PROCEEDINGS:

Call to Order

The meeting was called to order at 1:30 PM with Hon. Sinforoso M. Sarmiento, Jr. as
presiding Officer

Agenda 1: POPS Plan Finalization and approval of MPOC

1. On P10,000.00 incentive to drug-cleared barangays

 Hon. Jocelyn P. Beo, LnB representative asked why the incentive allotted for drug-cleared
barangays was lowered to P10,000.00 in the POPS Plan while the earlier agreed amount is
P20,000.00.
 MSWDO Jean Triumfante informed that the P20,000.00 incentive is just a suggestion
during the previous meeting
 Presiding Officer Mayor Sarmiento settled that since the budget for the POPS plan will
revolve on a 5 million pesos’ budget, some allocations may be slashed in order to augment
the proposed incentive.
 Secretariat head Jose Rogel V. Maglaqui suggested to remove the P10,000.00 incentive per
barangay, and instead, drug-cleared barangays will divide from among themselves the
P200,000.00 allocation for the year.
 1Lt. William S. Hiponia, Jr of the AFP commented that there should be a fixed price for the
incentive.
 Presiding Officer accepted the suggestion to fix the incentive to P20,000.00
 PMaj. Bon Billy D. Timuat opined that P20,000.00 to P30,000.00 is advisable and he is
already okay with P20,000.00
 DILG’s Maglaqui asked the Budget Officer Henry Quiñones if there is a guideline as to
where the incentive should be utilized. The latter replied it should be put into the trust
fund. Vice Mayor Arlyn Arcilla said the LCE may issue an Executive Order providing
guidelines on how and where the said incentive will be utilized by an awardee-barangay.
 SB Chair on Peace and Order Hon. Jose Romeo Francisco said why not use the fund for
other expenses aside from drug prevention related activities since the awardee-barangay is
already drug-cleared by the time it will be conferred with the said award. DILG Maglaqui
answered that there’s still sustainability measures to be made in order to sustain the status
of a locality. Presiding Officer said it should be the discretion of the POC. Maglaqui further
explained that if we look into national awards, there exist certain ruling on what particular
programs these awards must be expended.

2. On allocation for traveling expenses of prisoners

 Vice Mayor Arcilla commented on Item No. 5 which deals with the allocation for travelling
expense for transport of prisoners. PMaj Timuat replied that the there is a separate budget
to that charged to the budget of the PNP. Presiding Officer asked if the training of PNP
personnel is already included in the proposed item. Timuat said, no.
