Neighbor Adding Procedure

I. Login EMS to get the dump file(template)

Skip this if the operation is to add totally new site neighbor, it
means this site has no any neighbor relation yet and have the
template file, otherwise you need to get the dump file from
current network, because there is neighbor relation number
limited, got the dump can know how many neighbor can add and
can prevent adding duplicated neighbor
II. Add “External Cell”(format is eNB->ncell)
III. Add “Neighbor Relation”(format is source cell-
>target cell)
Remark: the target cell should be contained in the “External
Cell”, this is the requirement for inter-LTE neighbor and inter-RAT
neighbor relation;
IV. Import to EMS and data synchronization to eNB
One thing need to confirm that if you already apply the Mutex
