Chapter 1

The Problem and Its Setting

As an educator says regardless of view of which the curriculum maybe

considered, the success or lack of success of that curriculum primarily lies in the hands

of the classroom teacher . In this regard, it is believed that TVE instruction depends on

the teacher ‘s preparation in teaching , the teaching methods and techniques evaluation

instruments and the resourcefulness in solving problems met in instruction.(Aquino,

Vocational and Technical Education subjects ought to attract many students

because of its laudable importance but reverse has been the case. The reason for this

probably was due to people’s perception that it does not require specialized kind of

training . The students have the feeling that even if one was at home he or she can

acquire the necessary skills like cooking, farming, masonry, etc. and without formal

training. (Azubuike 2012) ( ONE PARAGRAPH)

Just because you have a classroom full of students who are about the same age,

doesn’t mean they are equally ready to learn a particular topic ,concept ,skills, or idea. It

must be important for teachers and parents to understand that maturation of brain

influences learning readiness. For teachers, this was especially important when

designing lessons and selecting which strategies to use.

She added that all children need to be challenged and nurtured in order to profit

from your instruction. Instruction that was above or below the maturity level of a

child’s brain was not only inappropriate behaviours, avoidance, challenging authority

and aggression towards other students can be explained by a failure to match

If teachers are asked, what was the most important student characteristics

associated with successful studies? , they usually mention traits such as attitude,

motivation, and genuine interest. Similarly, questions about the importance of attitude,

To improve the quality of education and to help the Philippine economy, one

strategy is to establish linkage between vocational school and Technical Advisory

Committees (TAC’s). This is to link school and industry in developing more relevant
and

appropriate programs of instruction in order to improve the responsiveness of

vocational schools and state universities offering technical courses and training center

in supplying the man power development and contribute to the long term economic

Studied the challenges facing technical vocational education he emphasized that

the technical school is a place to acquire practical knowledge and hands-on experience

in addition to the basic theory in the chosen field of specialization. ( Amedorme, 2013).

The importance of having qualified teachers in the field of teaching and he said,”

the success of any program of vocational, educational or any specialized course of

instruction is conditioned by the ability of the teacher to teach”. If there is failure at this

point the whole structure fails. Hence the selection and preparation and supervision of

vocational education. The problems of selection, preparation differ somewhat in the

different year levels and kinds of vocations for which trainings are given. (Mays, 2008).

The learning has the potential to transform teaching and learning by redesigning

traditional classroom instructional approaches. The research shows the promise for online

learning as an effective alternative for improving student performance across diverse

group of students. (Patrick, 2009).

College and career readiness has become a key priority for the K12 education

community and the nation at large. The increasingly competitive global economy makes

it imperative that more students enter career fields that enable higher wages and greater

potential for growth, but institutions of higher education and the business community

have long expressed concerns about the inadequacy of a traditional high school education

in preparing students for the postsecondary education or training necessary to succeed in

these careers. All vocational teachers must be masters of the vocation they teach. It is also

important that they be skillful in the techniques of teaching and be able to develop in the

learners the desirable vocational attitudes. (Carnevale, et al., 2010; Alliance for Excellent

Education, 2009).

Conducted a study about the specialization courses offered for Livelihood Program

in Lipanto National High School. He concluded that that the effectiveness in terms of

application of what the learners have acquired during the training course and its

application in turn is affected by various factors, the most important of which is

organizational framework and climate within, to apply the ideas learned from the course.

He furthered emphasize that training is not transferred until it is well integrated and

successfully applied in a given job for which it was intended ( Sison, 2011).

The study of Pala (2012) described the industrial arts institution in San Clemente

District of Tarlac. One of the significant aspects he considered was the trade testing of

grade six pupils along the industrial arts component of EPP in the district. His objective

was to determine whether the grade six pupils were ready for their secondary training in

TLE. The Trade test was patterned after the STEP competition. The result revealed that a

great majority of the respondents had approaching proficiency performance and few were

under the proficient performance category.

Review of Related Literature

Presented in this section are the different concepts and ideas of the different

authors and institution that are relevant of the studies.

People, students go to school in order to find a job wherein they can fit in.

They strive hard to pursue their dreams. Education gives them so much opportunity.

Moreover, here in our country, they can choose between vocational and baccalaureate.

