Objectives
1. Outline and describe the existing agricultural programs and services of the local government units in
the 12 identified municipalities;

2. Conduct an analysis on the access of farmers to agricultural programs and services in the 12 identified
municipalities; and

3. Develop evidence-based policy recommendations to the government sector and the farmer groups as
bases for future policy and program development specific to:

• personnel policies,

• budget allocation, and

• program administration.
