A. INTRODUCTION :‫انًقذيح‬

The UAE Law on the Peaceful Uses of Nuclear Energy (Law ‫خ اٌّزذذح ثشأْ االعزؼّبالد‬١‫ٌخ اإلِبساد اٌؼشث‬ٚ‫ْ د‬ٛٔ‫جت لب‬ّٛ‫ث‬
by Decree No 6 of 2009) prohibits any ‘person’ from ‫ ٌغٕخ‬6 ُ‫ سل‬ٞ‫ْ إرذبد‬ٛٔ‫َ ثمب‬ٛ‫خ (اٌّشع‬٠ٌٕٚٛ‫خ ٌٍطبلخ ا‬١ٍّ‫اٌغ‬
‫ ٔشبؽ خبػغ ٌٍشلبثخ‬ٞ‫ شخض ِّبسعخ أ‬ٞ‫ أ‬ٍٝ‫ذظش ػ‬٠ُ ،)2009
conducting any Regulated Activity in the UAE, including free
ٍٝ‫ي ػ‬ٛ‫ إال ثؼذ اٌذظ‬،‫ رٌه إٌّبؽك اٌذشح‬ٟ‫ ثّب ف‬،‫ٌخ‬ٚ‫ اٌذ‬ٟ‫ف‬
zones, unless licensed to do so by the Federal Authority for 23 ‫ئخ") (اٌّبدح‬١ٌٙ‫خ" ("ا‬٠ٌٕٚٛ‫خ ٌٍشلبثخ ا‬٠‫ئخ اإلرذبد‬١ٌٙ‫ض ِٓ "ا‬١‫رشخ‬

A ‘person’ is defined as being ‘natural or juridical person "ٞ‫ االػزجبس‬ٚ‫ أ‬ٟ‫ؼ‬١‫ أٔٗ "اٌشخض اٌطج‬ٍٝ‫ف "اٌشخض" ػ‬٠‫رُ رؼش‬
whether in the government or private sector’. .‫ اٌخبص‬ٚ‫ أ‬ِٟٛ‫ اٌمطبع اٌذى‬ٟ‫اء ف‬ٛ‫ع‬

 Possession, use, manufacture or handling of any :ٍٟ٠ ‫ِب‬
Regulated Material or part of any Regulated Material.

DECLARATION BY RESPONSIBLE PERSON "‫إقرار "انشخض انًسؤول‬


- The declaration is to be signed by the Responsible Person
or a person delegated in writing by the Responsible Person ٓ‫بً ِـ‬١‫ع وزبث‬ٛ‫ اٌشخض اٌّف‬ٚ‫ أ‬،"‫ي‬ٚ‫َ "اٌشخض اٌّغؤ‬ٛ‫م‬٠ ْ‫جت أ‬٠ -
to sign the application. .‫غ اٌطٍت‬١‫ل‬ٛ‫ي" ثز‬ٚ‫لجً "اٌشخض اٌّغؤ‬
- The Responsible Person must also declare whether the

Regulated Materials that is authorized by the licence. The

responsibility for the control and maintenance of the .‫اد اٌخبػؼخ ٌٍشلبثخ‬ٌّٛ‫ ا‬ٍٝ‫اٌذفبظ ػ‬ٚ ‫خ اٌشلبثخ‬١ٌٚ‫ِغؤ‬
Regulated Material; ٚ ،‫اد اٌخبػؼخ ٌٍشلبثخ‬ٌّٛ‫ ا‬ِٟ‫ ِغزخذ‬ٍٝ‫ٗ عٍطخ ػبِخ ػ‬٠‫(ب) ٌذ‬
b. Having overall control over who may use the
Regulated Material; and

c. In whose name the Regulated Material will be
registered by FANR.

