1. Implementation of the SMS on board the Company vessel


a. Familiarizes himself with the duties & responsibilities of each
crew member in the implementation of the SMS
b. Enforces the SMS policies, procedures and instructions onboard
the ship.
c. Motivates the crew in the observation of the Company’s health,
safety and environmental protection policies.
d. Conducts regular briefing and drill to make the crew members
constantly aware of their responsibilities and well-prepared for
any emergency.
e. Initiates action for the prevention of NON-CONFORMITY.
f.. Identifies and records any problem or NON-CONFORMITY
encountered onboard the ship and submits formal report to the
DPA.
g. Implements corrective measures to rectify any NON-
CONFORMITY or deficiency and ensures that there is continuity in
the corrective actions procedures so that same or similar non-
conformity is not repeated.
h. Carries out Master’s review of the SMS and makes
recommendations to the Company through the DPA to improve
the SMS.

2. Taking over command of a Company vessel


a. The ship’s records, documents and certificates whether these
are still valid, properly filed and are onboard (as guided by the
Checklist as Annex C-REG-05);
b. Out-going Master’s Report regarding the amount of cash
balance; the quantity and value of remaining provisions and

bonded stores; the inventories of consumable stores and supplies


of all departments; inventory of Master’s cabin; and the quantity
remaining on board of bunkers, lube oils, freshwater, etc.;
c. Instructions from the charterers for the immediate next
employment.
d. Repair or job orders pending in the event shore assistance is
required.
e. Outgoing master’s evaluation of officers and ratings;
f. Log books entries on the taking over of the command.
3. Checks and ensures that all equipment, fittings and facilities
onboard the ship are in good condition.
4. Familiarizes himself with the facilities and characteristics of
the vessel, specifically with the following items:
a. navigational equipment’s and instruments; deck machineries;
cargo-handling equipment; cargo capacity; bunkers and lube oils
capacities and average daily consumptions, fresh water capacity
and consumption rate; charter party speed and consumption;
maneuvering characteristics; SOLAS equipment’s; ballast
arrangements; stability characteristics.
5. Ship visual inspection and supervision over repairs and
maintenance

a. crew accommodations/cabins; galley; mess rooms; pantries;


provision stores; deck and engine store rooms; weather deck;
weather deck; cargo tanks saddle bolts and their integrity, void
spaces ( or as required by PMS) , securing arrangements; radio
and communications facilities.

6. Ensures water tight integrity of hatch covers, bulk heads and


doors.
7. If a non-conformity or deficiency or repair work cannot be
corrected onboard, informs the Company through the
superintendent or the DPA and asks for shore assistance.
8. Monitors preventive maintenance of all machinery, equipment
and fittings onboard the ship.
9. Supervises, monitors and reports the progress of repair work
done by repair personnel from shore under the direction and with
the assistance of shipboard officers and personnel.
10. Checks and monitors the corrective actions undertaken by the
vessel in addressing the past non-conformances and ensures that
the measures are in place.

11. Enforcement of international and national regulations


onboard the ship.

a. Conducts fire/boat and emergency preparedness drills


regularly and requires compulsory participation from all crew
members.

b. Checks that all equipment and fittings are fully operational,


ready for immediate use and have valid certificates as necessary.
c. Ensures that all crew members have valid STCW Certificates.
12. Radio and GMDSS equipment if fitted – appoints a qualified
and licensed GOC officer to man the Radio equipment and GMDSS
if fitted equipment. Master may decide to operate the GMDSS
himself if the flag Administration qualifies him.
13. Load line Regulations

a. Ensures that the vessel is loaded in accordance and always in


compliance with international load line regulations as approved
by Class

b. Approves loading/unloading plans as prepared by the chief


officer.

14. International Convention for the Prevention of Pollution of


the Sea by Oil

a. Enforces strictly the anti-pollution and oil-transfer procedures


prescribed by the Company.

b. Implements the Shipboard Oil Pollution Emergency


Plan/Shipboard Marine Pollution plan as approved by the
administration and adopted by the Company in the event of oil
spills.

c Monitors bunkering and oil transfer procedures being carried


out on the vessel including bilge and waste oil disposal.

15. Administration and port regulations


a. Checks that all national & international trading certificates are
valid.
b. Checks and monitors that all crew members possess the
necessary documents/certificates to meet the STCW
requirements.
d. Coordinates with the agents on regulations and requirements
and complies with them.

16. Safe navigation of the vessel

a. Checks that all navigational and communications equipment


are fully operational and that the corresponding certificates for
such equipment are valid.

b. ensures safety of the crew, the vessel and its cargo at all times
by adopting safe practices in navigation.

c. Ensures that there are adequate watch keepers on duty at all


times.

d. Ensures that all crew members are adequately rested prior


reporting to any duty.

e. Enforces the prescribed procedures for:


* Pre-departure, on departure, when at sea/navigation, pre-
arrival, on arrival, when in-port.

