1.1 The purpose of this document is to provide Wind Field personnel with requirements for:
Personal Protective Equipment (PPE) when accessing energized equipment and cabinets within GE
wind turbine generators. And additional equipment if specified in Appendix B–region specific.
Work practices when accessing energized electrical equipment and cabinets within GE wind
turbine generators. And additional equipment if specified in Appendix B–region specific.
1.2 This document is meant to instruct personnel in the requirements associated with work on systems found
in the GE wind product line. Specialized work such as padmount transformer and substation switching
is covered by region specific rules and added in Appendix B. Personnel must work within the scope of their
training and qualification and not exceed the voltage thresholds defined by their level of training. Restricted
Work Authorization and/or other written authorization or competency programs will designate employees
as authorized to work on specific electrical components or systems.
1. For recalculation of Arc energy levels from Calories per cm² (Cal / cm²) to Joule per cm² (J / cm²), following rule
apply:
1 Cal / cm² = 4.19 Joule / cm² = 4,19 watt-sec / cm² = 4.19 V*A*t / cm²
The fault energy calculations are complex and time consuming but in a very simplified form they can be
expressed as:
V - Voltage = the circuit voltage at point of fault (may raise or lower due to the fault conditions)
A - Amperage = the fault amperage, usually found determined by laboratory testing of device in
question
t - Time = time to clear the fault determined by the trip curve of the next piece of electrical
protection up-stream of the fault
2. Incident energy is also affected by other factors. For example, the size and shape of an enclosure determines
which path the arc energy will follow and what concentration level it will reach. Once arc energy is determined
it can be classified into 6 GE-REN categories.
3. Proper protective equipment must be worn when any work is conducted within the established flash protection
boundary for said equipment. This zone extends to the area in front of and within arm’s reach of any open
electrical cabinet. Refer to Section 5 –Tables A,B,C,D,E: ‘GE-REN Category Selection Chart’ for specific guidance on
PPE required in various locations within the turbines.
4. Refer to the following charts to determine the proper PPE for accessing energized cabinets on all series GE wind
turbines for visual inspection, circuit breaker switching and voltage measurement (including verification of zero
energy.
5. For correct use of the below Tables A, B, C, D, E, F, the following steps must be taken:

1. If rubber insulating gloves with leather protectors are used, additional leather or arc-rated gloves are not required. The
combination of rubber insulating gloves with leather protectors satisfies the arc flash protection requirement.
Exemption from using electrical gloves 1000V or higher must be approved by EHS based on risk analysis.
2. Face shields are to have wrap-around guarding to protect not only the face, but also the forehead, ears, and neck, or,
alternatively, an arc-rated flash suit hood must be worn.
3. “As needed” (AN) for the jacket or parka means, if working in weather conditions where a jacket or parka is needed,
the jacket or parka must be arc-rated
For the items in the preceding table that reference this section, access to these specific cabinets/DTE sections while
energized can be obtained with Category 2 PPE after performing the following steps: (Note: these steps can be
performed with PPE Class 0, unless otherwise noted)
These steps should be incorporated into and used with existing site specific (Americas) and standard LOTO
procedures.
1. De-energize DTE
a. Apply LOTO to the UPS
b.Access PDC Mid Q1 Door and open Q1
c. Apply LOTO to Q1 and Q5 using the following steps:
i. Turn off Q1 and Q5
ii. Remove the bolted cover from the PDC Upper (K1) cabinet (in Category 2 PPE)
1. Treat PDC Upper (K1) cabinet as energized while removing the bolted
cover.
iii. Verify zero energy on Q1 output in PDC upper cabinet – hot / cold / hot check (in
Category 2 PPE)
iv. Verify zero energy of Q5 (if lexan cover hole retrofit not implemented) by
measuring on CCONT at L1, L2, L3 (PDC upper cabinet) (in Category 2 PPE)
v. Re-install the bolted cover on PDC upper cabinet if needed – depends on the task.
vi. Place LOTO lock and tag on Q1.
d.Access PDC Aux and open Q2, Q3, Q5, FB3 and FB4
e. Apply LOTO to PDC Aux
Verify zero voltage on the DC Link (wait 20 minutes after Q1&Q5 are de-energized)
f. Remove panels where access is needed
2. Energize DTE (in Category 2 PPE)
a. Remove LOTO on PDC Aux
b.Access PDC Aux and close Q2, Q3, Q5, FB3 and FB4
c. Access PDC Mid Q1 Door
d.Remove LOTO on Q1 and close Q1
3. With PPE Class 2: Proceed to perform maintenance on energized section of DTE
4. De-energize DTE (in Category 2 PPE)
a. Access PDC Mid Q1 Door and open Q1
b.Apply LOTO to Q1 – same as in step 1, but in Category 2 PPE
c. Access PDC Aux and open Q2, Q3, Q5, FB3 and FB4, including DC Link zero voltage verification
d.Apply LOTO to PDC Aux – same as in step 1, but in Category 2 PPE
e. Re-install panels that were removed, with the appropriate torque
5. Energize DTE
a. Remove LOTO on PDC Aux
b.Access PDC Aux and close Q2, Q3, Q5, FB3 and FB4
c. Access PDC Mid Q1 Door
d.Remove LOTO on Q1 and close Q1
2. De-energized DTE
a. Q1 LOTO test leads check and Q1, Q2, Q3, Q5, FB3, FB4 LOTO:
If Q1 or Q5 is closed, verify voltage presence on Q1 LOTO test leads in PDC Aux.
