V. BACKGROUND RATIONALE:

The welfare of the community (especially children, youth, women, PWDs and the elderly) is the
prime purpose of this project. We want to have a community that is safe and offers a healthy
environment (due to high incidence of Dengue cases and other related health problems brought by
unhygienic environment). We visualize a community that secured and protected from any hazards and
risks. And to implement this, we need to have a:

Clean-up Drive (per area / location):

Female beneficiaries:

a. Sweeping and uprooting (pull up) grasses


b. Planting of seedlings (trees and vegetables)
c. Cleaning of the surroundings (collection, segregation and disposal of garbage)

Male beneficiaries

d. Declogging of canals and sewerages


e. Clearing operations (branches of trees or any obstacles on the roads)

Street canals are being clogged with soil, weeds, stones, and other particles. This will prevent
flooding (rainwater); therefore there is the need to clear these fragments for water to flow freely to the
fields or open areas. Moreover, our surroundings are being bombarded with garbage and unwanted
grasses; therefore there is a need to organize a CLEAN UP DRIVE to make people sanitize their areas.
Also, this will prevent some health diseases brought by insanitary and harmful environment; dengue
cases increases and other health related cases.

The Department of Social Welfare and Development Office (DSWD) as the social welfare
development arm of the Philippine Government is mandated to provide assistance to Local Government
Units (LGU), Non-Government Organization (NGO) and other members of the society in implementing
programs effectively.

Thus, the Department recognized the necessity to provide the needed assistance thru Cash for
Work (CFW). Objectives:

1. To have a free flow of water from the street canals to the open fields.
2. To prevent health diseases brought by poor environmental sanitation
3. To alleviate the health condition of the marginalized families in the different barangays
4. To encourage community participation and cooperation among the residents of the different
municipalities of Pangasinan.

VI. DESCRIPTION OF THE PROJECT:

The Clean UP Drive in the locality will be benefiting the residents wherein they will be provided
with safe and protected environment.

The said project particularly the materials to be used in Clean UP Drive are the counterpart of
beneficiaries. However, the labor cost of the 2,000 OSYs will be charged to the program of the
Department of Social Welfare and Development Field Office I (DSWD FOI).

VII. IMPLEMENTATION MECHANICS:

The Two Thousand (2,000) beneficiaries will manually remove and clean the debris and other
fragments that clog irrigation canals, clean and sweep the surroundings in the barangays in ten (10)
days.

VIII. BUDGET REQUIREMENTS:

IX. RECOMMENDATION:

Based on the above facts, the need for Cash For Work will greatly help the beneficiaries primarily
the unemployed residents while removing and clearing the street canals and cleaning their environment.

In view of the above, the undersigned respectfully recommends an amount of Three


Million Eight Hundred thousand Pesos (Php 3,800,000.00) for Cash For Work of the 2,000
beneficiaries as labor for the projects mentioned above.

1. Assistance to Individual Crisis Situation (AICS) – for the walk in indigent clients
2. Food Packs – for victims of disaster
3. Cash for Work - for the indigent members of the sectoral groups
