support functions such as mechanical, electrical, fire
pump and telecommunications rooms. The project will utilize vertical lift fabric doors for the hangar bay.
The project will require proper implementation of safety and security features to include but not limited
to providing and installing blast resistant exterior windows and doors in the office/administrative areas
and providing and installing a fire suppression system including a low level high expansion foam system.
The project also includes related infrastructure such as parking areas, roads, utilities, and site
improvements. The facility will require enhanced commissioning upon completion to validate energy
performance and must obtain LEED Silver certification.
WIO Marine Limited thus has a requirement for at least 72,000 square feet hangar space for the aircrafts,
each having a wing span of 99 feet (30.4 m), 95 feet (25 m) in length and 26 feet high at the tail. Flight
crews shall have access to the aircraft 24 hours a day, 7 days a week and access will be available at any
time. The hangar will be located on a ramp that has direct access to the airstrip taxiways.
The hangar shall satisfy the following base requirements:
1. Ground Support including but not limited to:
a. Airport pavement capable of supporting the flight operations of at least 10 (10) aircrafts
each with approximately maximum take-off weight of up to 79,015kg (174,200lb) and
maximum landing weight of up to 66,349 Kg (146,275lb);

b. Direct access to the airport taxiways;
c. Emergency lighting to illuminate the exit paths in the hangar building;
d. Adequate means of egress;
e. Adequate hangar power for both administrative spaces and for hangar/aircraft operations;
f. At least 40,000 square feet of insulated hangar space a minimum of 200 feet in length;
i. Hangar access doors for an aircraft with an opening a minimum of 96 feet W x 28
feet H. The doors must be certified for maximum local wind loads and seal well
enough to keep weather and debris out when closed. The aircraft hangar doors
shall be powered.
ii. Aircraft hangar deck space to maintain a minimum of 55°F temperature while
doors are closed.
iii. Lighting that facilitates detailed aircraft maintenance.
iv. Hangar deck power requirements:
1. Explosion proof receptacles every 30 feet along the 3 walls without hangar
door.
2. Air Compressor hard-wired into a service disconnect located within 5 feet
of the unit.
3. Different power receptacles are required inside of the hangar during
maintenance and outside of the hangar while the aircraft is staged for
flight.
g. A minimum of 550 Net Square Feet (NSF) for each aircraft component assembly area;
i. Adjoining the hangar deck
ii. Large door, accessible for standard size pallets, for moving aircraft components,
instruments, and racks in/out

2. Hangar amenities including but not limited to:

and local/long distance phone service;
b. Ground power should be available to the aircraft inside the hanger;
c. GPU power for start-up or systems calibrations for the aircraft;

e. Use of office space within the hangar for WIO Marine Limited flight crew personnel to
include phone/fax/copier and LAN internet
3. 24-hour access by the flight crew
4. Ability to secure the hangar and office space from unauthorized access. Minimum-security
requirements in the building shall be as follows:
a. The building and all areas within, excluding spaces occupied by other tenants if any, shall
be accessible and suitable for use by WIO Marine Limited 24 hours a day, seven days a
week. Off-hours security checks will be conducted by WIO Marine Limited staff. Access
Control to the WIO Marine Limited owned space shall be controlled by WIO Marine
Limited.
b. Exterior doors shall be equipped as follows:
i. All exterior doors, door hardware, and locking mechanisms shall be heavy duty,
capable of withstanding continuous use. WIO Marine Limited will have one keyed
exterior door for access to the facility; other pedestrian doors will be for
emergency exit only from WIO Marine Limited space, and not accessible from
non-WIO Marine Limited space.
ii. If the offered space is located in a building where other space is occupied or may
be occupied by other tenants, then such offered space shall be physically isolated
from any adjoining space, including areas above any suspended ceilings, and shall
be capable of being physically secured.
iii. If offered space has windows on the perimeter of the WIO Marine Limited space,
the windows shall be fixed and non-opening. If openable windows are present,
they shall be able to be locked from within the WIO Marine Limited space, and
provide evidence of penetration.

