    The letter is from the Chief of Hospital of the Bindoy District Hospital in Negros Oriental, Philippines. It is in response to a letter from a postal inspector regarding 26 PhilHealth checks enclosed in a registered letter that was allegedly delivered to the hospital by a post office employee in February 2013, but were never received. The hospital confirms they did not receive the registered letter or checks from the employee. They were able to retrieve 13 of the checks from the employee's relative. Most of the lost checks were retrieved and remitted by the hospital, so it is up to PhilHealth and Philpost to decide whether to pursue the matter further legally.

    Sir:

    This pertains to your letter dated January 20, 2014, regarding the alleged non-receipt/loss of
    Twenty Six (26) pieces of PhilHealth Checks enclosed in registered letter No. 365357 which
    were allegedly been delivered/turned over to us, by MR. JESS MARK L. MANANQUIL, the
    assigned Officer in Charge of Bindoy Post Office at that time, sometime in February 2013.

    Please be informed that such registered letter bearing the Twenty Six (26) pieces PhilHealth
    checks was NOT received by us from Mr. Mananquil. We managed to retrieve Thirteen (13)
    pieces of such checks from his nearest relative. PhilHealth Cebu Branch also recovered few
    checks from banks which encashed/negotiated it, and send us the replacements. The rest were
    lost or not negotiated perhaps.

    Since most of the lost checks were retrieved and remitted by us, it is up for PhilHealth and
    Philpost to pursue the matter to higher courts or not.