SECTION A: APPLICANT INFORMATION ‫ يعهىياخ يقذو انطهة‬:‫انجزء أ‬


- Organization: :‫ المؤسسة‬-
Provide the full legal name of the juridical person seeking to ‫ي‬ٛ‫ ٌٍذظ‬ٝ‫غؼ‬٠ ٞ‫ اٌز‬ٞ‫ ٌٍشخض اإلػزجبس‬ٟٔٛٔ‫وزبثخ االعُ اٌمب‬
be licensed. If the organization that seeks to conduct the ‫ ِّبسعخ إٌشبؽ‬ٟ‫ إرا وبٔذ اٌّؤعغخ رشلت ف‬.‫ض‬١‫ رشخ‬ٍٝ‫ػ‬
Regulated Activity is a part of a larger organization (for ُ‫ لغ‬،‫ً اًٌّبي‬١‫ عج‬ٍٝ‫شح (ػ‬١‫اٌخبػغ ٌٍشلبثخ وجضء ِٓ ِؤعغخ وج‬
example, the Radiology Department of a hospital), the ٟٔٛٔ‫ً اٌطٍت ثبالعُ اٌمب‬١‫جت رغج‬٠ ،)ٝ‫ ِغزشف‬ٜ‫األشؼخ ٌذ‬
application needs to be in the name of the legal entity (the ُ‫ (لغ‬ٟ‫ذ اإلعُ اٌفشػ‬٠‫ؼبً رذذ‬٠‫زُ أ‬٠ٚ ،)ٝ‫ٌٍّؤعغخ (اٌّغزشف‬
hospital), but the sub-entity (radiology department) should .ٝ‫ض ثبعُ اٌّغزشف‬١‫ظذس اٌزشخ‬٠ٚ .)‫األشؼخ‬
also be identified here. The licence would be issued in the
name of the hospital.

information in support of the application. The Contact
Person will frequently be the Radiation Protection Officer in
the organization or another qualified expert.

also responsible for the import/export and transport of the ٟ‫اد اٌخبػؼخ ٌٍشلبثخ اٌز‬ٌّٛ‫ٔمً ا‬ٚ ‫ش‬٠‫رظذ‬/‫شاد‬١‫ٌخ ػٓ اعز‬ٚ‫ِغؤ‬
Regulated Material that the organization uses, even if the َٛ‫م‬٠ ِٓ ٛ٘ ٗ‫ رُ اٌزؼبلذ ِؼ‬ٞ‫ّسد اٌز‬ّٛ ُ ٌ‫ إرا وبْ ا‬ٝ‫ دز‬،‫ب‬ِٙ‫رغزخذ‬

behalf of licensees. The ‘using’ organization that is licensed .‫ب‬ٙ‫ج‬١‫زُ رشر‬٠ ‫ش‬٠‫ رظذ‬/‫شاد‬١‫اعز‬
for import/export will need to seek a permit from FANR for
each import, export arranged.

The licence issued by FANR will restrict the applicant to

conduct the Regulated Activities for the checked purpose.

The applicant will be required to demonstrate appropriate .‫س‬ٛ‫ إداسح األِبْ ٌٍغشع اٌّزو‬ٟ‫ض إثجبد اٌخجشاد اٌّالئّخ ف‬١‫اٌزشخ‬
expertise in management of safety for the purpose shown.

Any licence for conduct of Regulated Activity using َ‫ض ٌّّبسعخ ٔشبؽ خبػغ ٌٍشلبثخ ثبعزخذا‬١‫ رشخ‬ٞ‫زطٍت أ‬٠ ‫ف‬ٛ‫ع‬
Regulated Material will require that the licence holder ‫اد اٌخبػؼخ‬ٌٍّٛ ‫ُ دظش‬٠‫ِبدح خبػؼخ ٌٍشلبثخ ِٓ اٌّشخض ٌٗ رمذ‬
submit and keep up to date an inventory of Regulated ٟ‫اسدح ف‬ٌٛ‫اد اٌخبػؼخ ٌٍشلبثخ ا‬ٌّٛ‫ْ ا‬ٛ‫جت أْ رى‬٠ .ًٗ٠‫رذذ‬ٚ ‫ٌٍشلبثخ‬
