SUBJECT : Initial Investigation Report Re: Recycling Confiscated Drugs

I. AUTHORITY

1. Chairman of Senate Committee Richard Gordon issued Investigation Order 2019-518

Authorizing the investigation of the Philippine national Police Chief Oscar Albayalde
was linked to very damaging to recycling confiscated drugs in Pampanga , November
2013.

3. Philippine National Police Chief Oscar Albayalde he protected the 13 officers

allegedly seized and then sold parts of the shabu on November 2013 in Pampanga
when he is Police Chief of the province

4. An allegation that has put the government’s antinarcotics campaign to question before
the Senate committee chaired by Senator Richard Gordon.

5. Benjamin Magalong a former Chief of police for criminal investigation and new mayor
of Baguio City , testified that Albayalde protected the officers from dismissal while
Ruby Lacadin Magalong’s former deputy , told the Senate that Albayalde admitted
receiving “Just a Little” from the drug haul. Albayalde has Vehemently denied the
allegation and the witness that he will take legal action against him.

III. RECOMMENDATION

6. It is recommended that the case of Philippine National Police Chief Oscar Albayalde
was under questioning.

ILOILO CITY - Natagpuan nitong Linggo ng umaga ang bangkay ng isang 90 anyos na babae sa
loob ng kanyang bahay sa lungsod.

Kinilala ang biktima na si Rosa Argel, isang retiradong guro.

Ayon kay Punong Barangay na si Joseph Porral, pumunta sa bahay ang ilang kamag-anak ng biktima
para alamin ang kalagayan ng biktima.

Ilang araw na raw kasi itong hindi nakikitang lumalabas ng bahay. Dahil naka-lock ang pinto,
napilitan silang sirain ang bintana.

Nang pumasok sa bahay ang mga kaanak, doon na nila nakita ang bangkay ni Argel na nakahiga sa
sahig at may unang nakapatong sa kaniyang mukha.

Kalat din ang mga gamit ng biktima sa sahig, ayon sa mga awtoridad.

Namataan ang ilang senyales ng hematoma sa ulo ng biktima, batay sa inisyal na imbestigasyon ng
Scene of the Crime Operatives ng lungsod.

Hudyat umano ito na maaaring pinukpok ng matigas na bagay ang biktima.

Inirekomenda ng SOCO sa pamilya na isailalim muna sa autopsy ang bangkay para matukoy kung
ano ang ikinamatay nito.

Inaalam pa kung may mga nawawala sa gamit ng biktima.

Sa ngayon, robbery ang isa sa mga motibo na iniimbestigahan ng mga otoridad kaugnay sa pagpatay