If Q1 is opened / tripped, the test leads are back-fed via Q5. If CCONT is opened, alternative method
of for Q1 verification has to be considered – contact your GE Regional EHS Manager.
Open Q1, Q2, Q3, Q5, FB3, FB4, and apply LOTO lock and tag to Q1 LOTO Tab. Applying LOTO Lock to
Q1 LOTO tab prevents Q1 from closing locally or remotely. Observe all visual indicators for proper
operation / indication before and after each operation.
Verify zero voltage on Q1 LOTO test leads and on Q2, Q3, Q5, FB3, FB4 (Hot-Cold-Hot check)
Apply LOTO locks and tags on the actual breakers or on the PDC Aux and TVSS cabinet doors.
b. Apply LOTO to the UPS
c. Verify zero voltage on the DC Link (wait 20 minutes after Q1&Q5 are de-energized)
d. Remove panels where access is needed.
Energized access to ESS DTE Left Side is not allowed as specified in PPE tables above.
4. De-energize DTE
a. Follow steps in section 1 above for the breakers which were energized
b. Since bolted panels are removed, utilize the highest required PPE from the tables above during de-
energization. For example, if PDC Aux access requires PPE0 but CFC access requires PPE1 and the bolted
covers are removed from the CFC, you must use PPE1 during the whole de-energization
c. Re-install panels that were removed, using appropriate torque
5. Energize DTE
a. Follow the steps in section 2 above to re-energize DTE.
6. De-energized DTE
a. Q1 LOTO test leads check and Q1, Q2, Q5, FB7 LOTO:
If Q1 or Q5 is closed, verify voltage presence on Q1 LOTO test leads in PDC Aux.
If Q1 is opened / tripped, the test leads are back-fed via Q5. If CCONT is opened, alternative method
of for Q1 verification has to be considered – contact your GE Regional EHS Manager.
Open Q1, Q2, Q5, FB7, and apply LOTO lock and tag to Q1 LOTO Tab. Applying LOTO Lock to Q1 LOTO

c. Verify zero voltage on the DC Link (wait 20 minutes after Q1&Q5 are de-energized)
d. Remove panels where access is needed.
Energized access to ESS DTE Left Side is not allowed as specified in PPE tables above.
8. De-energize DTE
a. Follow steps in section 1 above for the breakers which were energized
b. Since bolted panels are removed, utilize the highest required PPE from the tables above during de-
energization. For example, if PDC Aux access requires PPE0 but CFC access requires PPE1 and the bolted
covers are removed from the CFC, you must use PPE1 during the whole de-energization
c. Re-install panels that were removed, using appropriate torque
9. Energize DTE
a. Follow the steps in section 2 above to re-energize DTE.
Voltage measurement requires the use of 1000V rated gloves in all cabinets. All metering to be performed with: CAT
III 1000V or greater rated meters.
Some site specific equipment within the wind turbine generator might exceed 1000V AC or DC
o Examples: MV/HV equipment, Stored energy within some FAA lights, etc.
Always use properly rated electrical gloves, tools and metering equipment
All other work (including component change out) requires that the entire cabinet be de-energized and if necessary
the whole wind turbine including the padmount transformer. Exceptions to this will be evaluated and approved by
the Regional EHS Leader on a case-by-case basis after a JSA/SRA is proposed by the site a/o department requesting
the work, including Energized Electrical Work Permit (EEWP).
As an example, in some configurations work is authorized in the Top Box and Hub axis cabinets with the lighting
circuits energized as long as the site identifies the location of the lighting circuitry and reviews the potential hazards
with the authorized employees.
For work within the Wind Turbine Generator (excluding the collection system), application of temporary safety
grounds will be required on de-energized equipment >750V prior to work being performed. Equipment must be
designed to accommodate the type of safety grounds used.
For DC Link within 2MW Platform (1.6e, 2.0/2.4) and 3MW Platform (2.x/3.x DFIG):
o Grounding cables must be minimum 35mm2 or larger (2AWG or larger) according to ASTM F855 or
equivalent regional standard/requirement
o Follow G2003 for Temporary Safety Grounding guidance
The following activities are acceptable to complete without wearing 1000v gloves and leather protectors:
Cat 5 or fiber-optic cable insertion
Turning on/off the UPS
Checking settings on MFR or IFM
Replacing tower PC and/or monitor
Operating pitch controller
Conductive articles of jewelry and clothing (such as watchbands, bracelets, rings, key chains, necklaces, metalized
aprons, cloth with conductive thread, metal headgear, or metal from glasses) shall not be worn where they present an
electrical contact hazard with exposed live parts. However, such articles may be worn if they are rendered
nonconductive by covering, wrapping, or other insulating means.
5.0 Auditing
5.1 The implementation of this procedure will be audited based on the already existing safety program:
Simplified Work Plan, Short Duration Plan, Turnkey and Business specific auditing program.
5.2 This procedure will be reviewed annually by referencing the CEP Health and Safety Framework element
9 “Personal Protective Equipment” for changes and updating the procedure accordingly.
