Sub: Guidelines for booking of air/train tickets on Leave Travel Concession (LTC)

Government of India, Ministry of Finance, Deptt. of Expenditure and Ministry of


Personnel, Public Grievances and Pensions, Deptt. of Personnel and Training, have
issued various office memoranda from time to time on the above subject.

2. The following guidelines and procedures for booking of air f train tickets vide
these O.Ms. are brought to the notice of all Institute personnel for compliance:-

a. Employees eligible to fly on LTC may travel only by Air India.

b. For travel to stations not connected by Air India, employees were earlier required
to travel by Air India to the hub/point closest to their eventual destination, beyond
which they were to utilize the services of another airline which should also preferably
be an alliance partner of Air India. Ministry of Civil Aviation vide its O.M dated
27.09.2013 & 27.02.2014 (enclosed and also posted at the following link:
http: //www.iitk.ac.in/new /finance-officer-s -office-orders) however relaxed the
Government instructions for 63 routes, where Air India presently does not provide
services, subject to the condition that whenever Air India or its subsidiaries start
operating an any of these sector(s), this relaxation shall become null and void for that
particular sector(s), for the period of operation of flights by Air India or its subsidiaries
on that sector(s), until further order jupdates on routes. Before booking a ticket, the
updated routes available on Air India's official website (airindia.com) may be consulted
for (non) operation of any Air India flight or its subsidiaries' flight on any of these 63
routes, and obtain a printout of the same for settling the claim.

c. Air Tickets are to be purchased directly from Airlines (at Booking


counters/Website of Airlines) or by utilizing the services of Authorized Travel Agents
only viz. Mfs Balmer Lawrie & Company, Mfs Ashok Travels & Tours and IRCTC.
Booking of tickets through other agencies like makemytrip.com , yatra.com,
cleartrip.com or any other agent is not permitted.

d. The meaning of the website of the airline is the particular official website of that
airline. For example, airindia.com, goindigo.in, goair.in and spicejet.com are the official
websites of Air India, Go Indigo, Go Air and Spice Jet airlines respectively.

e. For example, while booking the tickets by Air India, go to the official website of
the airline i.e. 'airindia.com'. After reaching the home page, click the 'Book' icon and
after entering one-way/roundtrip, from fto, dates of departing/returning as applicable,
select 'yes' option to avail Domestic concession. After selecting 'yes', various options will
appear on the screen from where one has to select the 'LTC-Leave Travel Concession'
option and after entering the number of passengers in Economy class, the ticket(s) can
be booked.

f. While availing of leave travel concession, only LTC-80 or lower priced tickets of
Air India by economy class, irrespective of the entitlements, should be purchased.

g. Submission of original Boarding Passes as proof of having undertaken the


journey is mandatory.

h. Under the special dispensation scheme of Govt. of India, govt. servants may
travel by air to North East Region (NER), Jammu and Kashmir, and Andaman & Nicobar
Islands (A&N) up to 25.09.2016 subject to the following conditions:-

(i) All eligible Government servants may avail LTC to visit any place in
NER/ A&N / J&K against the conversion of one block of their Home Town LTC.
Fresh Recruits are also eligible for this benefit against conversion of one of the
three Home Towns in a block of four years applicable to them.

(ii) Government servants entitled to travel by air can avail this LTC from their
Headquarters in Economy class.

(iii) Government servants not entitled to travel by air may be permitted to


travel by air in Economy class in the following sectors:

• Between Kolkata/ Guwahati and any place in NER


• Between KolkatajChennai/ Bhubaneswar and Port Blair
• Between Delhi/ Amritsar and any place in J&K

Journey for these non-entitled employees from their Headquarters up to


KolkatajGuwahati jChannai/Bhubaneswar /Delhi/ Amritsar will have to be
undertaken as per their entitlement.

(iv) Air Travel is to be performed by Air India in Economy Class only and at
LTC 80 fare of Air India or less.

(v) Air travel by non-entitled officers on the sectors mentioned in item (iii)
above may be permitted while availing LTC to any place in India (4-year Block)
also.

i. The air journeys by non-entitled employees (both by national and private


airlines) between places connected by train are allowed; however, the reimbursement of
the fare would be restricted to the entitled class by rail other than Rajdhani/Shatabdi
Express. They are also required to produce the air-tickets/boarding passes and a receipt
from the concerned airlines showing the fare paid by the concemed employees, if the
ticket does not indicate the airfare, while claiming reimbursement of LTC.

J. In case the cost paid for an air-ticket (in view of promotional schemes of private
airlines) is less than the train fare by the entitled class, the reimbursement by the
Government will be limited to the actual air fare or entitled train fare, whichever is less.

k. In cases where journey is performed partly by Rajdhani/Shatabdi Trains and
partly by other trains/modes of transport, the claim shall be reimbursable for the
entitled class subject to the condition that the journey is performed by the shortest
route.

1. Travel by Premium Trains is not permissible on LTC.

m. Reimbursement for journey expenses shall be allowed only on the basis of a point
to point journey on a through ticket over the shortest direct route . Reimbursement shall
not cover incidental expenses and expenditure incurred in local journeys.

n. Reservation charges are reimbursable for all classes.

o. Service Tax, Education Cess and other levies are also reimbursable.

p. The LTC facility is not admissible for journeys by private car (owned, hired or
borrowed), chartered railway coach, chartered bus, van or other vehicles owned/
chartered by private operators.

q. The LTC facility is also not admissible for Journeys m vehicles owned by
Government but chartered/run by private operators.

r. Incidental expenses incurred on local journeys between the residence/place of


stay and airport/railway stationjbus terminal are also not reimbursable.

3. In case of any doubt and/ or to seek further clarification, please feel free to contact
the undersigned, and preferably before purchasing air/rail tickets under LTC.
