The Peak Hour Factor (PHF) simply compares the traffic volume during the busiest 15-minutes of the
peak hour with the total volume during the peak hour. It indicates how consistent traffic volume is during
the peak hour. The following shows the equation:

If 15-minute periods are used, the PHF is computed as:

V = peak-hour volume
V15 = volume during the peak 15 minutes of flow