Both of these are beneficial. On the other hand, those students who finished vocational

courses can get a job because they received an NCII certificates, but some of them

proceed to college. (ONE PARAGRAPH)

One way of improving yourself is through learning and acquiring new sets of

skills. Nowadays, it is easy to learn new skills because there are various online and face-

to-face classes available for you to enroll in. The Technical Education and Skills

Development Authority or TESDA, for example, offers a long list of free or affordable

courses that will help you expand your knowledge in a specific subject. Established in

accordance with the Republic Act No. 7796 or the Technical Education and Skills Act of
1994, TESDA provides hands-on training or online instruction. It aims to help

individuals in developing their skills through a rigorous training program that will

boost their chances of employability. (SAME INSTRUCTION ABOVE)

ADVANTAGE

TESDA is a Technical Education and Certificate of Eligibility as one Skills

Development Authority of the visa requirements abroad, having a TESDA national

certificate is highly beneficial. It gives assurance to the graduates in terms of skills,

attitudes, values and knowledge competencies along the middle level skilled

occupation.

The passers of the competency evaluation shall be issued as NC or Certificate of

Competency (COC). A National Certificate is issued when a candidate performed an

ability competence in all parts that comprised a Qualification. Certificate of

Competency (COC) issued to people who have satisfactorily performed the ability on a

specific or group about units of competency. (Baygas, 2014)

Most of the managers do not obligate holder of National Certificate because of the

quick turnover of manpower requirements yet all the applicant with NC Certificate are

their priority. The respondents work assignments was due to the scope of work and
manpower requirement of the food industry. (Llorente 2011)

ROLE OF EDUCATION

That schools have always played a vital role in ensuring that students have the

skills needed for the job or career they have chosen. The key function of education is to

fully prepare students for life after schooling preparation for the world of work is a

necessary and vital part of that equation. (Connelly, 2013)

As our society and economy continues to evolve, it may be time to rethink how

public education aids students in choosing career and education pathways.

Additionally, due to the present economic and social changes our government

Is dealing with, it is imperative that we think more deeply about the future of

those students who will enter the workforce immediately after high school.

High standard of living, is an important part of culture and values. The education

system has a significant and direct impact on the quality of our workforce our economic

productivity and ultimately, our ability to prosper as businesses, as people, and as a nation

rely on our public schools to provide highly skilled and educated talent. Being a college

student is not easy because tuition fee is expensive especially in private colleges and

universities. It requires a lot of money to become a degree holder. Not all parents have

enough income to send and support their children in school especially in college. As a

result, some students have to support themselves by becoming working students and

choose a school that offers weekends classes where in they can be an NCII passers.

Being a working student is a responsibility of many less fortunate but willing

young adults and adult individuals. The reason is economics- scarcity of funds,

scarcity of financial resources. Working and studying at the same time can

augment the income or the resources for matriculation or other needs

(Velasco, 2014).

IMPORTANCE OF CAREER EDUCATION AND TECHNICAL/VOCATIONAL TRAINING


PROGRAMS

There are many benefits that career education can offer to the students. This has

been recognized over the last decade or so as various ministries of education have

introduced mandatory career education courses and/or re-examined their approaches to

technical training programs. This is a welcome development.

THE ROLE OF TEACHERS

The term ―learning experience‖ is not the same as the content with which a course

deals nor the activities performed by the teacher. The term ―learning experience refers to

the interaction between the learner and the external conditions in the environment to

which he/she can react. Learning takes place through the active behavior of the student.

CAREER CHOICE

Career selection is one of many imperative choices students will make in

determining future plans and success. This decision will shape them and serve as their
path walk throughout their lives. The essence of who the student is will revolve around

what the student wants to do with their life-long work and career.

―What is it that influences children one way or another?

Over the school‘s front door at Rindge School of Technical Arts is the saying,

―Work is one of our greatest blessings.

Everyone should have an honest occupation‖ (Rosenstock & Steinberg, cited in O‘Brien,

1996, p.3). This is how we can view history and its importance. Each individual has his own

history that shapes out present and future lives. That history created, in part by the

student‘s environment, personality, and opportunity, it will determine how students make

career choices. It then follows that how the student perceives their environment,

personality, and opportunity also will determine the career choices students make.