17. Maintenance of shipboard sanitation and safeguarding of


the health of the crew

a. Inspects with the assistance of responsible officers the facilities


and fittings of the vessel that may affect the health of the
crewmembers. These include crew accommodations, galley, mess
rooms, pantries, provision stores and refrigerated areas.

They are to be clean and in good sanitary condition.


b. Orders regular cleaning of the ship
c. Monitors the work done by the designated medical officer with
respect to crew health, such as the administrating of first aid or
medicine dispersed or any medical treatment given. The medical
chest must be certified.
d. In the event of a serious illness and/or injury when at sea and
no physician readily available, secures medical advice from the
Company or the nearest coastal medical practitioner and takes
charge of issuing medicine and administering treatment onboard.
e. Makes arrangements for the treatment of an ailing/injured
crew member ashore through the agent.
f. Ensures that good quality and well prepared food is served on
board to crew members.
g. Ensures the personal hygiene of all crewmembers.
f. Carries out briefings on the handling of cargoes with hazardous
properties.
g. Ensures that all safety and warning signs are in place in
hazardous areas and they are well maintained.
h. Sees to it that recreational facilities onboard the ship are
operational and properly maintained.

18 Maintenance of crew discipline and morale

a. Instills discipline among all shipboard personnel through


regular briefings.

b. Enforces strictly the Company policies on prohibited drugs,


alcohol abuse.
c. Imposes disciplinary measures fairly to erring crew members
without fear or favor in accordance with Administration and
Company policies.
d. Gives clear instructions to the crew members in simple
language and makes sure that these instructions are understood
and properly carried out.
e. Carries out crew evaluation at least two times during the
contract period of a crew member and recommends for
promotion qualified crew members on the basis of merit,
performance and attitude.
e. Deals with any problem/complaint/grievance from the crew
member and resolves this promptly at his level; if this cannot be
done, he refers these matters to the Company through the DPA.
f. Encourages training of junior officers and ratings by the seniors.
19. Attending to business matters involving the Company vessel
a. Protects the Company’s interest at all times.
b. Enforces the pertinent provisions of the Charter Party as the
Company’s representative.
c. Signs documents in behalf of the Company but, in doing so,
exercises caution and scrutinizes the contents of the document he
is signing to ensure that they are factual
d. Safeguards information/records about the Company’s business
operations and treats these corporate matters as CONFIDENTIAL.
e. Attends to and deals with the ship agents, sub-contractors,
Principal’s representative, shippers, port authorities and other
persons or entities involved in the Company vessel in behalf of the
Company.
f. Receives and deals with port authorities, surveyors, inspectors,
terminals etc.
g. Complies with documentation procedures for inward and
outward port clearances.
20. Record keeping and preparation of reports/correspondence
a. Adheres to and implements onboard the communication
policies / procedures of the Company.
b. Supervises the preparation and filing of all records, forms,
reports and correspondence onboard the ship and ensures that
these documents contain accurate information.
c. Approves all communications before they are transmitted or
sent out
d. Sees to it that the ship has complete records/files of all ship’s
certificates, books, manual, forms, procedures, inventory lists and
other documents needed by the ship.
21 Control of visitors

a. Gives permission to visitors/guests to board the ship in


accordance with the policies / instructions from the Company.

b. Secures clearance/permit from port authorities to allow visitors


to go on board as necessary;

c. Takes measures to ensure that unauthorized persons are not


able to board the vessel or, if ever they do, they disembark
immediately.
22. Chairman of the following shipboard Committees. Meeting
shall be Conducted at least once in a month and reports sent to
the company.
a. Safety, Maintenance, Health and Hygiene, Shipboard
Management Team
23. Security
a. The Master shall be the overall responsible for the security of
the ship at all times.
b. The Master shall not be constrained by the company, the ship
owner or the operator, or any other person, from taking or
executing any decision which, in his professional judgment, is
necessary to maintain the safety and security of the ship. This
include denial of access to the persons – except those identified
as duly authorized by the cognizant government authority or their
effects, and refusal to load a cargo, including containers or other
closed cargo transport unit.
c. If, in the professional judgment of the Master, a conflict
between any safety and security requirements applicable to the
ship arises during the operations, the Master shall give
precedence to measures intended to maintain the safety of the
ship, and take such temporary security measures as seem best
under all circumstances.

It is the duty of the master to:

a. Operate the ship with safety and security as paramount


considerations at all times.

b. Ensure that all shipboard security policies are properly


observed and carried out, that all security equipment properly
operated and maintained, and security watch system properly
implemented.

c. Immediately report to the company management through CSO


company management may direct.
