Name of Assignment: Northwest Corridor Urban Rail Feasibility Study
Year: 2008–2009
Location: San Antonio, TX, USA

Activities performed: Responsible for technical reviews on this 2008/09 study which
developed "sketch planning" level ridership forecasts for potential urban
rail services along the Union Pacific (UP) Kerrville Subdivision branch
freight railway line between Probandt Street and Loop 1604, in San
Antonio, Texas. Three rail technologies were assessed for the 15 miles
in the corridor, namely electrified light rail transit (LRT), diesel multiple
unit (DMU), and push-pull commuter rail. Participated in technical
development of the work, field visits, determination of station locations
and operating assumptions for each mode, review of ridership forecasts
for reasonableness, and conducted QC reviews of project reports and
PowerPoint presentation materials. Also supported presentations to the
VIA Board of Trustees. VIA Board of Trustees will use the findings from
this study to assist with their policy deliberations regarding future
premium transit in the corridor.

Name of Assignment: California-Nevada Interstate Maglev System

Activities performed: The California-Nevada Interstate Maglev project is proposing
construction of a magnetically levitated (Maglev) train line from Las
Vegas, Nevada to Anaheim, California, in a generalized alignment
approximately 270 miles in length. The first 40-mile segment received
$45 million for the planning phase. This segment would run from Las
Vegas to Primm, Nevada (just across the Stateline from California),
with proposed service to the proposed new regional airport (Ivanpah
Valley Airport). The Maglev System is proposed to use Transrapid
technology, developed and tested by a consortium of German
transportation and technology firms. Under management by the
Nevada Department of Transportation, the project is in the
environmental phase program level for the entire corridor, with
concurrent project-specific NEPA documentation for the Las Vegas to
Primm segment (approximately 40 miles in length) that falls entirely in
Nevada.

Name of Assignment: South Placer County Bus Rapid Transit Service Plan

Activities performed: The Placer County Transportation Planning Agency (PCTPA)
commissioned a study to develop the implementation and service plan
for three different bus rapid transit routes in South Placer County.
These routes are intended to link with Sacramento Region Transit (RT)
District light-rail transit, providing service to several RT light-rail stations
and on to downtown Sacramento. Preparation of the Service Plan for
the three routes has comprised work on technology/infrastructural
options, ridership estimates, institutional and management model,
capital requirements, project financing, service planning route-by-route
and implementation phasing over time.

Name of Assignment: Las Vegas Resort Corridor Downtown Connector AA/EA

Location: Las Vegas, NV, USA
Client: Regional Transportation Commission (RTC) of Southern Nevada
Position held: Lead Transport Planner/Project Manager
Activities performed: Responsible for the combined Alternatives Analysis (AA) and
Environmental Assessment (EA) for a proposed bus rapid transit (BRT)
project for the downtown connector in the Resort Corridor of Las
Vegas. The proposed project provides for BRT operations running
about 4 miles (each way) from the northerly terminus of the privately
owned and operated monorail at the Sahara Casino to downtown Las
Vegas, the Clark County and Regional Transportation Commission
complexes, and the Premium Outlet Mall, all major generators. The
project includes areas of dedicated right-of-way for buses only. Starting
with a No Action Alternative, two TSM/Baseline Alternatives and two
Build Alternatives, one of the two Build Alternatives was selected for
the Locally Preferred Alternative. (This alternative moved forward into
design.) The Public Hearing was held in Las Vegas in July 2006.

Name of Assignment: Riverside County Orange County Major Investment Study

Position held: Lead Transport Planner
Activities performed: Lead Transportation Planner on a $3.4M Major Investment Study (MIS)
for improving mobility and reducing congestion in the Riverside County-
to-Orange County travel corridor. At present, virtually all the traffic
between the two counties is being carried on the SR-91 Freeway,
which is already highly congested during peak periods, making for long
commute times. Assuming that residential development in Riverside
County and employment growth in Orange County continue (as is
projected), the future (year 2030) travel demand between the two
counties would extremely overtax the already constrained SR-91
Freeway. Because the SR-91 Freeway is so physically constrained,
entirely new corridors are being studied, including routes through the
Santa Ana Mountains which divide the two counties. Owing to the
rugged terrain characterized by very steep grades, surface-only
highway options have been found to be not feasible and would be too
environmentally damaging, therefore tunnel-only and surface/tunnel
combinations are being studied in some detail. It is likely that,
ultimately, some new highway (or highways) through the mountains will
be a major element in a Locally Preferred Investment Strategy (LPIS).
Once the LPIS is adopted by the respective Boards, one or more
projects will be advanced to project development encompassing
preliminary engineering and environmental clearance work under
NEPA.

