Biographical Data

Francheska Anne Martin was born in April 16, 2001 and she is currently 18

years old and lives in 438 Garcia St. San Antonio, Cavite City. Her hometown is also

in Cavite City. She is the second child of her mother Glend Martin and her father

Ronaldo Martin. She has two siblings the eldest is Johara Martin and her younger

sister Ma. Jacklyn Martin.

She studied four years in elementary in San Sebastian College Recoletos

located at Padre Burgos, San Roque, Cavite City and finished her two years in

Manuel Rojas Elementary School located at Dra. Salamanca, Cavite City. She

finished her four years and moved up with honors during junior high school in Cavite

National High School located at Chief E. Martin Street, Caridad Cavite City. She

graduated her senior high school in Cavite National High School and she graduated

with honors and awarded from various awards from national and interschool dance

competitions.

She is currently studying college and is taking up Bachelor of Science in

Business Management major in Marketing in Cavite State University Cavite City

Campus located at Pulo II, Dalahican, Cavite City.

Executive Summary

Duterte administration through the years has affected so many Filipino

families in many different ways. There are bunch of plans and changes that has been

made. This paper identifies the effects and changes on a Filipino family during

Duterte administration. It provided reports for the first three years of his term. The

NEDA report or the National Economic and Development Authority released annual

reports on how our economy is doing. It will be informative on families to have an

idea and to open their minds such that they are part of the economy and it will affect

them. The economy affects every Filipino family but do Filipino families can feel the

changes or if the economy is good, how does it affect one family? It is an important

thing to be aware on what is happening to our country as it will also reflect in our

living. Based on the reports given by the NEDA, it shows how our economy is doing,

but can the families feel the changes of our economy. It showed the first three years

of President Duterte’s term and for the next and last three years of his term, he talked

about it on his SONA or State of the Nation Address. He talked about his future plans

for the country. He also stated that he will fulfill promises that weren’t filled or else it

will be just election promises. The President gave his word about his promises and

he acknowledge his wrong if he couldn’t fulfill his promise. He listed many plans for

the last three years of his term and can his plans affect the Filipino families in a good

way or a bad way? Every plan of the President will be helpful for all the Filipino

families but it will be a question on how will the last three years is enough for every

family to feel the effectiveness of his projects and plans. It is on how President

Duterte’s term affect families either bad or good effects of it, how did they feel during

his term and what are their expectation in this administration.

Chapter I: Rationale / Background

Rodrigo Duterte also known for “Digong” is a Filipino politician who was

elected as the 16th President of the Philippines in 2016. He was born on March 28,

1945 in Maasin, Leyte in the Philippines. He has 4 siblings named Benjamin Duterte,

Blue Boy Duterte, Eleanor Duterte and Jocelyn Duterte, their parents are Vicente

Duterte and Soledad Roa.

He studied Political Science year 1968 in Lyceum of the Philippines University

in Manila and a Law Degree year 1972 in San Beda College. In year 1986 he was

appointed as the Vice Mayor of Davao City and in 1988 he was elected as the Mayor

of Davao City. He was among the longest-serving mayors in the Philippines, serving

seven terms for a span of more than 22 years in office. His presidency began at noon

on June 30, 2016 as he became the first President from Mindanao and the oldest to

assume the Philippine Presidency.

He was married to former flight attendant Elizabeth Zimmerman from 1973

until an annulment was granted in 2000. He has four children named Sara Duterte,

Paolo Duterte, Sebastian Duterte and Veronica Duterte with his law wife, Honeylet

Avanceña.

Objectives of the Study

These are the following objectives of the Study

1. To identify the effect of Duterte Administration on a Filipino family.

2. To identify the expectations of a Filipino family during Duterte administration

3. To compare the changes and improvement three years before and after

Duterte’s presidency.

4. To identify the effectivity of the Duterte Administration even after his time.

Chapter II: Economic Review (NEDA)

The economic review from the past three years during Duterte administration.

