Madam:
This is to request permission to conduct Project Sound of the Heartbeat. The said project aims to improve
the current solid waste management facilities of the school by providing separate bins for biodegradable, non-
biodegradable and recyclable wastes, environmental signage, material recovery facilities and compost pits through
the conduct of Sound of the Heartbeat, A Valentine’s Day Raffle Draw this February 28, 2019.
As an initial preparation, a meeting with the parents was conducted last January 25, 2016. The said meeting
aimed at soliciting the general approval and support of the parents. With 116 parents, 9 teachers and 10 PTA
officers present in the said meeting, the project was then approved and the support of parents and PTA officers
was ensured.

VII. Rationale
Lapog Elementary School is one of the 22 elementary schools in the municipality of Socorro
which provides elementary education to its clienteles. Located at the eastern part of the municipality and
adjacent to the barangays of Matungao and Mabuhay, the school has been a provider of education to 273
learners who could not afford to study to the neighboring barangays due to financial burden for fare and
other expenses.
Currently the school has 8 teachers: two of them are Teacher III and the rest are Teacher I.
In terms of facilities regarding solid waste management, currently the school has 3 large bins located at the
conspicuous areas of the school. However, the said bins are used collectively for all types of wastes. Likewise,
each classroom does not have enough numbers of bins for biodegradable, non-biodegradable and recyclable
wastes. This condition hinders learners to apply proper solid waste management since they are conditioned not to
segregate wastes.
Furthermore, the school does not have Materials Recovery Facility (MRF) to accommodate reusable and
recyclable wastes. The worst thing is that all the wastes generated in the school are dumped at the backyard of
the school which makes the schools messy since these are being scattered by stray animals.
More so, no environmental signage is posted in the school premises to remind and orient students about proper
waste disposal and
In terms of behavior, the learners are habituated of throwing garbage anywhere. Candy wrappers and torn
pieces of papers litter within the corridors and sometimes at the school ground particularly during recess and
noontime break. This situation becomes worst since the school does not have rules and regulations regarding
proper waste segregation and management.
With the current situation of the school, the proponents are keenly interested in improving the solid waste
management facilities of the school by providing separate bins for biodegradable, non-biodegradable and
recyclable wastes, environmental signage, material recovery facilities and compost pits through the conduct of
Sound of the Heartbeat, A Valentine’s Day Raffle Draw.
In lieu of this, a meeting with the parents was conducted last January 25, 2016. The said meeting aimed at

present in the said training, the project was then approved and the support of parents and PTA officers was
secured.
VII. Objectives
The proponents together with the PTA Officers will spend time for the planning of the Project. As the
final draft is crafted, they will solicit approval from the authorities concerned at the Division Office. When
approval is secured and the project proposal is signed, they will communicate with the teachers, parents and
other stakeholders. Several committees with assigned tasks shall be made to ensure the success of the raffle
bonanza. Prizes for the said raffle will be solicited from benevolent stakeholders. The schedule of
implementation will be followed. Members of the School Evaluation Team will monitor and evaluate the entire
project.