5. Communication: Minimum communication requirements in the building shall be as follows:
a. The building shall be equipped with communication interior cabling interior infrastructure
to support VoIP telephone service and a 1-gigabit data network to all workstations. The
building shall have interior cabling to support wireless access units and must have a
locked Local Area Network room equipped with power and building air conditioning. In
addition, High Speed Internet Utility and local phone services providers shall be provided
to the building.
6. Furniture: WIO Marine Limited will furnish the office, conference room, and lunchroom
furnishings and be responsible for their assembly and installation.
The hangar shall provide enough space such that ALL (at least ten) aircrafts can be stored
simultaneously. Aircrafts should not be left on the ramp for a time period greater than four hours AT
ANY TIME unless a prior arrangement is made with the flight crew or the flight crew provides
notification that it is safe to do so. Additionally, the hangar shall provide space for storage lockers to
store items used in routine maintenance of the aircraft within the hangar or dedicated shelf space
somewhere at the facility. The space provided should be a secured space with keys provided to WIO
Marine Limited authorized personnel for access. Air conditioning is included only at the mission
planning room and office.
Salient Characteristics of Walk-behind Fixed-wing Aircraft Tugs:
-Electrically powered, walk behind configuration for precise movement of fixed-wing aircraft into and
out of hangar.
-103,600 lbs tow capacity.
-Must be able to cradle dual nose wheels as well as single nose wheel configurations.
-Utilize a "Lazy Susan" platform to place (cradle) the nose wheel on the tug unit, rather than the
traditional tractor-and-tow-bar aircraft tug. This allows for precise maneuvering of aircraft, and greatly
improved traction for the tug unit when operating on slick surfaces.
The aircraft tug vehicles (four/all-wheel drive) to move aircrafts into and out of the hangar shall be
provided by

Helicopter Hangar Requirements
The hangar in addition to storage is needed to provide proper operational support and control alert,
maintenance and fueling capabilities for helicopter aviation, security operations providing coverage to
remote offshore project sites. The homogenous facility will become the main control point for all flight
and flying training tasks including planning, briefing administration, alert response, life support system,
maintenance and crew equipment storage and issue. The complex must provide collocation of the
squadron operations facility and alert crew resting areas with the aircrafts to minimize crew response
times and enhance rescue/security team effectiveness.
The hangar shall accommodate at least 10 (10) bays for the NH90-sized helicopters. Hangar surrounding
walls, except hangar doors, shall have masonry or concrete finish up to 10 ft. (3.0 m) minimum height
above the finished floor. The wall areas above shall be made of insulated metal panels. Hangar shall have
at least 6.0 meter clear ceiling height. The maintenance related rooms shall accommodate: One (1)
mechanical room (at least 11.70 m2 total net area), one (1) electrical room (at least 11.70 m2 total net
area), one (1) air compressor room (at least 11.70 m2 total net area) and one (1) battery room (at least
11.70 m2 total net area), one (1) machine maintenance shop (at least 32.00 m2 total net area), one (1)
electronics shop (at least 24.00 m2 total net area), one (1) avionics shop (at least 24.00 m2 total net area)
and one (1) secure storage (at least 32.00 m2 total net area). Maintenance related rooms shall have at
least 3.0 meter clear ceiling height. Hangar bays and maintenance rooms shall include electrical
connections.
The hangar will protect at least ten aircrafts from the environment as well as protect the flight crew and
maintenance personnel while performing routine maintenance and pre and post-flight activities. The
aircrafts are assumed to be of the following minimum external dimensions (rotor turning):
The hangar space must meet the following minimum criteria for each aircraft stored therein:
• The proposed helicopter hangar space must be approximately 40.00 usable square metres (um2)
of contiguous office space, 335.00 um2 of contiguous helicopter hangar space and 1000.00 um2 of
contiguous exterior apron space;

• The proposed helicopter hangar space must be attached to the proposed office space;
• The proposed exterior apron space must have direct airside access to the proposed helicopter
hangar space;
• The proposed office space must have a minimum clear ceiling height of 2.75 metres (m), to a
maximum of 3.05 m;
• The proposed helicopter hangar space must be a minimum of 15.23 m wide X approximately
22.00 m deep;
• The proposed helicopter hangar space must be heated. Heated hanger means that the hangar is
maintained at a temperature above 40 degrees Fahrenheit;
• The proposed helicopter hangar space must have a minimum clear ceiling height of 6.10 m;
• The proposed helicopter hangar space must have an interior overhead crane system capable of
lifting at a minimum 5000 kg;
• The proposed helicopter hangar space must have an overhead door of 3.66 m wide X 4.57 m high
at grade level at the rear of the space;
• A 25 m X 25 m paved unobstructed area must be available in front of the rear overhead door. The
paved unobstructed area must be measured from the center of the rear overhead door and be for
the exclusive use of the intended user;
• The proposed helicopter hangar space must have an overhead door of 12.00 m wide X 6.10 m
high at grade level and have direct airside access to the proposed exterior apron space;
• The proposed exterior apron space must be a minimum of 31.63 m wide X approximately 31.63
m deep;
• The surface of the proposed exterior apron space must be Portland cement concrete;
• Exterior space for a minimum 2500 litre aviation fuel tank and related hoses, pumps and
accessories;
• The physical characteristics of the lands and the building and the area and environment
surrounding it, including neighboring land uses, shall be compatible with the intended user’s use
of the accommodation;
• Spaces and buildings must provide acceptable configuration, properly zoned, not located in
proximity to sites with incompatible usages, must meet Kenya Civil Aviation Authority’s and the
intended user’s safety and security requirements.
The following services will need to be offered requested as part of the hangar rental price.