In 2017, the performance of the Philippine economy remains on target, hitting a solid

6.6 percent growth rate in the last quarter of 2017. This stable performance brings

our full-year growth in 2017 to 6.7 percent a strong finish that keeps our position as

one of the fastest-growing economies in Asia after China’s 6.9 and Vietnam’s 6.8

percent. As reported by the Philippine Statistics Authority, the Philippine economy

grew 5.5 percent in the second quarter of 2019, the country’s lowest growth outturn

in 17 quarters. This means that we will have to grow by an average of at least 6.4

percent in the second half to reach the low-end of the full-year growth target of 6.0 to

7.0 percent in 2019. Philippine economic growth remained stable as it grew 6.1

percent in the fourth quarter of 2018 from the revised 6.0 percent recorded in the

third quarter. This steady performance—the seventh consecutive year that the

Philippine economy sustained its growth of more than 6.0 percent—brings our 2018

full-year growth to 6.2 percent. This is a firm finish that cements the Philippines’

standing as one of the fastest-growing economies in Asia. We are next to India,

Vietnam, and China. From Q1 to Q3 of 2018, we overtook Indonesia and Thailand in

terms of economic performance. As we are now in a higher growth trajectory, with

our economy growing at an average of 6.5 percent in the first 10 quarters of the

administration, we want to focus more on sustaining this momentum. As reported by

the Philippine Statistics Authority, the Philippine economy grew 5.5 percent in the

second quarter of 2019, the country’s lowest growth outturn in 17 quarters. This

means that we will have to grow by an average of at least 6.4 percent in the second

Positive Economic Analysis

Our country is one of the most dynamic economies in the East Asia and the

Pacific region. With increasing urbanization, a growing middle-income class, and a

large and young population, the Philippines’ economic dynamism is rooted in strong

consumer demand supported by vibrant labor market and robust remittances.

Business activities are buoyant with notable performance in the services sector

including the business process outsourcing, real estate, and finance and insurance

industries. Through the years our economy Gross Domestic Product (GDP) grew

year-on-year by 5.5 percent in the second quarter of 2019. Main drivers of growth for

the quarter are Trade and Repair of Motor Vehicles, Motorcycles, Personal and

Household Goods; Manufacturing; and Other Services. Among the major economic

sectors, Services had the fastest growth with 7.1 percent. Industry registered a

growth of 3.7 percent. Agriculture, Hunting, Forestry and Fishing had a growth of 0.6

percent. Sound economic fundamentals and a globally recognized competitive

workforce reinforce the growth momentum. Having sustained an average annual

growth of 6.3 percent between 2010-2017 from an average of 4.5 percent between

2000-2009, our country is poised to make the leap from a lower-middle income

country. In 2018, Philippine economic growth moderated to 6.2 percent from 6.7

percent in 2017, dragged down by lower growth in global trade and domestic high

inflation. In 2019, however, growth is projected to reach 6.4 percent as inflation winds

down and spending due to the upcoming midterm elections is likely to boost private

consumption growth. In recent years, the Philippine economy has made progress in

delivering inclusive growth, evidenced by the declining poverty rates and a falling

Gini coefficient. Poverty declined from 26.6 percent in 2006 to 21.6 percent in 2015

while Gini coefficient declined from 42.9 to 40.1 over the same period.

Unemployment has reached historic low rates.

Impact on our family

For the past three years during President Rodrigo Duterte Administration the

impact of his term on our family is in case of the tuition fee on some schools and

universities were made free so it helped us as my sibling and i are currently studying

and it became a lot of help in our expenses so it can be used in other needs. The

environment because of the Anti-Droga campaign became a bit dangerous as we are

living in a city were drugs are everywhere so it may be a threat for us that we cannot

avoid the chance that it can happen near us but it is also a good thing as criminals

will lessen in our place but we still cannot deny the danger. For the economy i cannot

really state that it affected my family as my family has their own business and my

older sister is also working there.

