1 GENERAL
This requisition covers the minimum requirement for supply of Steel Grating (hereinafter called
the Work) to be performed and completed by Subcontractor for Coal Fired Steam Power Plant
Palu-3 (2x50 MW) Project.
The Subcontractor shall perform and complete the work in strict accordance with the
requirements contained in this Requisition.
2 OBJECTIVE
CONTRACTOR has the intention to subcontract the Steel Grating involved in this project to a
single SUBCONTRACTOR and this Scope of Work document covers the requirements for the
works covering supply and fabrication of Steel Structure Fabrication to be performed and
completed by SUBCONTRACTOR.
4 DELIVERY OF TENDER
The tender price, unit price and all tender documents and data shall be submiited before the
commencement of the work to the following address.

5 ORDER OF PRECEDENCE
In case of conflicting requirements among the applicable documents, the following order of
precedence shall be followed:
1. Applicable Indonesian Codes, Laws and Regulations
2. Project Design Basis
3. Project Specification and Datasheet
4. OWNER General Specification
5. Applicable industry codes and standards
6. Good engineering practice.
The Subcontractor shall be responsible for all work items required to perform the work
according to the requirements of this requisition.
The Subcontractor shall provide materials, labor, facilities, equipment, consumable, testing
and inspections and all other items and services necessary to complete the work and shall be
Subcontractor’s responsibility.
Supply, Fabrication, Delivery of grating including fixing with clips and stud bolts, nuts, minor
corrections, cutting, assembling, kick plate around the opening and other required area, plate
for cutouts, adjustments and painting and any tools or materials required to complete the
works.
The Subcontractor shall perform and complete the work on his cost and responsibilities.
Any Indirect Work required to perform the Work shall be provided by Subcontractor at
his own cost and expenses.
The Indirect Work shall not be limited to item specified in Attachment-2, however
Subcontractor shall verify any Indirect Work required. If Subcontractor fails to verify
the items specified in this Attachment-2 it is deemed the items accepted and no claim
related to Indirect Work.

6.2.1. Engineering
6.2.2. Drawing
Outline drawing of the work area listed in standard and typical drawings and as for
reference only. WIKA will issue any drawing for construction piecemeal progressively
according to Subcontractor's scope of work after the contract has been awarded.
7 MATERIAL
1. The material shall be supplied to the Subcontractor at the WIKA material storage
area or warehouse designated by WIKA within construction area.
3. If any of the material after receipt from WIKA is lost or damaged by the
Subcontractor, the replacement or repair cost shall be to the account of the
Subcontractor.
4. Material loading at the supply point; handling of the material at the supply point,
from the supply points to the Subcontractor's job site and at the Subcontractor's
job site, and unloading the material at the Subcontractor's job site shall be
performed by the Subcontractor at his own cost and expenses.
5. The Subcontractor is responsible for and shall perform all unpacking, checking,
inspection for damages, preservation and protection after receipt of the materials
at his own cost and expenses.
6. All cost and expenses incurred for procuring and delivering WIKA additional
supplied material due to damages or unreasonable wastage by the
Subcontractor shall be back charge to the Subcontractor.
7. Late arrival of such additional (compensation) material to the job site shall not
relieve the Subcontractor from completing the work or parts of the work as per
schedule. Any reinforcement or acceleration cost therefore shall be the
Subcontractor's responsibility.
4. If WIKA rejects or not accept the material, Subcontractor shall replace them by
the material approved by WIKA at Subcontractor own cost.
8 MANPOWER
1. Subcontractor shall provide all of direct manpower including unskilled labor, skilled labor
up to supervisor to perform the Work.
2. The manpower mobilized by Subcontractor shall have sufficient skill according to his
specialization or job description. If in the opinion of WIKA, any manpower is deemed
unacceptable or has no skill according to his job description, Subcontractor shall replace
him with acceptable and capable manpower immediately.
4. Subcontractor shall provide all of safety accessories, necessities, insurance and others
for his manpower.
5. Subcontractor shall complete his manpower with necessary certificate related to his job
description and according to the law or regulation.
9 EQUIPMENT
1. Subcontractor shall propose some construction equipment for execution of the works for
WIKA review and approval.
5. Operator of all cranes and other heavy equipment shall be qualified to operate the
assigned equipment according to government regulation. Any licenses required for
operator shall be provided by Subcontractor at his own cost and expenses.
6. The equipment to be used will be subject to inspection before works starts under the
contract. If in the opinion of WIKA, any of equipment is found unsuitable and it would
interfere with desire results, the Subcontractor shall replace with suitable equipment
immediately.
10 TEMPORARY FACILITY
1. Subcontractor shall provide temporary work at his cost and expenses for items below but
not limited to :
Temporary office and accommodation
Temporary shop and storage.
Temporary toilet, public toilet and other sanitary facilities close to Subcontractor
working area for Subcontractor’s workers as per client safety and health regulation.
Temporary fencing and gates.
Temporary drainage as may be required by the Subcontractor to carry out the works
in this requisition.
Any other temporary facilities needed by Subcontractor.
2. To prepare and provide the temporary work, the Subcontractor shall follow WIKA and/or
Client's requirements and obtain WIKA approval before commence the work.
3. The Subcontractor shall maintain the temporary facilities at his own cost and expenses.
4. Subcontractor shall demolish the temporary facilities after the work completed or
requested by WIKA.
5. Temporary facilities demolition, material return shipping, unused material disposal, area
cleaning and area reconditioning shall be Subcontractor's responsibility and borne at
Subcontractor's own cost and expenses.
11 WORK SCHEDULE
1. The Subcontractor shall carry out and complete the Work according to and also comply
to Milestone determined by WIKA
2. Based on the Work Schedule, the Subcontractor shall prepare and submit a Construction
Detail Schedule with his quotation.
3. If in WIKA evaluation the Subcontractor work performance is not meet the schedule, the
Subcontractor shall make an effort to meet the schedule by manpower and/or