f) Washing each aircraft at least once every 90 days.
This project also involves construction of a wash rack facility to allow for washing of two helicopters
simultaneously. Requirements include: the provision of a packaged aircraft washing system with all
necessary pumps and controls for washing and rinsing modes; a Conex storage container to provide
secure, weather protected enclosure of the operational equipment; and all accessories required to connect
to existing electrical power, water, and sanitary sewer utilities to the new equipment. The wash system
shall provide water delivery, water recovery and water treatment for reuse of wash water. The packaged
aircraft wash system shall include, but is not limited to, a water treatment system, an ozone injection
system, pressure wash system, a foamer system, instant water heater and two 500 gallon tanks; one for
holding domestic water and one to hold treated water recovered from the wash pad and filtered for reuse.
The system shall meet all code requirements for safe aircraft washing.
The aircraft tug vehicles ( , four wheel drive with pintle hook hitch, LED
spotlight, and tow bar storage rack for helicopters) to move aircrafts into and out of the hangar shall be

Covert nuclear attack is the foremost threat facing many countries and is a primary focus of the war on
terror. The safety of the country depends upon its ability to detect and interdict smuggled nuclear
weapons and materials. The Cargo Advanced Automated Radiography System (CAARS) must have the
capability to detect material containing elements with high atomic number (High-Z) in addition to
conventional radiographic imaging capability. Elements with High-Z [atomic number (Z) > 72] include
Special Nuclear Materials (SNM) such as plutonium (Pu) and highly enriched uranium (HEU), and some
elements [e.g., lead (Pb) and tungsten (W)] that would be extremely effective in shielding SNM or other
radioactive materials from passive gamma radiation detection. The CAARS also must possess
conventional radiographic imaging capability to detect illicit drugs, high explosives, and other
contraband (i.e., weapons, currency, etc.) in cargo containers.
The CAARS capabilities must include improvements over current radiography systems addressing the
following: maximum penetration, spatial resolution, contrast sensitivity, dynamic range, and advanced
image processing (AIP) to assist operators in target material detection and identification. Algorithms will
be required to identify and provide notification when possible target material objects are found in the
radiographic image.

The CAARS must provide the capability to inspect 100% of cargo conveyances entering the WIO
Marine Limited port facility. This includes tractor-trailer trucks, railcars, trailer-mounted cargo
containers and other vehicles, for shielded/unshielded SNM materials and contraband while not unduly
interfering with the flow of commerce. CAARS requires a scan rate of 15 seconds for an International
Organization for Standardization (ISO) standard 40-ft cargo container and a minimum throughput rate of
25 ISO standard 40-ft cargo containers per hour to support inspection of all cargo containers. This
system will also be used for inspection of smaller vehicles such as cars, pickup trucks, buses, recreational
vehicles (RV), and towed vehicles (e.g., trailers and boats).
The CAARS will be deployed at WIO Marine Limited port facility including areas with limited space.
The radiography system must have a minimal footprint including its actual physical dimensions and any
required radiation safety exclusion zone. In addition, CAARS operation must not affect the sensors of
other detection systems such as passive radiation portal monitors. In order to avoid exposing personnel to
potentially unsafe levels of radiation, the beams generated from the high energy radiation source must be
properly shielded. The goal is to image through several feet of dense cargo which will require an intense
beam source and substantial shielding. It is expected that personnel will be removed from the vehicle
before inspection.
The CAARS structure will house the necessary high energy source, electronics, detectors, software, and
mechanical and electrical components. The CAARS structure must be capable of scanning 40-ft ISO
cargo containers that are mounted on a stationary truck. As such, the structure must have sufficient
clearance to allow a truck carrying an ISO standard 40-ft container to be able to drive through and park
in preparation for an inspection. The structure must be self-powered and have the capability to
automatically move back and forth horizontally along a track or by some other means to scan the cargo
container.

