PA as an Art and Science

Public Administration is an art because it involves creativity, craftsmanship and varying techniques
in its practice and application depending on the needs to address to and with and for whom it is
being served and applied to. Public Administration is also a science as it is incorporated with
systems, theories and disciplines as applied both in the field of study and in practice.
