WHEREAS, Section 106 of Republic Act No. 7160 provides that each local government unit shall
have a comprehensive multi-sectoral development plan to be initiated by its development council and
approved by its sanggunian;
WHEREAS, for the above-stated purpose, the development council shall assist the corresponding
sanggunian in setting the direction of economic and social development and coordinating development
efforts within its territorial jurisdiction;
WHEREAS, with the recently concluded Synchronized Barangay and SK Elections held on May 14,
2018, there is a need to reorganize the Barangay Development Council.
SECTION 1. REORGANIZATION. The Barangay Development Council also known as the BDC of
this barangay is hereby reorganized to be composed of the following:

4. Take the lead in preparing for, responding to, and recovering from the effects of any disaster; and
5. Perform such other functions as may be provided by law or competent authority.
SECTION 3. MEETINGS AND QUORUM. The Barangay Development Council shall meet at least
once every six (6) months or as often as may be necessary.
SECTION 4. EXECUTIVE COMMITTEE. The Executive Committee of the BDC shall be composed
of the Punong Barangay as chairman, a representative of the Sangguniang Barangay to be chosen from
among its members, and a representative of non-governmental organization, as members.
SECTION 5. POWERS AND FUNCTIONS OF THE EXECUTIVE COMMITTEE. The Exe-Com shall
exercise the following powers and functions:
1. Ensure that the decision of the council are faithfully carried out and implemented;
and
4. Act on other matters that may be authorized by the Council.
SECTION 6. FUNCTIONAL COMMITTEES. The BDC may form sectoral or functional committees
to assist them in the performance of their functions.
EXECUTIVE COMMITTEE
SECTION 6.1. Under RA 10121, the BDC shall assume the function of the Barangay Disaster Risk
Reduction and Management Committee (BDRRMC).
SECTION 6.2. FUNCTIONS OF THE BDRRMC. The BDRRMC shall be responsible for setting the
direction, development, implementation and coordination of disaster risk management programs within
its territorial jurisdiction and shall exercise the following functions:
(1) Formulate and implement a comprehensive and integrated BDRRMP or Barangay Disaster Risk
Reduction and Management Plan in accordance with the national, regional and provincial
framework, and policies on disaster risk reduction;
(2) Establish a Barangay Disaster Risk Reduction and Management Operations Center;
(4) Implement within the barangay the guidelines set by the Municipal Disaster Risk Reduction
and Management Council;
(5) Organize and conduct training, orientation, and knowledge management activities on disaster
risk reduction and management;
(6) Advise the members of the community regarding disaster management; and
(7) Prepare and submit a report on the utilization of the BDRRMF and other dedicated disaster
risk reduction and management resources to the local Commission on Audit (COA), copy
furnished the regional director of the OCD and the Local Government Operations Officer of the
DILG.
SECTION 7. SECRETARIAT. The Secretariat of the BDC shall be headed by the Barangay
Secretary who shall be responsible for providing technical support, documentation of proceedings,
preparation of reports and such other assistance as may be required in the discharge of its functions.