Career choice is a complex decision for students since it determines the kind of

profession that they intend to pursue in life. Students should make career choice while in

secondary school, so they will be able to face problem of matching their career choices with

their abilities and school performance. (Edwards,2011)

FACTORS IN CAREER CHOICE

The first factor in career choice is environment it influence the career students

choose. For example, students who have lived on an island may choose a career dealing

with the water or they may choose to leave the island behind, never to have anything to do

with water again .Maybe someone in the student‘s life has made a significant impact or
impression, leading to a definite career choice. Parents educational background may

influence student views on whether or not to continue their education. Someone they saw

on television may have influenced the student, or parents may have demanded that they in

the study of Perez regarding Factors Affecting Career Preferences indicated that gender,

area of residence, school attended, attitude , self-employment, prestige, employment

security, financial support, career specialization, career flexibility, personal interests,

availability of job, apply, advancement, knowledge and lastly learning experiences are

among the top reasons in choosing their career. (Basavage, 1996)

EMPLOYABILITY SKILLS

Curriculum is very essential to human development. Indicated that curriculum

update must be a continuing process, with educators remaining up-to-date with the

changes and leading the changes. (Farkas, 1993)

When writing curriculum, changes that have taken place in the past should be

considered as well as changes that are likely to happen. (Purcell, 1993)

One certainty is that continuous efforts must be made to revise and update curriculum

to ensure it is meeting student needs in the ever-changing workforce. (Brand III, 2005)

The message from these studies is that educators should reassess their curriculum to

ensure that their curriculum is adequately developing students‘ necessary employability

skills (Purcell, 1993; Walo, 2000).

Reflecting on the above assertions, it can be argued that curriculum should be

reviewed periodically to keep up with changes and trends, in order not to be passing old
and outdated knowledge and irrelevant competencies onto the students (Farkas, 1993;

Purcell, 1993; Walo,2000).

Several studies indicate that most existing hospitality programs are still focused

towards producing technically oriented students with marginal attention given to

management or employability skills for entry-level positions with little or no emphasis

on upper-level management skills. (Miranda, 1999; Dittman, 1993)

STRUGGLES

The most common reason why students work while studying is financial independence.

There are several advantages and disadvantages of working while studying. Advantage

of working while studying is that students can support their financial needs for their studies and

also to be able help their parents financially. (Robinson, 1997).

These students commonly encounter many problems about their work and their

studies. Some of these students are awarded “work” as part of their financial package;

other students either do not receive work-study funding or find such awards insufficient to

cover the cost of attendance. This creates high level of stress and anxiety making them

vulnerable to sickness and failure in pursuing their college degrees. (Baum, 2010)

Working while studying has its positive and negative sides. When students have

a job they will earn money, some of these students need the money to pay for expensive

schools, while other students need it to make their life easier.Balancing school work and a
social life while coupled with the newly found freedom of living away from home is often a

formidable challenge. Add a part-time job to that mix, and the burden can become overwhelming,

affecting all aspects of a student’s life and his physical and mental well-being. (Kasworm, 2010).

One factor that affects working students physical well being is a lack of sleep. Sleep loss doesn’t

usually cause long-term medical problems, but it can adversely affect physical and

intellectual performance, and mood.(Reyes,2002)

THEORITICAL LENS

To organize the study into linguistic manner, we have gathered helpful theories

and related studies that support the relevance and where the researchers anchored their

case study. The authors and the persons who mentioned in the study prove the existence

of this experiences.Poverty touches all levels of life. It affects family dynamics, living conditions, and

the ability to dream or pursue education. In this period of globalization, development and technical

revolution, education is considered as the first step of every human activity.

Education is regarded as

the major contributor to the improvement of living standards of disadvantaged groups. For many poor

Filipinos, education is a means to a better life, like what they say “Education is a key to success”. The

need for education is universal. Education is the antidote of ignorance which is the

source of evil. To minimize evil, one must be educated. There are only six children out of

ten in the elementary level, can go to high school; three out of six students in high school

can go to college, one out of three students will continue their studies (Tamano, 2010).

