Dear Sir/Madam,
PETITION ABOUT TESHIE CHIEFTAINCY MATTERS

The last chief of Teshie Nii Ashikwei Akomfra III, died in the year 1985. There have
been various attempts as to finding a successor to the throne. None of those attempts
has been successful till now.

In 2013, the then Minister for chieftaincy Dr. Siedu Danaa mandated the Greater Accra
Regional House of Chiefs with the responsibility of finding a lasting solution to Teshie
Chieftaincy problems. He inaugurated into action a three member fact finding committee
headed by the Osu Mantse, Nii Nortey Okwei Kinka Dowaunya VI with Nene Atiapa,
Ningo Mankralo and Nene Asture Benta as members. This committee produced a report
as it findings in 2016. (Attached marked number 1) In that report Naval captain Daniel
Nii Amarh Ashitey was recommended to be installed as Teshie Mantse. In that report,
there was the recommendation for Elias Nii Nmashie to be installed as Mankralo instead
of the popular choice Jonathan Nii Adjetey Adjei (Nii Okang Dua Mro Nmashie III). The
name Elias Nii Nmashie recommendation was challenged from various angles. The
Regional House of Chiefs had no option but to write a letter to Teshie withdrawing the
candidature of the said Elias Nii Nmashie. This made it impossible for Naval Captain Nii
Amarh Ashitey to be installed as Teshie Mantse because it is the duty or the
responsibility of the Mankralo to do the installation.

This became the fate of the report that was released by the Regional House of Chiefs in
2016. After the withdrawal of the Mankralo’s edition from the 2016 report, there was a

change in government of the Regional House of Chiefs where the Osu Mantse took
over the reigns of a president from the Ada Mantse. The Osu Mantse was therefore
removed from the fact finding committee of Teshie and was replaced by the Ada Mantse
Nene Abram Kabu Akuaku III After the restructuring of the fact finding committee where
the Ada Mantse became the chairman, a report was produced in 2018.(Attached
marked number 2). In that report the following person and their positions were spelt out:

1) Samuel Nii Ashitei Ahulu as candidate for Mantse (page 7 and 8).

2) Jonathan Adjetey Adjei (Nii Okang Dua Mro Nmashie III for Mankralo (page 13)

3) Seth Sowah Osekre for shikitele (pages 15 and 16)

The Minister for Chieftaincy received a report from the fact-finding committee of the
Regional House of Chiefs in November 2018. In that report a candidate Mr. Samuel
Ashitei Ahulu’s name appeared as the one to be installed as Teshie Mantse. The
Minister after satisfying himself with the findings and recommendations wrote a letter in
2018 which we called a “White Paper” (Attached marked number 3) and said the job
was good and that Teshie people should be encouraged to do the necessary custom
and rites for Mr. Samuel Ashitei Ahulu to become Teshie Mantse. The Minister wrote a
second letter in January 2019 stating as acknowledgement and approval of the work
that has been done by the fact-finding committee and again directed that Teshie people
should install Mr. Samuel Ashitei Ahulu as Mantse without further delay (attached
marked number 4).

We want to mention a few personalities who have manipulated to have Gbetsoloo Nii
Ashitey Akomfra III name in the report that was released on July 9th 2019. Dr. Kotei
Dzanie member Council of State tried to do a kind of MEDIATION between the two
sections but he failed when he puffed out a bluff in the presence of Daniel Mckorley
(McDan) and said “We should share the traditional positions and if we failed to comply
with his decision he will support the legitimacy of Gbetsoloo Nii Ashitey Akomfra III even
to supreme court”. The statement was found unfortunate by our members so we
decided from that day not to have anything to do with him again. Our intelligence
gathered pointed to the fact that the said Dr. Kotei Djanie went and manipulated the
Osu Mantse who happened to be the president of the Greater Accra Regional House of
Chiefs and the Minister of Chieftaincy for the name of the candidate selected by the fact

findings committee to be changed and be replaced by the said Gbetsoloo Nii Ashitey
Akomfra III. The exercise of the change of name was to be executed by the then
Registrar Mr. Samuel Yeboah Menkah. When the registrar refused to effect the changes
he had to be transferred unceremoniously.

Dear Sir/Madam, a report which was described by Osu Mantse as “final report” was
prepared by a new registrar Mr. Enoch Addo who had taken over as the new registrar in
April 2019 and was given to the people of Teshie on the 9 th July 2019 (attached marked
number 5). In this report a strange name, Gbetsoolo Nii Ashitey Akomfra III appeared in
place of Mr. Samuel Ashitei Ahulu, where Mr. Samuel Ashitei Ahulu’s name has been
deleted. In the aftermath of the 9th July report where questions were being asked as to
the new name information came to town that the strange person Gbetsoolo Nii Ashitey
Akomfra III has had his name in the register of chiefs in the National House of Chiefs
(attached marked number 6). This information was confirmed through social media,
specifically facebook on the 1st October, 2019.

Dear Sir/Madam, it is surprising that the Osu Mantse, president of the Regional House
of Chief should unleashed such a disturbing phenomenon on the people of Teshie. The
problem is that throughout the work of the three member fact finding committee of the
Regional House of Chiefs between 2013 and 2019, there was nowhere Gbetsoolo Nii
Ashitey Akomfra III appeared either in name or person. Strange as that could be, a
situation where some body’s name should appear in the National House of Chiefs
where no body, no minutes, etc. from the originating town said nothing about, is of a
great concern. In page 7 of the Osu Mantse’s final report there was the
recommendation “that Gbetsoolo Nii Ashitey Akomfra III known in private life as
Theophilus Armah Ashai should be nominated and installed as Teshie Mantse.
Committee recommends that the candidate should be presented to the principal King
Makers, that is the Wulomo, the Mankralo, the Shikitele and the Dzaasetse for
installation.” This recommendation has not been carried out. Sir, the position of the law
per the law of chieftaincy in Ghana by S.A. Brobbey, page 45 states that a valid chief
should be “nominated, elected, selected and enstooled or enskined as a chief in
accordance with customary law and usage.” This is why it is strange to have Gbetsoolo
Nii Ashitey Akomfra III’s name in the Register of the National House of Chief.

Ashitey Akomfra III’s name esponge from the National House of Chiefs Register before
it is too late. Thank you.
