    Respectfully returned to the Assistant Provincial Administrator, this Province, the herein
    Hospital Board Resolution of Bindoy District Hospital, requesting authority from the
    Sangguniang Panlalawigan, Province of Negros Oriental, for the Provincial Governor , to process
    the Special-Use Agreement on Protected Area (SAPA) permit, with the comment that the
    intent of the subject resolution involved good faith and proper motive, which by express terms
    and implication are just and allowable.

    It is respectfully requested that authority from the Sangguniang Panlalawigan must be


    sought for.