construction equipment mobilization / additional. In this case, the Subcontractor shall not
claim any additional cost.
12 QUOTATION
The quotation shall be submitted in the form of Attachment-3: Work Volume (BQ) on the basis
of the work quantities given by WIKA.
12.1. Work Quantity
2. Upon completion of the work and issue of all final construction drawings, the final
work quantities for each work item shall be measured and adjusted in
accordance with the final drawings and the following documents contained in
Attachment-4 : Definition and Measurement.
3. The work quantities adopted as basis of payment shall be taken out from the
drawings for construction issued by WIKA and field instructions in the written
form which add, revise or clarify the drawings for construction issued by WIKA.
4. The Subcontractor shall inform and report the work has been completed
according to drawings for construction for WIKA verification in monthly basis.
5. Work quantities originating from repair work done by Subcontractor due to his
fault or for his convenience shall not be counted as basis of payment.
1. All cost, expenses and charges required for completing the work shall be
included in the prices to be quoted by Subcontractor.
2. All the work items described in the specifications, drawings and relevant
document are deemed included in the appropriate items of each work category
in Attachment-3 : Work Volume. No additional claims for any other items will be
accepted.
3. If the Subcontractor feels that the work items listed in the Attachment-3: Work
Volume should be divided into a more detailed breakdown for higher accuracy of
the quotation, such details are to be submitted to WIKA for its decision. If
Subcontractor fail to clarify any details of cost allocations, Subcontractor shall not
claim any additional cost.
4. The cost in quotation shall not be adjusted under any circumstances for the
reason of escalation, inflation or fluctuation in currency exchange rates.
13 SPECIAL REQUIREMENTS
13.1. Testing, Inspections, Recording and Reporting
2. The Subcontractor shall perform all testing and inspections to confirm the
specified quality of the work according to QA and QC procedures (as listed in
attachment-8 : Procedures), Project Specifications, drawings and standard code.
3. The testing and inspection shall be conducted with or without WIKA witness (or
the clients) depending on its importance in accordance with WIKA Field Quality
Control Procedure.
6. The Subcontractor shall perform field tests and inspection according to the
specifications and drawings for the items directed by WIKA. The Subcontractor
shall be responsible for all apparatus, tools and materials for required tests and
inspection.
7. Subcontractor shall perform field/laboratory testing related to assuring quality of
material and the work comply with specification such as compaction tests, sieve
analysis, and so forth.
Subcontractor shall prepare and submit the execution plans and procedures for the
work according to the job specification, local law and regulation, and WIKA instructions
to obtain WIKA approval before commence the work.
Subcontractor shall propose Safety & Security program that will be applied in work
execution for WIKA review and approval. Subcontractor shall provide some equipment,
tools and apparatus, including dedicated manpower to support the safety program.
Subcontractor shall protect his manpower, material, construction equipment, tools and
others
All costs and expenses related to support safety and security program shall be born to
Subcontractor, and no claims to WIKA.
Choice of method is not the Subcontractor own decision matter but WIKA policy which
will incorporate Client's opinion.
Subcontractor shall use Indonesian products as much as possible. If there may be any
material or equipment that has to be imported, the Subcontractor shall obtain prior
approval from WIKA before expediting the product.

