2. This pertains to the 2019 Midterm Elections on May 13, 2019 wherein the
campaign period for national candidates started on February 12, 2019 while for the local
candidates started on March 29, 2019. Based on the historical data, previous elections
were characterized by intensed political rivalries among others affected the elections
resulting in various Election Related Incidents (ERIs).
3. In compliance with the above references, attached herewith is the

accomplishments during the conduct of simultaneous focused police operations against
Private Armed Groups (PAGs), Criminal Gangs, Wanted Persons, HVT in Illegal Drugs,
Gun-For-Hire, Loose Firearms and Violation of COMELEC Gun Ban.

years old, single, driver, DOB May 19, 1986, POB Baras, Rizal and
presently residing at Sitio Rumaguit. Brgy. San Juan, Baras, Rizal. The
following items recovered Two (2) pcs. of small heat sealed transparent
plastic sachet containing white crystalline substance suspected to be
shabu with initial markings of “LBB 3-28-19 and LBB-1 3-28-19”. Two
(2) pcs. one hundred pesos buy-bust money with serial numbers
JY048811 and LN600250

OOA March 31, 2019 at 5:45 pm team led by PCPL Roberto Aguillon
conducted police response at Brgy San Jose Baras Rizal which resulted to the arrest of
one Jose Lorenzana y Orticio with legal age, vendor, native of Camarines Sur, presently
residing at the above stated place wherein subject was caught while in possession one
(1) improvised handgun with unknown calibre and one Bolo measuring more or less 16
inches. Subject person was detained for violation of the omnibus election code.

resulted to the arrest of . Ricky Mancilla y Enriquez, 38 years
old, born on October 29, 1980 at Taytay, Rizal, with live in
partner, construction worker, 5/1 ft, 50 kilograms, and resident
of Sitio Manggahan, Brgy. San Roque, Angono, Rizal
(arrested) and; Arnold Baladhay, legal age, and resident of
Sitio Manggahan, Brgy. San Roque Angono, Rizal (at-large) for
the crime of HOMICIDE.
On or about 8:40pm pm of March 19 2019 along ML

Quezon Avenue San Martin Subdivision, Brgy. San Isidro,
Angono Rizal. SDEU and Intel personnel of Angono MPS under
the supervision of PSUPT GLENN C MAGSINO, ACOP
conducted buy bust operation that resulted to the arrest of
Philip De Borja y Deterala, 39 years old, born on June 4,
1979, at Angono, Rizal, single, jobless, 6’0” in height, about
117kgs, college graduate, and currently residing at M.L
Quezon Ave. San Martin Subdivision, Brgy San Isidro, Angono,
Rizal; and Kenneth San Juan y Santa Maria, 31 years old,
born on October 15, 1987, married, security guard at Combine
Blue Dragon Security Agency, 5’11” in height, about 75kgs,
Vocational Course Graduate (Welder) and currently residing at
283 Jica Bayugo, Jala-Jala Rizal.