Name of Assignment: Pinellas Mobility Initiative


Year: 2003 – 2004
Location: Pinellas County
Client: Pinellas County Metropolitan Planning Organization (MPO)
Position held: Senior Transport Planner
Activities performed: Responsible for overseeing the modeling of alternatives and preparing
the technical documentation on the detailed planning and conceptual
development of a proposed new guideway transit system in Pinellas
County. Some 38 miles of guideway transit using elevated monorail as
the selected technology are proposed, connecting Clearwater Beach
with Clearwater, Gateway and the Airport, and St. Petersburg.
Prepared the ridership report to document the modeling process and
the comparative modeling results for alternative systems including No
Build, TSM and various build options, and co-authored the Final Project
Report to document the entire technical study process and its results.
All documents approved by the MPO Board, resulting in a Locally
Preferred Alternative (LPA) revised from that selected during the
predecessor Major Investment Study. Co-authored Section 5309 New
Starts documentation for submittal of proposed guideway project to the
Federal Transit Administration, towards securing federal approval to
enter PE under NEPA.

Name of Assignment: Central Florida North/South Commuter Corridor Alternatives Analysis


Year: 2002

Position held: Senior Planner for transportation planning and environmental
Activities performed: documentation activities on the Alternatives. Analysis of mobility
enhancement options in the 55-mile long north/south commuter corridor
between the City of DeLand in Volusia County and the City of
Kissimmee in Osceola County, through downtown Orlando. Three
principal system alternatives included: the No Build , equivalent to
Metroplan Orlando Year 2020 Cost Feasible Long Range
Transportation Plan (LRTP), which includes the light rail transit
(LRT) starter line between Central Parkway in Altamonte Springs and
SR-528, the Beeline Expressway in Orange County; a Baseline
alternative comprising all LRTP improvements plus bus rapid transit
and other bus system enhancements in the proposed project corridor;
and the Build or Project alternative that provides for 55 miles of
commuter rail in the CSX Transportation railroad right-of-way. The
Build (commuter rail) alternative was proposed to have as many as 14
stations along the 55-mile system. Drafted Project Operations Plan
(Parsons is ISO 9001 certified) also Purpose and Need Statement.

Name of Assignment: Tampa Rail Project DEIS/FEIS


Year: 2001 – 2002
Location: Tampa, FL, USA

Position held: Transport Planning Group Leader
Activities performed: Group Leader for transportation planning, travel demand
analysis/modeling, traffic and parking impact analyses on Hillsborough
Area Regional Transit Authority s Tampa Rail Project Draft and Final
Environmental Impact Statements. Project development scope included
preliminary engineering, detailed planning, environmental impact
analysis, community outreach and intergovernmental coordination for a
Locally Preferred Alternative (LPA) comprising 20 miles of electrified
Light Rail Transit. In addition to DEIS and FEIS documents, New Starts
Criteria Reports (per Section 5309) were prepared and submitted
to FTA for project rating. As Task Leader, coordinated with three other
offices and two sub-consultants providing modeling, transit operations,
O&M cost estimation, and traffic engineering services.

Name of Assignment: Pinellas Mobility Major Investment Study


Year: 1998 – 2001
Location: Pinellas County, FL, USA

Position held: Deputy Project Manager
Activities performed: Responsible on the Pinellas Mobility MIS, a large-scale, $2M
multimodal transportation planning study encompassing multiple goals,
multiple corridors, multiple modes and technologies.
Responsible for day-to-day project direction, leadership, progress,
technical reports, supervision/coordination of four sub consultants, and
project administration. The Pinellas Mobility MIS was driven by the
clear need to enhance especially north-south intracounty mobility, and
secondarily to improve east-west intercounty connectivity to
Hillsborough County (Tampa). Enhancement of non-auto modal
choices for the traveling public was a major focus of the study. The
Pinellas MPO selected a Locally Preferred Alternative (LPA) comprising
some 30 miles of urban guideway transit. As follow-on, detailed
planning, community consensus building, conceptual engineering and
technology assessments for the LPA were initiated in 2002.
