HUL QUICK SCAN BANJARMASIN

LOCATION
Banjarmasin, Kalimantan

SUBJECT
The goal of the workshop consists of two main topics which are related to river-
based development.

1. River-based Urban Development


How could the city’s river-related cultural heritage and identity be a source of
inspiration for integrated urban development in Banjarmasin? Integrated
development in this matter includes water management, climate adaptation,
infrastructure, housing, planning, landscaping, culture, tourism, PR, natural
resources etc.

2. Riverside Urban Revitalization


River kampungs are distinctive features of Banjarmasin’s urban character. How to
deal with the challenges for these areas and how to achieve they will be an asset
for the future development of Banjarmasin? Revitalization in this matter includes an
integrated and community-based approach and smart implementation strategies.

HUL QUICK SCAN


The HUL Quick Scan method is developed by the Cultural Heritage Agency of the
Netherlands (RCE). Exploration, inspiration and translation are key elements in this
method and it is primarily based on the philosophy of UNESCO’s HUL approach. It
enables practitioners to understand an urban landscape in a relatively short period
of time and formulate principles and proposals for its future development, based
on tangible and intangible urban heritage features. The HUL Quick Scan method
primarily aims to give inspiration in general. It is an exercise above all. Its focus is
generating ideas for conservation and development on an urban and regional
scale, and thereby providing prospects and a foundation for future planning.

The key words throughout the entire HUL Quick Scan are:
Inspiration;
Exploration;
Translation.

Inspiration is of great importance to reach local commitment (community,


stakeholders, government) and thereby feasibility of implementation activities. This
is to be achieved by involving experts and the local community and their

knowledge and enthusiasm, and working with images, photo’s, maps, social media

or other instruments that contribute to this goal. By doing so the method also aims
to connect with the ‘language’ of designers and inspire stakeholders.

Exploration relates to the historical urban environment in the broadest sense of the
term. It contains an analysis of the character and features of the area when it
comes to the past, present and narratives. How did the area and surroundings
looked like and functioned in the past? How does it look like today and what are
important attributes? What is its culture? How does it function (socio-economic) and
which planned and unplanned developments (will) effect the historical urban
environment?

Translation concerns the use of physical and non-physical attributes as principles for
integrated development for tomorrow’s society. What could be the city’s future
perspective (spatial and functional), based on the historical urban environment,
that will benefit the local society? The result is a vision on conservation by
development for the area. What are the conservation challenges and how to
achieve heritage plays a significant role in the development of the city? What are
significant features in relation to the assignment? How to benefit from these features
to strengthen (re)development of an area? Are there aspects that require
additional assessment, activities and projects that will focus on realization,
management and public and private involvement?

STAKEHOLDERS
Local government, local community and other stakeholders will be involved in the
workshop.

WORKSHOP TEAMS
Max. 20 or min 16 students/young professionals (age max 30 years). Participants will
be divided in two workshop teams, one focusing on River-based Urban
Development, the other on Riverside Urban Revitalization. Every group will follow the
workshop steps separately.

REQUIRED BACKGROUND/EXPERTISE PARTICIPANTS
The interdisciplinary character of the workshop requires the following disciplines of
the participants:
- Urban planning, urban infrastructure
- Urban landscape
- Architectural/urban heritage
- Tourism
- Sociology

REGISTRATION
Registration is free of charge and participant will receive a certificate. Participants
have to join the workshop fulltime 27 October-2 November 2019.

Please send a brief CV and motivation letter in English by email to Fitria Eka
Ramadhini (fitriaekaramadhini@gmail.com) for applicants from South Kalimantan
Province, and for other applicants please send the document to Vera D Damayanti
(vddamayanti@gmail.com) no later than 30 September 2019. Announcement of
the selection will be sent by email at 10 October 2019.

LOGISTICS
Participant will be responsible to arrange transportation to and from the venue in
Banjarmasin. Accommodation and meals during the workshop hour will be
provided. Detailed information about venues and daily program will be provided
after the selection process.

ASSIGMENT ON BEFOREHAND
- Participants will be given an assignment to conduct prior to the workshop
(accompanied with a list of relevant literature and online sources on
Banjarmasin). They will be asked to prepare a brief desk assessment on
Banjarmasin’s historic urban landscape, its challenges and opportunities. In
this way the participants are well prepared to participate in the workshop.
- Every participant will present the result of their desk assessment at the start of
the workshop.

WORKSHOP STEPS
The Quick Scan method consists of several steps to asses a city on the HUL
approach. Depending on the situation, these step need to be customized. Looking
at the objective, at least the following aspects require attention.

Step 1 of the HUL Quick Scan method is getting a better understanding of the
historical environment.
1i: A map ‘historical development’ to get more insight in the urban evolution
of the city.
1ii: A map ‘historical layout’ needs to be made to understand the historical
context (riverside kampungs/centre/Arab quarter/Chinese quarter/green
areas/
mosques/temples/markets etc.).
1iii and 1 iv: Collages focussing only on Riverside Kampungs
1v: Narratives focussing on Riverside Kampungs. It will consist mapping of
intangible heritage, stakeholders, developments (cultural, public, economic
and social domain), challenges and opportunities.

Step 2 is to formulate the ‘assignment’, what do you want to achieve for the
city looking at the outcomes of step 1 and the main focus of the workshop (max 1
A4 text bullets).

Step 3 will primarily focus on formulating principles based on the vision (Max 1-2 A4
text with bullets).

Step 4 is to be seen as an elaboration of the principles in proposals and ideas to


accomplish conservation by development for the historic urban landscape. This
could be proposals in general or focusing on a selected area. Extra attention will
be given on 4iv Conditions because of the need for ideas on implementation in
Banjarmasin.