Subcontractor is also required to use local labor force to the maximum extent possible.
The surplus material and construction garbage shall be disposed by the Subcontractor
to the area designated by WIKA.
All excess materials, rubbish and debris, such as stones, bricks, broken concrete,
timber, scrap metal and other refusals from the construction shall be removed by the
Subcontractor to the other disposal area(s) also designated by WIKA.
Construction roads to the work site area available . On use of them, the
Subcontractor shall follow the Client's requirements, and maintain them to neat
condition whenever any harm or damage is due to the Subcontractor's work.
Temporary access within the work area shall be provided to maintain the site suitable
for construction activities.
1. The Subcontractor shall strictly follow the WIKA safety requirements of plant.
Further, special care shall be taken to avoid the existing facilities from any
interruption or damage due to the Subcontractor work.
If existing facilities is interrupted or damaged due to the Subcontractor work, any
cost associated by its repair work shall be borne by the Subcontractor.
2. If new facilities to be constructed pass thru underneath the existing civil facilities
(road, pave, ditch, fence, etc.), the Subcontractor shall keep not breaking them.
If demolishing is inevitable, WIKA approval shall be obtained prior to work
including its work volume for reinstatement measurement.
No claim of extra cost nor time extension shall be entertained for the conditionsor
requirements stated in this requisition.

14 WORK EXECUTION
14.1. The Subcontractor shall carry out and complete the Work in a professional manner that
ensures quality, safety and schedule.
Regarding the quality case the Subcontractor shall pay attention the QA/QC
requirement and Safety Environmental Procedure.
For this purpose, upon the requested by WIKA , the Subcontractor shall submit for
approval execution procedures for various work items. The procedures are prepared on
the basis of the given specifications and drawings before the execution of those items of
work.
14.2 Subcontractor shall propose Safety & Security program that will be applied in work
execution for WIKA review and approval. Subcontractor shall provide some equipment,
tools and apparatus, including dedicated manpower to support the safety program.

All costs and expenses related to support safety and security program shall be born to
Subcontractor, and no claims to WIKA.
During the execution of the work WIKA and other Subcontractors may be working
simultaneously at the job site. In such event the Subcontractor shall keep a harmonious
relationship with other and shall comply with WIKA instructions or arrangements that
may be given to the Subcontractor to minimized any delay of the work. The
Subcontractor shall not claim any additional cost that may incur as a result of such
instructions or arrangements.
1. The Subcontractor shall make whatever arrangements that are necessary to become
familiar with all existing and anticipated conditions and matters that might in any way
effect the cost or the performance of the work.
2. Any failure to duly investigate the job site, existing facilities or the foregoing conditions
shall not relieve the Subcontractor from his responsibility of successfully performing the
work.
3. For the subsoil condition of the site, refer to soil investigation reports. This information is
to be construed as general and WIKA takes no responsibility for the accuracy of the
contents. Subcontractor shall not relieve from his responsibility if any unforeseen
material out of soil investigation report.

4.5.7.3 GALLERY WORK
The Bidder shall design, furnish and install complete system of gallery work
for all buildings, structures , and equipment all accessories refers to
"Summary of Work" and refers to General Civil and Architectural Design
Requirements including but not be limited to, the following :
Workmanship and finish shall be equal to the best shop and field practice.
All material shall have clean surfaces before being worked. Fabricated

