On Monday, July 22, 2019 President Rodrigo Roa Duterte delivered his fourth State of the
Nation Address (SONA) in front of around 3,000 lawmakers and guests at the Batasan Pambansa
in Quezon City. The 4th SONA is all about the plans of the Duterte’s administration for the next
three years and he highlighted the President’s legacy. As we all know, the president is on lecture
mode in his speech. Just like the previous year, he the key policies, programs and initiatives of
the government and that was discussed separately in the three-part which are the pre-SONA and
that was called “Tatak ng Pagbabago 2019” this was held in Pasay, Cebu and Davao. The 4th
SONA 2019 was delayed by 1 hour as President Rodrigo Duterte waited for the go-signal for the
chopper to depart Malacañang due to bad weather condition. His speech started at exactly 5:15 in
the afternoon. President Duterte started his speech by extending hand in gratitude to all who kept
faith with him in most trying times. He highlighted the result of the latest survey by Pulse Asia.
Duterte emphasized the illegal drug problem and corruption continues, because of the unending
battles for the drugs users and those corrupt officials who use the money of the country for their
own goods, President Dutrerte promised to continue fighting until his term ends also Duterte
wants to reinstate the death penalty for crimes related to drugs and plunder. President Duterte
tasked the agencies with poor services to simplify the process and improve it electronically.
Duterte also mentioned the rehabilitation made for Boracay Island, which was now restored close
to its original condition. He also added that it's just the beginning. Manila Bay rehabilitation on
the other hand, the administration decided relocate those informal settlers along the waterways
and close all the establishments that continue to pollute and poison the waters and through this it
will help the Manila Bay to bring back its beauty. Duterte also talk about the Bangsamoro,
President Duterte hopes that the Bangsamoro transition will fast-track establishment of regional
government that will secure comfortable life for our Muslim brothers and sisters and indigenous
people in all of Bangsamoro region. He also discussed the state of education here in the
Philippines, the president praised DepEd Secreatary Leonor Briones as more Filipino learners are
receiving basic education with over 27 million enrollees from kinder to senior high school. He
shared approval on the proposed measure to create the National Academy for Sports for high
school students. On the other hand Duterte discussed the West Philippine Sea Duterte said the
avoidance of armed conflict and protection of our territorial waters and natural resources compel
us to perform a delicate balancing act. He also talk about the Water Shortage especially in Metro
Manila due to the El Ñino and President Duterte said “We need to pass bill creating the
Department of Water Resources and Water” Duterte asked Congress to pass the remaining
packages of administration's tax reform program, and excise tax. Duterte also instructs to pass
the Trabaho Bill and the Salary Standardization Law. The president also urged Congress to
Resilience and fire protection program. He even joked that an earthquake should strike the
Session Hall at that moment. Duterte said he wants the National Land Use Act to pass this year.
This is one of administration's priority legislations to resolve land use conflicts, mandate the
formulation of land use plans at the national and local levels. Duterte also instructed government
offices that business permits should be released within three days. On dispersion of economic
activities to Visayas and Mindanao, he said that it is not just a campaign promise but an
economic imperative. Duterte also mentioned Land Bank should help the coconut farmers
because Presidnet Duterte wants to help those farmers especially the Coconut farmers and he
even said that I have not forgotten my commitment to uplift the lives of the Farmers. Duterte also
urged Congress to pass the National Defense Act and revive the mandatory ROTC. President
Duterte also talk about the OFW’s President Duterte wants to secure the safety of our fellow
Filipino’s who worked hard just to provide the needs of their family Duterte said ‘The milestone
signing of the Bilateral Labor Agreement with Kuwait in 2018 is a testament of my commitment
to stop abuses inflicted on our overseas Filipinos. To ensure their welfare, protection and their
access to government services, the establishment of the Department of Overseas Filipinos will
sufficiently address this particular need.” And after that speech of President Duterte each of the
people inside the hall give applause to our President. The president also talk about the Disasters
that came in our country that’s why President Duterte said “we need to hasten the establishment
of a Department of Disaster Resilience (DDR) so that these department focus on the natural
hazards and climate change.” President Duterte urges the Congress to fast-track the passage of
the Administration of this bill. Duterte said that last 2017, he reminded all of the probable
consequence of a catastrophic earthquake in Metro Manila and its surrounding provinces. Since
then, Duterte have to established the Project Management Office for the Earthquake Resilience
and the Greater Manila Area to implement two-pronged strategy on earthquake resilience and
mitigation efforts. Duterte also called the Congress to pass a law mandating a Fire Protection
Modernization Program.
