Yl & RK Memorandum of Agreement

RESCUE KABATAAN ELEVATE, a non-stock, non-profit institution duly organized and existing
under the laws of the Republic of the Philippines, registered with the Securities and Exchange
Commission, located at Frontera Verde, Ortigas Avenue corner C5 Road, Pasig City, 1604 Metro
Manila, represented by its Board President, DR. PETER TAN-CHI, hereinafter referred to as the
“Second Party”;
WITNESSETH THAT:
WHEREAS, the First Party is a 7,000-strong league of elected young lawmakers including
vice-governors, vice-mayors, provincial board members, city and municipal councilors,
Sangguniang Kabataan members, and members of the Liga ng mga Barangay Presidents;
WHEREAS, the First Party is a movement of competent, pro-active and ethical leaders
believing in the capacity of the youth to effect change in achieving prosperity and improved well-
being;
WHEREAS, the Second Party is a movement that encourages every individual to be a rescuer
and help the youth be out from their darkest moments; from their situations that lead or could
lead them to depression, anxieties, confusion, loneliness, wrong decisions, suicidal attempts, etc.;
WHEREAS, the Second Party has been conducting free motivational and inspirational
sessions once a month, to be followed by weekly sessions, for the whole school year in different
schools and campuses in various cities and provinces in the Philippines;
WHEREAS, the Parties have agreed that the implementation of Rescue Kabataan in each
local government unit will structurally have direct effects in the health, education, youth
development and gender issues.

WHEREAS, with regards to the health sector, the local health unit (LHU) will have an
enhanced avenue for facilitating mental health concerns of the youth. The youth hub facility shall
be established through the Second Party’s “Barracks” that will house the youth in need of
individual and group therapy sessions. Counselling and medical assessment services can also be
availed in the youth hub;
WHEREAS, with regards to the education sector, the engagement with the Department of
Education entails that all schools will become centers of opportunity for value-based learning. The
modules of Program doesn't just augment the need for the youth to have an established venue
to learn leadership, but also to be trained on the right values as a youth playing a more active role
in community building. Schools as venues are strategic in building better future leaders in their
respective fields through the Program;
WHEREAS, with regards to youth development, given the endorsement from the National
Youth Commission, the Program builds up and expands the representation of youth in
development. Local youth organizations and special groups will all be organized to become leader-
facilitators of Rescue Program. Every group formed in academic institutions would be invited to
consist the Local Youth Development Council. Capacity building and community development
opportunities can be opened to the groups catalyzed by the Program;
NOW, THEREFORE, for and in consideration of the foregoing premises, the Parties herein
agree as follows:
Article I
ADMINISTRATION OF RESCUE KABATAAN
In the delivery and administration of this Program, the Parties shall undertake the following
responsibilities:
1.2 Endorse the Program to all of its members in the different localities for their endorsement to
their respective Local Chief Executives (LCEs) for their perusal and appropriate action.

1.3 Write a letter the LCEs for them to consider the Program in their respective Local Government
Units (LGUs) as part of their Gender and Development (GAD) and/or Youth Development
Programs and/or be incorporated in other key LGU programs. LGUs would coordinate with
them on the process and steps on how to jumpstart the project in their area.
1.4 Schedule coordination meeting for the LGUs in batches. Initially, they will pilot
provinces/municipalities/cities to disseminate and implement the Program’s Orientation and
Trainer’s Training. Each identified or interested LGU should send at least three
representatives to attend the coordination meeting and preparation for Program
implementation. They will roll out other schedule in batches so that we can accommodate all
LGUs.
1.5 Monitor the implementation of the Program conducted by the Second Party and the pilot
LGUs.
2.1 Schedule the Orientation and Trainers’ Training and notify the First Party and the LGU after
the coordination meetings. Schedules can be discussed during the coordination meetings.
2.2 Provide a complete set of materials, and a working structure to be used in the Program.
2.3 Conduct an initial orientation to the key program leaders in the local government units in
coordination with other local partner organizations.
2.4 Work or lead the partnership with local church community and/or other stakeholders in the
expansion and sustainability of the Program.
Article II
PARTNERSHIP GUIDELINES
The program will be implemented by the Parties in the Local Government Units through the
following steps:
1. Write a letter to the Local Chief Executive (LCE) informing them on the Program. The
documents to be attached with the correspondence are the First Party’s Resolution and the
Memorandum of Agreement along with the Second Party’s Profile as a proof of the First
Party’s endorsement. The letter to the LCE should have a Confirmation Slip that they can
immediately send back to NMYL and RK.

2. Once the LGU partnership will be confirmed, the LCEs will be allotting funds for the Program
from their local GAD/Youth Development Budget/other pertinent budget.
3. LCE’s will choose key coordinators to represent the LGU in the meetings with the Parties. The
Parties will schedule the orientations by batch.
4. Coordinators will tap relevant institutional partners such as the Department of Education for
their assistance in the implementation of the program.
5. Coordinators will prepare the venue, prepare other logistics and get participants for the
Program.
7. The Second Party shall have trainings among the would-be implementers. The trainings will
be funded by the LGU and/or DepEd.
9. The rescuers or facilitators shall schedule the Program sessions in the pilot schools.
10. The Youth Hub or the “Program Barracks” shall be maintained by the local school division or
the LGU.
11. The Second Party, in partnership with the local church community and/or other stakeholders
shall work on the sustainability of the program as rescuers or facilitators.
Article III
AMENDMENTS
The parties, hereto, may upon mutual consent, amend or modify this Agreement by or through
an addendum signed by all parties which shall form an integral part hereof.
Article IV
EFFECTIVITY
This agreement shall take effect on the day of signing and shall be in full force and effect until
after the project is completed depending on the arrangements done by the Parties and the LCEs. However,
this project is subject to extend in case of a fortuitous event or any circumstance not within the reasonable
control of the parties involved.