members shall be free from twists , bends or open joints. Shearing and
clipping shall be neatly and accurately done. All work shall be neatly finished.
The Bidder shall be responsible for proper fit of all materials furnished,
including railing and post clearance with other equipment, piping, grating,
checkered plate etc. including field check for clearances.
The Bidder shall fabricate and erect the gallery work in the sequence desired
by the Owner if requested.
4.5.7.3 .3 Material
J Grating shall be galvanized steel unless otherwise specified. The bar grating
is in accordance with ANSIINAAMM MBG 531 , and the heavy-duty bar
grating is in accordance with ANSI/NAAMM MBG 532 .
Structural steel and all other steel including floor plates, ladders, cages,
guard plates etc. shall conform to applicable requirements of ASTM A36-
Standard Specification for Structural Steel.
Handrails and posts shall be butt welded steel pipe of standard weight
(Schedule 40) or steel structural tubing of equal or greater weight unless
galvanized pipe is called for in the specification. The pipe shall conform to
ASTM A 120 with its steel meeting a minimum tensile strength of 3000 kg/cm 2
and a yield point of 1750 kg/cm 2 on actual physical tests. The structural
tubing shall conform to ASTM A501 , F-36 or better material.
The Bidder shall retain final responsibility for spacing of handrail posts. All
handrails shall be shop prime and field finish painted. Areas exposed to
·) chemical attack shall have Fiberglass Reinforced Polyester (FRP) grating
with FR gray grit top .
a. Grating
b. Stairs
Channel stringers and grating tread stairs shall be used in all plant areas
to service equipment or to travel from one gallery level to another.
c. Handrails
Handrail shall be provided for the following areas and where requ ired:
1. Around every stairway floor opening.
2. Around every floor opening into which personnel could accidentally
-, trip or fall, except when provided with an opening cover.
) 3. On all flights of stairs having four or more risers.
4. At all open sided floors, walkways and platforms.
5. At adjacent to dangerous equipment.
6. All temporary openings shall be guarded by temporary handrails.
Handrails shall be placed at not less than 105 em above the nosing of
treads, or above the top of platform grating or checkered plate. They shall
be continuous the full length of the stairs. Ends shall be returned or shall
terminate in newel posts or safety terminals.
Handrails projecting from a wall shall have a space of not less than 40
mm between the wall and the handrail.
d. Guard Plates
Guard plates shall be min imum 6 mm thick and shall extend a minimum
of 100 mm above the finished floor line, unless otherwise required.
All guard plates shall be attached to framing members in the shop, where
possible, in order to minimize the amount of field erection work.
e. Ladders
The following types of ladders shall be used in the design of the power
plant:

SUB-SECTION 4.5.7 STRUCTURAL STEEL AND METAL WORKS
Grating sections shall fit snugly with not more than 3 mm clearance
between adjacent sections of grating, and 8 mm clearance between
grating and curb angles or guard plates.
Holes in grating for pipes, where required by Bidder's design, shall be cut
and banded in the shop, unless otherwise specified.
All other holes that are not specifically located and dimensioned on the
Bidder's design drawings shall be cut and banded in the field in
accordance with field measurements of pipes in place.
When laying out holes in grating for piping , consideration must be given
to clearances required to accommodate pipe covering (if any) and
movement of the piping due to thermal expansion.
Grating shall be split around all pipes where possible and shall be made
into easily removable sections. Location of junction lines between grating
) sections shall be determined from actual field measurements of pipes
insofar as it is possible. All holes for pipes shall clear the pipe (or pipe
covering as the case may be) by not less than 50 mm or more than 75
mm. Furthermore, the arrangement shall allow for the displacement of
pipes due to their expansion or contraction without contact between
grating and pipe (or pipe covering).
b. Nosing
Install stair tread nosing in the shop but only after the grating treads have
been galvanized.
Outdoor grating and stair treads shall have serrated top. All exterior of
the grating shall be clipped down with a minimum of two saddle clips per
grating section.
Stair treads shall be rigidly bolted to stringers with bolt heads on outside
and nuts on inside faces of stringers.
Checkered steel floor plate shall be rolled steel galvan ized plate of a type
and design su itable for the floor loading. Steel floor plates shall have a
minimum thickness of 6 mm unless otherwise required.
The pattern center lines on all checkered steel floor plate sections sha ll
match and line up in both directions on adjacent sections.
All floor plate sections shall fit snugly into place with not more than 1.5
mm space between.
All steel floor plates shall be reinforced by means of steel angles along
all edges of each plate and in intermediate locations where necessary.
Each stiffener shall be welded to underside of plate along both edges of
the stiffener. Each section shall be provided with two lifting holes located
in opposite corners. Floor plates shall be straight and flush with the
surrounding floor. Each floor plate section shall be provided with grinding
bars, for aligning faces of plate sections with each other and with
adjacent flooring . Grinding bars shall have bearing over their entire area.