Each of the Filipino citizens’ young or adult has the privilege to undergo formal schooling
(Mendoza, 2015). However, most of the Filipinos were being deprived of this right due to their

destitute conditions and traditional cultures. Dela Rosa (2015) mentioned that in the Philippines, the

trend for the past ten years show that for every ten pupils who enroll in grade school, only seven

graduates. The same ratio is experienced among the high school students. In fact, there are about 28

million Filipinos who have less than secondary education based in the Labor force Survey 2015 under

Philippine Statistics Authority. Main reasons cited for dropping-out are mostly poverty

related. While basic education is free, many poor families are unable to finance the ancillary school

needs of their children. There are many benefits that career education can offer to the

students. This has been recognized over the last decade or so as various ministries of

provide s all Filipinos the chance to have access to and complete basic education in a mode that fits

their distinct situations and needs. There are pillars also that every individual must have to attain a

better and peaceful way of learning. Learning to do involves the acquisition of skills that would enable

individuals to effectively participate in the global economy and society (Zhou, 2006).

Learning to live together, deals on the development of an understanding of other people and

appreciation of inter independence in a spirit of respect for the values of pluralism, mutual

understanding and peace (Carreon, 2015). Learning to be, believes in a holistic and integrated

approach to educating the human person, as a individual and as a member of society and focuses on

the full development of the dimensions and capacities of the human person physical, intellectual,

aesthetic, ethical, economic, socio-cultural, political and spiritual as he/she relates with others in the

family, community, nation, region and the world (Vega, 2015).


Using a process of problem analysis, reflection and action, his approach to

education was based on the belief that community members need to been courage to

think critically about problems in their daily lives in order to make decisions and take

action (Taruc, 2013).

Not all citizens had the chance to have/attain education. Only few have the

opportunity to pursue in tertiary level. Having NCII certificate has a big help in order

for them to land in a certain job that supports their needs and family.

This kind of education gives so much opportunity to many people. Even though

there are too many struggles that they may encounter such as time-management

between work and schooling, financial matters, job problems and etc., still, they can

pursue their Education. Through this, soon they can find a job that will lessen their

STATEMENT OF THE PROBLEM


This study seeks to determine the effects of Technology-Based Instruction

employed by teacher to the Interest on Computer Skills–Related Vocational Courses of

Senior high School Students of MWSP schools in Panabo City.

Specifically, this study aims to answer the following questions:

1. What are the advantages of passing NCII?


1.1. Easy to get a job;
1.2. It gives assurance to its graduate in terms of knowledge, skills and values;
1.3. Employment opportunities?

2. What is the affects of the learning and ability of the students?


1.1. more collaboration with peers; and
1.2. Technical skills;
1.3. Increase used of outside resources?

3. Is there any difference in terms of knowledge content and skills to those who go to school
every weekdays and every weekend?
1.1. Weekdays class more lessons that tackled;
1.2. Weedend class are lesser; and
1.3. less of time to have classed.

HYPOTHESIS

There is no difference in terms of knowledge content and skills to those who go to

school every weekdays and weekends. (ARRANGE WELL)

SCOPE AND DELIMITATIONS

The researchers came up on studying NCII passers represented by senior high

school in Panabo City. They were observed before the researchers and through intervention

will somehow addressed the research questions. This will led them found out to the readers

to realize their experiences and how they handle the struggles they faced. (PARAGRAPH)
SIGNIFICANCE OF THE STUDY

This study centralized the problem of the students of their time schedule when it

comes in learning the specific skill in a short period of time. Also how they able to do

specific tasks within an ample of time.

DEFINITION OF TERMS

National Certificate II – It is a general requirements and procedure in applying of

assessment and certifications. is issued when a candidate has demonstrated competence

in all units of competency that comprised a Qualification.

Modified work study program- Instead of weekdays class this program state that all

workers have chance to go to school for only two days and that is Saturday and Sunday.

Methodology

In this chapter we discuss the research instruments, data gathering procedure, and

data analysis that will be used in this study.

RESEARCH INSTRUMENTS

A researcher-made validated questionnaire was used as an instrument in gathering

data to be distributed to the respondents. There were two sets of questionnaire, one for the

independent Variable and one for the dependent variable . To determine the reliability of

the questionnaire, pilot testing was done at Francisco Adlaon Learning Institute Panabo

City .
DATA GATHERING PROCEDURE

The first step we made is we are doing the questioners. After that we start the

survey. Based on computation on the extent of information and communication technology,

the reliability coefficient obtained questionnaire was used to determine the extent of the use

of technology. We interviewed TechVoc students in FALI, Panabo City.

