Talking Points:
Waterford was built by heroes, hardworking people and a few characters or two, after all
isn’t that what makes a town interesting? Some of those characters continue to roam our
town and buildings.
Picture this…1753, nothing here but Bisons, Forests, and Native Americans. The French
established a fort here. The fort was located in the area of the Judson House and Eagle
Hotel. That fort was followed by both a British and American Fort in later years, all
composed of soldiers who lived, worked, and died here. Those soldiers would also have
patrolled the area looking for danger. Remember, this was before there was a community
here. They never moved the bodies from the cemetery at the fort and built the town on top
of it. Other cemeteries were around what is now Nazarene Church and the Waterford
Library. When Judge Vincent settled in Waterford in 1797 he said "Fragments of human
skeletons pervade the soil.“
Many say they continue to see the soldiers, particularly on East 1st and 2nd Street. A local
woman saw a soldier pass by her kitchen window for almost 20 years, everyday around 5
PM until she saged her house a few years ago.

Eagle Hotel
• Constructed in 1826 by Thomas King as stagecoach stop and hotel. Waterford was a bustling
community with more activity than Erie. Waterford was the connector and distribution
point for salt industry in New York and more.
• Second Geological Survey of Pennsylvania, 1881, states stone used came from Middleton
Quarry off Hare Road in Waterford Township. The shale contained a high percentage of
petroleum. Odor of oil could be smelled for many years and ran down sides of building
leaving dark stains.
• Documented by Historic American Buildings Survey (HABS) in 1933. Listed National Register
of Historic Places-November 28, 1977. Purchased by Fort Le Boeuf Historical Society to
prevent it from being demolished 1977. Waterford Borough Historic District listed March 9,
1990.
• President Zachary Taylor stayed here as well as other dignitaries over the years
• Rooms were shared
• Meat Market in Basement
• Evolution of Hotel Property.

• Soldier leaning on steps

• Many EVPs
• Recent paranormal group (June) camera man was scratched
• Footsteps heard from the 2nd floor when on 3rd floor ballroom in the Eagle Hotel

• Oldest Commercial Building
• 1882 Fire behind Eagle (photo)
• Indian Skeleton found buried under the street during roadwork…how many more are
still there? Skeleton was found with beads, pipe and wrapped in cloth. Also found in
general area:
• Many arrowheads
• Tomahawks
• Combination Tomahawk and Pipe
• Swords
• Guns
• Many taken by visitors at the Eagle Hotel
Yellow Tavern-across from William Judson House. Owned by Kings and burned down while Eagle
was being built.

First Cemetery- headstones dated early 1800s, abandoned about 1865.
Some stones from this cemetery moved to a commemorative site in the Waterford Cemetery on the
southwestern side about 1920-not the bodies…just the stones.

North of Park…the Park Hotel filled block between West 4th, North Park Row, Walnut and High
Owned by Stancliff family who bought town’s first fire engine, hence the Stancliff Hose Co.
Torn down in 1922 due to a fire which gutted inside of the hotel 25
