TOPIC: Inclusion of Internet and Social Media as regulated Lawful Election


Propaganda, providing limitations and guidelines in the usage of such, amending
Sections 3, 4, and 6 of the Republic Act No. 9006 (Fair Elections Act)

Sub-problems:

a. Social media and internet advertisement frequency

b. Expenditures for advertisement places on the internet and social media

c. Equal access to media time and space does not include the internet and social media

STATEMENT OF THE PROBLEM

This study aims to assess the role of the internet and social media as election
propaganda in the Philippines. It specifically answers the following:

1. What is the role of social media and the internet in the campaign of local and national
candidates for elective offices, with wider reach than the established forms of election
propaganda?

2. Social media and internet placements cost amounts of money. Does this mean that
these expenses need to be included in the declared election expenditures of the
candidates during the campaign?

3. Social media advertisements are not limited with respect to their frequency so long as
they are properly paid. The law provides for Sec. 6. Equal Access to Media Time and
Space, which provides for the guidelines on media advertisement placements other
than those cited in Sec. 3 and 4. What implications do social media bring in the election
campaigning with respect to equal access of the candidates to media time and space?
