follows:
• One must get down to work after determining which task are
very essential and which are marginal. Only those who can
determine priorities whithout delay may be said to be sagacious.
• If there is no plan for programme implementation, all allotted
time gets wasted. So planning must be right. It is termed
strategy. If all work is to be completed effectively and
efficiaently, the strategy must be sound.

5.4.1 QUALITY OBJECTIVES
Top management shall ensure that quality objectives, including those
needed to meet requirements for product (see 7.1a) are
established at relevant functions and levels within the
organisation. These quality objectives shall be measurable and
consistent with the quality policy.
5.4.2 QUALITY MANAGEMENT SYSTEM PLANNING

Top Management shall ensure that

a) The planning of the quality system is carried out in order to meet
the requirements given in 4.1 General Requirements as well as
quality objectives.
b) The integrity of the QMS is maintained when changes to the
QMS are planned and implemented.
