INTRODUCTION

Background of the Project

Purpose and Description

The purpose of this system is for the use of the human resource department of the
Sorsogon Provincial Capitol. The human resource management system will cater some
of the transactions done inside the human resource office. This system is web-based and
a standalone system.

Specific Objectives

 Development of employee profiling system


 Development of employee leave and evaluation management system
 Development of report generating system

Scope and Delimitation

The employee profiling module of the system will record employee information in
the form of an employee data sheet. The system allows the HR Receiving’s account to
upload employee credentials into the system and be used for future references. An
employee can view his/her own profile and is limited only to that. Viewing of other
employee’s profile is prohibited from other accounts except that of the HR Receiving, HR
Head and the Governor’s account.

The system caters a leave and evaluation management module that allows users
to file for an employee leave and perform a self-evaluation online. For the leave
management module, the system allows the HR Receiving’s account to input credit points
in to an employee’s account. The system also generates a 1.25 credit point every month
automatically to all employee accounts. Each leave application goes through a process
for approval. The process begins after an employee successfully sends the application.
It will immediately be sent to the applicant’s designated department head’s account where
the employee’s credit points and previous leaves are available for viewing. Every
approved leave application is reflected in a calendar that is viewable by all users of the
system. Approved leave applications can only be removed from the calendar upon
cancellation request by the applicant.

As mentioned earlier, the system also allows users to perform a self-evaluation.


The evaluation is performed every quarter which is twice a year. It can only be done once
the HR Receiving has enabled the viewing and filing of the form. The date and duration
of filing the evaluation form can be set only by the HR Receiving’s account. The employee
will only input the information in the form provided by the system. Once finished, it will
immediately be sent to the employee’s supervisor where a final rating will be made. An
employee can request a copy of their own evaluation results.

And lastly the system can generate downloadable and printable reports from the
system’s modules. Reports generated by the system will include: list of all employee leave
applications, employees with approved leave applications and printed or downloaded
copies of employee profile. Printing or downloading of employee profiles can only be done
in accounts with such privileges.

This system however only records information of employees who are employed as
regulars and will not be including those who work part-time or those who are appointed.
All the other modules of the system will also be available again only to the regular
employees under the Sorsogon Provincial Capitol.

Significance of the Project

This project is deemed significant to the following entities:

Sosogon Provincial Capitol- As stated this project’s purpose is to aid the Sorsogon
Provincial Capitol’s Human Resource Department with its day to day transactions which involves
processing of leave applications, employee evaluation and generating of reports. Therefor project
will help lessen the workloads of the employees inside the Human resource department of the
Provincial Capitol.
