The document outlines the methodology used by a Road Clearing Task Force to clear municipal streets in compliance with a presidential directive. First, an engineering department document was obtained listing streets, which were then plotted on a map. Notices were given to those encroaching on or illegally constructing on streets. A task force was mobilized to demolish, remove, or tow structures from the targeted streets between September 27, 2019. Weekly and quarterly reports were submitted to oversight agencies on the clearing activities and progress.

As a manner of complying with the President’s directive during the 2019
State of the Nation Address, we immediately commenced our road clearing operations. First, we secure a document from our engineering department that contained the inventory of our municipal streets. Then we plot the location of those streets in an improvised map that functionally represents the street networks of our town proper. After determining the coverage of our road clearing operations, we conducted ocular checking of the areas that were encroached or were erected with illegally constructed structures. Then we give verbal and written notice to those persons and establishments that committed encroachment and illegal construction. Having effected the giving of notices to those involved, we mobilized the Road Clearing Task Force in order to conduct the clearing activities which involved, but not limited to the following actions, demolition, removal, towing, etc. We also tapped our PNP force and the military to provide security during the road clearing operations. We documented the foregoing activities and compile it for the purpose of producing a consolidated report from day one of our clearing activity up to September 27, 2019. Road clearing reports were also made weekly and submitted to the DILG as well as to Maam Lucy L. Dela Peña, our DILG – MLGOO. We will continue to make weekly road clearing reports within the 90-day period from the effectivity of DILG Memorandum Circular No. 2019-12 and, thereafter reporting will be done quarterly.