Steel floor plates , where curb angle construction is required shall also be
reinforced with stiffeners except for narrow trenches where stiffeners
may not be required. All openings for pipes shall be neatly cut so as to
clear the pipe (or pipe covering) 12 mm all around. The arrangement
shall be such that any section can be readily removed .
e. Handrails
All railings and railing post connections shall be in accordance with the
details shown on the approved drawings.
All railing and post intersections shall be welded . Pipe or tubing posts
shall be welded to the top rail, the rail being continuo us. The center rail
shall be welded to the posts, the posts being continuous.

SUB-SECTION 4.5.7 STRUCTURAL STEEL AND METAL WORKS
The railing and post sections shall be completely fabricated in the shop
in as large sections as is practicable and that can be conveniently
handled and erected.
Field railing splices where required shall be welded and shall in all
cases be located near a pipe post or point of support. No screwed
couplings will be permitted in rails or posts.
After shop and/or field welding is done, all rough weld metal projections
shall be neatly ground off so that the joint will present a smooth
appearance. Neat appearing welds with no rough projections will not
require grinding. All sharp corners shall be rounded .
The Bidder shall cut handrails and guard plates and weld them (except
galvanized steel) in field to clear diagonal bracing where required.
Where gates are required , swing gates shall be provided. No chain gate
shall be used.
f. Guard Plates
Guard plates used at edges of floors and galleries and meeting at angles
at corners shall have corners welded . If necessary, an extra piece of
plate shall be welded to the outside of guard plates to close the gap
between plates that do not join.
The Bidder shall provide guard plates around all column penetrations and
moment connections. Gratings shall be coped and fitted with cover plates
to prevent openings greater than 25 mm in width around these
penetrations.
g. Ladders
Suitable guards or cages shall be furnished for ladders for locations and
conditions stated in mentioned before or where requ ired by OSHA or
IBC. Guards shall be of type and design as required by these codes.

The connection angle length shall be the maximum for each size beam.

Structures shall be plumbed or leveled such that the deviations for the
complete work do not exceed the requirements of the AISC Code of
Standard Practice. Erection drawings shall be marked accordingly.
d. Welding
Shop cleaning and painting of gallery steel shall be in accordance with the
Technical Specification Clause 4.5.9.1 - Painting System.
The field finish coat of paint for surfaces other than grating, ladder stringers
and bar rungs shall be applied per Technical Specification Clause 4 .5.9.1 -
Painting System.
4.5.7.3.8 Galvanizing
Grating, stair treads, ladders (except cages) , floor plates and stop bars shall
be complete shop fabricated and galvanized after fabrication unless noted
otherwise. The galvanizing shall be compatible to the environmental
conditions.
All parts to be galvanized shall be designed for erecting with bolts, pins, and
anchor bolts , clips etc. and shall not require field welding, field riveting, field
drilling or any operation that would damage galvanizing.
All bolts, clips, nuts, washers, anchors, stops, banding and other
appurtenances required for galvanized parts shall also be galvanized or
stainless steel and shall be furnished and installed by Bidder.
Galvanizing shall conform with the applicable requirements set forth in the
latest editions of the ASTM Standard Specifications A 123, A 153, A384, A385
and A386.
High strength bolts, washers, and nuts for used in galvanized connections
shall be mechanically galvanized. Members that are being punched or drilled
shall be galvanized after punching or drilling.
Any grating that is warped or bent after galvanizing will be rejected and shall
) not be used .
The Bidder shall be required to re-galvanize all gallery work that has had
galvanizing been damaged. If it becomes necessary to alter any galvanized
stair treads or grating in the field, such work shall be re-galvanized before
installing at no cost to the Owner.
The quality control procedures and documentation shall include but not be
limited to the following :
1. Welding .
2. Nondestructive testing.
3. Packaging and shipping .
,J 4. Shop test procedures.
5. Cleaning, painting and galvanizing .
The scope of anchor bolts shall include anchor bolts required for structural
steel, gallery steel , auxiliary steel , equipment bases etc. as applicable to
"Summary of Works (Section 4.2)", and shall refer to "Miscellaneous
Architectural Works (Sub-Section 4.5.8)", and as specified herein.
The Bidder shall design, manufacture, test, supply and install all anchor
bolts.
