Invitation for Consultancy Service to produce Training Manual, Field guide and Provide
TOT on selected DFSA Crop Value Chain Commodities

In Ethiopia, CRS has a long and rich history of providing emergency relief and development
assistance to the people of Ethiopia since 1958. At present, CRS/Ethiopia implements multiple
projects through different partner organizations. CRS/Ethiopia has a highly diverse portfolio
ranging from very large food-supported emergency response to cutting edge development
programs. The current CRS/Ethiopia budget stands at $100 million with funding from the U.S.
Government, UN agencies, private foundations, individual donors, and CRS private funds.

1. Background

CRS’ DFSA is a USAID funded FFP supported initiative to sustain and build upon the previous
food security improvements achieved under the Government of Ethiopia’s (GoE) framework of
the Productive Safety Net Program (PSNP). PSNP IV is the most recent iteration and has
expanded from its traditional emphasis on food and cash transfers for work and maternal, child
health and nutrition (MCHN), to now include Gender, Youth, and Economic Livelihoods (on-
farm, off-farm, and employment pathways). The goal of the CRS DFSA is: Food, Nutrition and
Livelihoods Security of Households and Communities Improved and Sustained. The DFSA is
from September 30, 2016 through September 29, 2021. The DFSA has three Purposes (PSNP
Systems, Economic Livelihoods, Health and Nutrition) and one cross-cutting Sub-Purpose
(Gender and Youth):

· Women and youth have increased access to and control of community and HH resources
(Cross cutting)

· GoE and community systems respond to reduce communities' and households'


vulnerability to shocks (Purpose I)

· Households improve their sustainable livelihood and economic wellbeing (Purpose II)

· Pregnant and lactating women and children under five have improved nutritional status
(Purpose III)

CRS’ DFSA is implemented by CRS, Mercy Corps, MCS and Hararghe Catholic Secretariats
(HCS). The DFSA is implemented in three zones (Arsi, West Arsi and East Hararghe) of
Oromia regional state and Dire Dawa Administrative Council, in target nine woredas - Deder,
Melka Belo, Midega Tola, Arsi Negele, Ziway Dugda, Shalla, Babile, Dire Dawa and Heben
Arsi. The project operates in four livelihood zones, and plans to serve 48,125 PSNP HHs
through livelihoods sector organizing as livelihoods groups(LGs).

Therefore, CRS/Ethiopia is looking for a qualified and experienced consultant to develop


training manual, field guide and conduct TOT training on selected DFSA crop value chain
commodities.

2. Purpose
This Scope of Work (SOW) outlines the conditions and responsibilities of a CRS TA support
visit in developing an aflatoxin management strategy for smallholder farmers of groundnuts (as
requested by FFP) and providing technical input into the implementation of that strategy in
support of Purpose II (Households improve their sustainable livelihood and economic wellbeing)
of CRS Ethiopia’s Development Food Security Activity (DFSA) over a period of approximately
two weeks.

3. Objectives

The overall objective of this SOW is to prepare crop production manual, field guide in local
language (Afan Oromo), provide TOT training for government and DFSA staff, networking and
collaboration of crop value chain actors at field level in DFSA Woredas.

The consultancy will use CRS’ DFSA crop value chain assessment findings and
recommendations as the framework for the strategy with specific attention on contextualization
to the Woredas where the DFSA is working and providing guidance on how improve the selected
crop value chain production and productivity by agricultural extension workers.

The specific objectives of the DFSA Program Technical Support on Aflatoxin management
strategy:

1. Training manual preparation on crop production, management including post-harvest


handling and marketing

2. Provide TOT training for government and project staff, DAs

3. Short field guide in Afan Oromo version for development agents and project community
animators

4. Produce posters, leaflets and other visual materials

4. Time Frame

This Consultancy support will be conducted from February 15,2019 – March 30,2019 (approx.
dates)

5. Deliverables:

o Produce training manuals, field guide and posters

o Provide TOT training for Zonal and Woreda government and DFSA project staff.

o Technical support cascade of the training to DAs, CAs, Lead farmers and LG members who
selected groundnut pathway
o Debriefing to DFSA SMT (COP, DCOP) and program staff

o report

6. Key Working Relationships

Internal: CRS Technical Advisor will work closely with DFSA COP, DFSA DCOP-Programs
and DFSA Economic Livelihoods Manager.

External: The Consultancy will work with HCS partner staff and relevant Ethiopia experts

7. Place of Performance

The place of performance will take place in Dire Dawa and east Hararghe DFSA operational
Woredas and kebeles

Job Requirements

Qualifications/ Competencies and expertise required

· MA/BA degree in behavioral/social sciences / Development studies/ Sociology or related


fields;

The consultant/s should have the following skills and expertise:

· Experience in designing and undertaking CC training;

· Experience in development of IEC materials

· Experience in the development of training manual/guideline for trainees;

· Participation in trainings on methodologies and training design.

· Knowledge on Oromifa language is advantageous

business Monday February 11, 2019 .

and submitted to Human Resources Department in Person by no later than February 11, 2019.
