Greetings from the Presidential Communications Operations Office (PCOO)!

On 23 July 2016, President Rodrigo Duterte signed the Executive Order on Freedom of Information (FOI)
which operationalizes in the Executive Branch the people’s right to access information on matters of public
concern. It sets the standard for government agencies to facilitate requests for information within 15 - 35
working days.

Memorandum Order 10, s. 2016 designated the Presidential Communications Operations Office (PCOO)
as the lead agency to oversee the implementation of EO No. 2. To exercise this mandate, the PCOO
established the Freedom of Information - Project Management Office (FOI-PMO) to monitor, evaluate, and
capacitate government agencies on the FOI Program and the use of the Electronic FOI (eFOI) Portal via
www.foi.gov.ph.

This 2019, the FOI-PMO envisions to further strengthen the implementation of the program and widen its
reach among stakeholders through the conduct of various programs and activities related to FOI. This
includes the FOI Training of Trainers (ToT) for strategic partner organizations which aims to train individuals
who can further cascade the people’s right to information and the FOI Program across regions. In line with
this, the FOI-PMO aims to capacitate select CSO and LGU representatives who could serve as FOI
Ambassadors to empower local communities at the grassroots level and further expand awareness on their
right to access information.

In this regard, we would like to invite you or your representative to the Training of Trainers this coming
October 2-3 2019 in Zamboanga City. The event aims to build the capacities of representatives from local
government units, civil society organizations and other government agencies who can further cascade the
people’s right to information and the FOI Program across regions.

For logistical purposes, may we also request you to provide the transportation for the participants from your
jurisdiction.
