Mayor Haas,
On 4/18/2019 | received a phone call from Alderman Larry Coulson at 11:34 A.M. on my
personal cell phone. During the one hour and forty five minute phone call Coulson expressed
his opinion that no one, including myself, knew what we were doing as police officers and was
upset that we did not arrest, cuff, search Bewig’s person and then proceed to search his vehicle.
{tried to explain to him there is case law that shows you cannot search a person's vehicle if it is
not part of the crime. [tried to explain how weak of'a case it would be to try and get Bewig
for selling drugs from a peace disturbance but Coulson would just cut me off and explain how
incompetent we are. It should be noted we get more in custody warrants for drugs now than we
ever did in the past.
Coulson told me that you and the board are not happy with my performance and the level of
incompetence we have demonstrated. After one hour and forty five minute of being berated on
the phone by Coulson he stated he wanted to help me become a better commander. Coulson
stated he would not help me get the chiefs position because that is never going to happen.
Shortly before ending the phone call Coulson told me this phone call never took place and heeQuice RS, Seceaens

planned on discussing our incompetence with the board but he would not throw me under the
bus.
What | took from this conversation is that Coulson was trying to use his position as an
Alderman, and the head of the Police Board in charge of hiring the chief, to influence me and
this department to alter our method of investigation of a report he is involved in. This is very
unethical behavior in my opinion.