Physical Barrier Systems
This aspect of the project involves design, furnish and install materials to provide an electro-mechanical
wedge vehicle arrest system and their controls, and support equipment to protect the MSL facility from
unauthorized vehicle encroachment. Work under this contract shall include the design, procurement,
installation, and testing (for smooth operation) of an active vehicle barrier system. Passive barriers are
defined as immobile, non-operable, non-opening barriers intended to prevent access to MSL facility
assets by motor vehicles having a load capacity of more than 1000 pounds net weight. Active barriers are
defined as operable (manual or automatic) opening and closing barriers intended to control access to
MSL facility assets by motor vehicles with a load capacity of more than 1000 pounds net weight.
The design intent is to construct barriers capable of protecting against at the minimum a 3,000 lb vehicle
traveling at 35 mph with a zero (0) to three (3) foot penetration. The barriers consist of wall system
segments, bollards, and vehicular control gates. Vehicular access will be controlled with rolling crash
gates and cable reinforced lift arm gates across entrances and exit lanes.
A K12 rated active barrier shall be installed on the access roads leading to the MSL facility to control
vehicle access to the MSL facility. The active barrier shall have a minimum width of twenty (20) feet
overall with a minimum fourteen (14) foot clear opening. Location, overall and clear opening to be field
verified prior to building gates. The barrier system used for this project must have been crash tested
and/or listed on the most current Department of State Approved Anti-Ram Vehicle Certification List,
with a rating of K 12/L3.
Portable Barricade System
Objective: The Portable Movable Barrier System for the MSL will improve facility security and aid law
enforcement in the event of an emergency situation and/or shutdown.

Description of Services
• Install around the road entry control point of the MSL facility approximately 200 linear feet (lf)
of new 8' high type FE6 chain-link security fence with barbed wire on a single outrigger. Ensure
a 15' standoff distance between the fence and the facility.
• Install a 3' wide manually operated personnel swing gate to the new fence.
• Install a 9' wide manually operated double swing vehicle gate to the new fence.
• Install access controls for the gate at the desk inside the Visitor Screening facility’s Control

Cybersecurity Requirements for Control and Communications Systems
The Contractor shall apply cybersecurity measures to all Contractor-furnished information technology
associated with control systems. For purposes of this contract, information technology is defined as any
equipment or interconnected system or subsystem of equipment that is used in the automatic acquisition,
storage, manipulation, management, movement, control, display, switching, interchange, transmission, or
reception of data or information. Control systems include all hardware and software included in but not
limited to machinery control systems and exterior communication systems.
Before delivery, the Contractor shall assess and mitigate cybersecurity vulnerabilities in the control

WIO Marine Limited will require provision of security monitoring protection by means of a Physical
Access Control System (PACS), along with a Video Management System (VMS) for site access control
to physical resources located in multiple-buildings, 2000-acre coastal mixed use Marine Science
Laboratory (MSL) facility. WIO Marine Limited will solely own and be responsible for the systems
while the selected vendors are anticipated to be preventive maintenance, routine service and equipment
service providers. The systems will be accredited information technology systems certified to operate on-
site at the MSL facility.
The database will contain privileged, proprietary and/or confidential information. The PACS system will
be installed, became operational, and reside on an isolated TCP/IP network. It will provide access
control, ID video-badging, alarm monitoring, intrusion detection, and other asset protection. Access to
the PACS system support components such as the network, routers, and server will require supervised
administrative access and will be highly restricted.
WIO Marine Limited’s preferred physical access control application is which is a
commercial-off-the shelf (COTS) software system. It will operate on Microsoft SQL 2017 database
engine that resides on a cluster configured primary server with a cluster activated backup server for
redundancy. The system will consist of multiple workstations that serve primarily as alarm monitoring,
identification, and badging stations. The backbone of the system will comprise a primary and backup
server, multiple routers and network switches. The servers will run Microsoft Windows 2012 R2 and the
workstations operate with Windows 10 Pro 32/64 bit operating systems.
In addition to the PACS, WIO Marine Limited will maintain the Video Management System
(VMS) for the viewing and recording of cameras on the MSL facility. The VMS will be
comprised of multiple IP cameras, multi-channel encoders and other system components. The VMS must
retain at a minimum, over 60 days of continuous video footage from all cameras.

