GUSALI NG PAMAHALAAN, PAETE LAGUNA 4016 EXECUTIVE ORDER NO. 96 SERIES OF 2019 REORGANIZING THE MUNICIPAL DEVELOPMENT COUNCIL OF THE MUNICIPALITY OF PAETE, PROVINCE OF LAGUNA WHEREAS, Section 106 of the Local Government Code of 1991, provides that cach local government unit shall have a comprehensive multi-sectoral development plan to be initiated by its development council and approved by its Sanggunian Bayan; WHEREAS, the development council shall assist the Sangguniang Bayan in setting the direction in setting the direction of economic and social development, and coordinating development efforts within its territorial © jurisdiction; WHEREAS, Section 112 of RA 7160, states that the local development council may form sectoral or functional committees to assist the council in the performance of their functions; WHEREAS, local government units are mandated to promote the establishment and operation of people’s organization, and the private sector to make them active partners in the pursuit of local autonomy; WHEREAS, Section 108 of RA 7160 provides for the representation of non-governmental organizations (NGOs) in the local development council; WHEREAS, Section 107 and 108 provides for the composition of the Municipal Development Council or Local Development Council (LDC); WHEREAS, some members of the previous Local Development Council have to be replaced for some valid reasons; NOW, THEREFORE, I, ROJILYN Q. BAGABALDO, Municipal Mayor of Paete, Laguna, by virtue of powers vested in me by law, do hereby order the Reorganization of the Local Development Council of Pacte, Laguna. ‘Section 1. Functions and Responsibilities. The Municipal Development Council shall have the following functions and responsibilities: 2.1. Formulate long-term, medium-term and annual socio-economic development plans and policies; 22 Formulate the medium-term and annual public investment programs; 23 Appraise the prioritize socio-economic development programs and projects; 24 Formulate local investment incentives to promote the inflow directions of private investment capital; 2S Coordinate, monitor, and evaluate the implementation of development programs and projects; and 2.6 Perform such other functions may be provided by law or competent authority. Section 3. Meetings. The Municipal/Local Development Council shall meet at least once every six (6) months or as often as necessary. Section 4, Executive Committee. The Municipal/LocalDevelopment Council shall create an executive committee to represent it and act on its behalf when it is not in session. Formulate policies, plans and programs based on the general principles laid down by the council; and 54 Acton other matters that may be authorized by the council Section 6. Secretariat. The Secretariat shall be responsible for providing technical support, documentation of proceedings; preparation of reports and such other assistance as may be required in the discharge of the discharge of its fimetion. Functions and Responsibilities of the Sectoral Committees. The functions and responsibilities of the Sectoral Committees shall include the following: 9.1. Perform a supportive function to the Municipal Local Development Council, and 9.2. Review and evaluate matters pertaining to their respective sectors and endorse the same to the LDC Executive Committee of the LDC full council, 9.3 Integrate sectoral plans and programs of local government units and coordinate all sectoral planning and programming activities of the sector, 9.4 Review and endorse programs and projects of local goverment units requiring LDC support; 9.5 Integrate sectoral information and statistic in preparation of the annual development report; 9.6 Assist the council in the translation of national and regional development goals and. policies into specific sectoral objectives; 9.7 Facilitate and coordinate project preparation, implementation and monitoring within the sector, 9.8 Perform other functions as maybe signed by the council proper or upon instruction of the Executive Committee Chairman,aici SoA PAMAHALAANG BAYAN NG PAETE ‘TANGGAPAN NG PUNONG-BAYAN [DAANG JV, QUESADA GUSALL NG PAMAIALAAN, PAETE, LAGUNA 4016 Section 10. Term of Office. The term of office of the members of the LDC shall be until noon of June 30, 2019. The tenure of office of the Punong Barangays shall expire at the end of their term as Punong Barangays. If re-elected, they shall serve as members of the LDC until noon of June 30, 2019. Section 11. Filling in of Vacancy. Any vacancy in the membership of LDC shall automatically be filled in by the successor of duly clected or appointed by the respective organization to which he or she belongs if applicable and who shall serve only for the unexpired term. The concemed organization must submit the of the successor to the office of the Mayor, the DILG Paete and the Sangguniang Bayan for their information and guidance. The name of the successor will be ipso facto included in Section 1 of this order. Section 12. Linkages. The Municipal Local Development Council has linkages with UP Los Baiios, Department of Trade and Industry (DTI), National Economic Development Authority (NEDA) and HLURB for their development programs.