Realizations

For President Rodrigo Duterte’s term I’ve realized that in achieving a growing

and successful country there are many sacrifices to be made. There might be

changes but we should go with the flow and as a citizen of this country we shall do

our part and also speak ourselves for our better country. There are things that can be

done better but he still has three years to prove and fulfill his promises for our

country.

Chapter III. SONA 2019 / Govt’s PPA

Last July 22, 2019 our Philippine President Rodrigo Roa Duterte delivered his

State of the Nation Address or SONA in front of lawmakers, guests and diplomats at

the Batasang Pambansa, Quezon City. Same with the previous SONA, the President

had a lecture-type speech on delivering his administrations’ plans, policies, programs

and initiatives to give way for the discussion of achievements instead of incorporating

in the SONA. The SONA 2019 started at exactly 5:15 pm and concluded at 6:49 pm,

from the originally declared 45-minute speech due to some delays and the expected

'side-remarks' of the President. The President started his speech by extending hand

in gratitude to all who kept faith with him in most trying times. The President did not

hesitate to show how he was apparently frustrated because of the continuing

corruption and illegal drug problem, which he earlier said he could solve in three to

six months’ time if he were elected President. Duterte bore in his speech that it is

“selfishness” that allows these to continue. He said he took full responsibility of the

consequences of what the government, under his leadership, did and what it did not do

but should have done during the first half of his term. He talked about the issues that he

will comply for the next 3 years of his term. President Duterte emphasized that illegal

drug problem persists and corruption continues but promised to continue fighting until

his term ends. Part of his prepared speech for the event, were immediately preceded

by his praises for the real estate sector for helping boost the Philippine economy and

providing jobs for Filipinos. He talked about his past SONA and his accomplishments

for our country and of course for the next three years. “Our goal for the next three

years is clear: a comfortable life for everybody, all Filipinos. We have made

significant strides and accomplished signal milestones as a nation in the past three

years. This momentum must continue with greater fervor in the next three years and

beyond,” Duterte ended.

Normative Economic Analysis

President Rodrigo Roa Duterte discussed his plans and hopes to accomplish for the

last three years of his term as the President of the Philippines. On West Philippine

Sea dispute, President Duterte said the avoidance of armed conflict and protection of

the Philippine territorial waters and natural resources compel the administration to

perform a delicate balancing act and for me it is reasonable that he is avoiding any

war between our countries as our country is not ready or as ready for the other

country. He also talked about and praised DepEd Secretary Leonor Briones as more

Filipino learners are receiving basic education with over 27 million enrolls from kinder

to senior high school. Moreover, he said that the administration plans to create

the National Academy for Sports for high school students. As a student he is a big

part of my education so it is a good accomplishment for him to give an attention to

the education of young Filipino people and we can say that not all are given a chance

to study but even a bit improvement is still an improvement. President Duterte also

urged the Congress to hasten the creation of Department of Water

Resources, Department of Disaster Resilience and fire protection program as well as

pass the National Defense Act and revive the mandatory ROTC, it is a good

implementation as our country needs to be ready for anything that we, citizens of this

country also needs participation for a better country. Here are the rest of projects and

plans of our President complying for Illegal drugs, Boracay rehab, slow government

offices, Bureau of Customs, Manila Bay rehabilitation, Bangsamoro transition and tax

reform.

Expectations of our family

The expectations of our family for the last three years of President Rodrigo

Duterte’s term is that he will comply for the promises and plans that he advocated

during the election time and the time he was elected. We will expect that for the next

three years we can finally say and feel the changes and improvement of our country.

We hope that his last years he can prove that he is worthy to be the president that he

is not just full of promises. We are expecting that when he will pass the term our

country is already better and improved.

My commitment for our family

My commitment for my family is that i will do my everything to give changes

also to our lives and improve our living. I hope that i can improve our life also with the

help of our president’s accomplishments. I will become an individual who does her

responsibility for a better life and future not only for herself but for her family.