During the Base Scope of work, the CM/GC will provide pre-construction support services to WIO
Marine Limited project team and the A/E firm, including input regarding the selection of materials,
building systems and equipment, construction feasibility, logistics management, value engineering, and
factors related to construction, plus cost estimates and schedules, including estimates of alternative
designs or materials. The CM/GC will also provide recommendations of actions designed to minimize
adverse effects of labor or material shortages, and time requirements for procurement and installation
through construction completion.
During Options 1 and 2, the CM/GC will manage and execute construction of the MSL site and building,
including site access control, demolition of any existing structures, excavation, utility removal /
placement, building foundation / superstructure, and interior outfitting.
The MSL project currently expects to begin final design in 2019, which will coincide with the start of
CM/GC pre-construction services. The anticipated subcontract value is XXXX, including all options and
tasks. Proposals for this solicitation will include CM/GC pre-construction services and CM professional
services. Pricing for the construction work will be broken into trade packages which will be solicited
after design work is completed.
Typical work expected includes but is not limited to: Surveys, Studies, Design-Build, Dockside
Dredging, Interior and Exteriors, Data and Telephone Cable Installation, Heating and Air-Conditioning,
HVAC Controls, Plumbing, Fire Suppression, Interior and Exterior Electrical and Lighting, Fire and
Intrusion Alarms, Communications, Utilities, Site-Work, Landscaping, Fencing, Masonry, Roofing,
Concrete, Asphalt Paving, Storm Drainage, Limited Environmental Remediation, Construction of New
Facilities, and other related work.
The proposed project is a Plan, Design and Construct a marine science mixed use facility with associated
support, storage and work areas. The contract duration is estimated at 365 or more calendar days after the
written Notice to Proceed. The Contractor shall furnish the necessary personnel, material, equipment,
services and facilities (except all those found locally) to construct the facilities.
We are contemplating a Firm Fixed-Priced, Plan, Design & Build Construction contract. This project
will be carried out at a site along Kenya’s coastline where key research topic areas to be investigated at
the facility include but not limited to risk assessment, collision between animals and devices, noise
effects, electromagnetic fields, understanding interactions and improving environmental monitoring, etc.
The proposed location (specific location not yet determined) is envisaged to be on a 500 acre piece of

i. The Offeror shall submit at least two (2) references for each government or commercial example
projects your firm has designed and/or built of construction contracts with at least $5M - $10M capacity
completed within the past five (5) years, demonstrating your experience with complex marine science
buildings listed in Factor 1 above. Project information should include title, location, general description
of the project, period of performance, dollar value of the project, and name of the company, agency or
Government entity for which the work was performed with contact information (reference name, phone
number and email address). The identified reference should be able to describe the contractor’s past
performance detailing schedules, budget, quality, and safety.
ii. WIO Marine Limited intends to contact those references by the offeror to verify that the services
provided comply similarly with the requirements of this RFP and to solicit an assessment of the quality
of those services provided.
iii. If the offeror has had any contracts terminated for default or cause anytime within the last five years,
the offeror shall submit documentation detailing the reason for the termination. The documentation shall
identify the customer, its address, the cognizant contracting official and his/her telephone number. If the
termination for cause was a result of the offeror’s failure to perform the contract satisfactorily, the
offeror shall also provide its corrective action and the results of that action.
iv. In addition to contacting references provided by the offeror, the Green Climate Fund may, at its
option, obtain past performance data from any other source, including federal, state and local
Government sources, as well as commercial and internet-based sources.

d. Factor 4: Management Plan. The management plan consists of 3 sub-factors (staffing plan, quality
control, and safety) and as a whole demonstrates the offeror’s methods and means to ensure the project is
managed in a manner which will maximize the opportunity for successful completion of the project
within staff, quality and safety expectations.
i. Sub factor 1 – Staffing Plan. Offeror is to submit a complete staffing plan to include an
organizational chart and lines of authority and communication for the project. The organizational chart
shall include all the Key Personnel the offeror identified in Factor 3, whether the person will be part-time
or full-time, and whether the person will be an employee of the general contracting firm or that of a
subcontractor or consultant firm. Indicate the specific geographic location for each proposed employee
at the time of contract performance. The Staffing Plan should describe the amount and form of

Personnel with signatory authority that can bind the contractor in negotiations for changes, signing letters
and executing contract modifications on behalf of the contractor.
ii. Sub-factor 2 – Quality Control. The offeror shall provide a narrative that describes their
coordination, communication, and quality control methods, to include quality management and
inspections/testing. The inspections/testing section should include each divisional building
system/feature.
iii. Sub-factor 3 – Safety. The offeror shall provide a narrative describing their safety procedures and
demonstrates the firm’s approach to preventing accidents and injuries, with a contingency plan for
responding to accidents, and specific methods for dealing with issues, problems, questions, emergencies
and other areas.
Volume 3: Financial Proposal and Drawings
The offeror is requested to provide his drawings, a price proposal and a subcontracting plan. The price
proposal is required to be submitted in any format that can facilitate comparison by the Green Climate
Fund estimate of similarly complex and sized projects. The offeror will be required to submit a bid bond
with their price proposal.
