II. BACKGROUND:

The municipality of xxxxxxxxxxxxx is an agricultural municipality 70 percent of the populace is engage

in farming at different ways such planting of (vegetables, seasonal fruit, rice and others). From May-to
July 2019 the municipality experience dry season/ELNEÑO, due to this unabated circumstances the rice
farmers, gardeners, vegetables planters, laborers and other connected workers in farming industry has
been affected, resulted to NONE PRODUCTION/ HARVEST.

The Municipal Agricultural Office together with the PESO office and the Local Chief Executive come up
with a solution the Emergency Employment Program through TREE PLANTING to ease in short time the
financial needs of the farmers affected. The planting materials will be provided by the LGU as counterpart
and the composition will be the DOLE assistance.

III. OBJECTIVES:

EMERGENCY EMPLOYMENT ASSISTANCE FOR MUNICIPAL WIDE CLEAN AND GREEN

PROGRAM THROUGH; 1.) TREE PLANTING OF FRUIT TREES mango, coconut, 2.) COASTAL
CLEAN-UP AND MANGROVE PLANTATION 3.) CLEARING OPERATIONS DE-CLOGGING, DEBRIS
OF CANALS ALL IN xxxxxxxxxxxxxxxxxxxxxx.
Purpose and Objectives:

1. UNDER Tree Planting: This is a continuing program of the municipality to improve Fruit tree
productions the municipality such mango, jackfruit, coconut, vegetables and others.

2. COASTAL CLEAN-UP AND MANGROVE PLANTATION- This is to improve the tourism

industry of the municipality as well as the community to increase their livelihood income through
tourism program. Cleaning the coastal area and mangrove plantation will attract tourist and to
effect a booming Tourism Industry of xxxxxxxxxxx together the livelihood of individual families
connected on the tourism industry.

3. CLEARING OPERATIONS DE-CLOGGING, DEBRIS OF CANALS – This is a yearly activity of

the municipality in preparations of rainy season to the areas prone to flood such in poblacion
barangays, Barangay xxxxxxxxx,xxx,xxxxxx. And this may also help to health, sanitation and
prevention of any diseases which include Dengue.

4. In TOTAL PURPOSE is to help the DISADVANTAGE Beneficiaries (Farmer/Worker/Laborer)

and regain their full participation in the society, considering that they have been victim of
ELNEÑO resulted to OUT-production (rice, vegetables, garden fruits etc., some has been
DISPLACED OR LAID OFF FROM WORK OR being OUT WITHIN the community;

1. To ADDRESS the Clean and Green Program of the municipality as included in the
Comprehensive Development Plan (CDP) of the Municipality, and in the Annual Investment Plan
(AIP-2019) having three major areas the TREE PLANTING, COASTAL CLEAN-
UP/MANGROVE PLANTATION and CLEARING OPERATIONS DE-CLOGGING, DEBRIS
OF CANALS.
2. To motivate and encourage the DIS ADVANTAGE Beneficiaries. This Emergency Employment
Program is one best program that well boost their confidence to start over again.