The first set of questioner was used to determine the extent of the use of technology

base teaching the learners. Each indicator contained seven (12) questions which were

evaluated by the student-respondents as to how far these were used by the teacher in the

teaching-learning process.

In answering the questionnaire on the extent of information and communication

technology 5 for Always; 4 for Often; 3 for Sometimes; 2 for Seldom; and 1 for Never.

Results and Discussion

INTRODUCTION

The 12- year pre-university education has become the international standard. In

2012, the DepEd started to implement the K-12 education system. The high school from

the former system will now be called junior high school, while senior high school will be

the 11th and 12th year of the new educational system. It will served as a specialized upper

secondary education. With the senior high school, students may choose a specialization

based on the aptitude, interest and school capacity. The choice of career track will define the
content of the subjects a student will take in Grade 11 and 12. Senior high school subject fall under

either the core curriculum or specific tracks.

There are seven Learning Areas under the Core Curriculum. These are Languages,

Literature, Communication, Mathematics, Philosophy, Natural Sciences, and Social

Sciences. Current content from some General Education subjects are embedded in the SHS

curriculum.

Each student in Senior High School can choose among three tracks: Academic;

Technical-Vocational-Livelihood; and Sports and Arts. The Academic track includes

three strands: Business, Accountancy, Management (BAM); Humanities, Education, Social

Sciences (HESS); and Science, Technology, Engineering, Mathematics (STEM).Students

undergo immersion, which may include earn-while-you-learn opportunities, to provide

them relevant exposure and actual experience in their chosen track.

Technical Vocational Education (TVE) is an important part of the educational

structure and plays a major role in developing a flexible a well – educated work force to

address current and emerging industry and labor – market needs.

A serious problem came with the presentation of Fr. Onofre G. Inocensio, Jr., SDB,

Superintendent of Don Bosco Schools and TVET Centers, on “Implementing the SHS –

Tech-Voc Track.” All know that the Don Bosco schools are long-time recognized experts
in technical vocation educational training. Basically, Fr. Inocensio explained that the

senior high school “core curriculum” requirement is so heavy that there would be no time

to develop the hands-on skills in the students that such as the manufacturing industry

requires. There is adequate time to train manicurists and pedicurists, but shall these

provide the skills necessary for industrial development of the nation. Within the time-

constraints of the senior high school, Fr. Inocensio’s thesis is that it is not possible to truly

develop the multi-skilled students needed for industry. He confirmed his thesis in recent

dialogues with industry: what is important is not that the student has gone through a

required number of hours in vocational training, but that the student actually have the

skills required by industry. His solution: for the Don Bosco schools, they will focus on

teaching the skills as required by industry, using skilled teachers and the

industrial machinery and equipment required to impart them, and insure thereby that the

student be employed. To do so they will set aside the DepEd requirement of the core

curriculum. Once employed – without having graduated from senior high school! – the

student will be given the opportunity to come back to school and finish the academic

requirements that might also qualify him for college.

For the K-12 program, however, this position is disastrous. The K-12 program was

precisely supposed to either prepare students for gainful work after basic education or

prepare students for college. The either/or has become a both/and. It intends both to

equip the students with the skills necessary for gainful employment and to prepare them

for college within the same time constraint. And because the designers are all college
graduates with PhD’s from the best of higher educational intentions, but without the

experience of training students in handling a lathe or a welding machine, we now have a

policy which has effectively shut out meaningful skills development in favor of pre-

college preparation. The K-12 program has been reduced thereby to pre-college

RESULT OF THE STUDY

The result of this study was successful and we’ve encountered some people who

are willing to give their time and pleasure as we conduct our survey. Also, we adopted
some other learning’s that helps us to continue our studies and to pursue our dreams in

life. As we conducted our survey, we admire to our respondents because they’re very

hardworking and responsible. We’ve also noticed while conducting the survey that these

students are working hard and studying hard so they can reach their goals in life, they put

their priority first and that is to finish their studies and have a great life someday.

DISCUSSIONS

The researcher conduct a survey in Francisco Adlaon Learning Institute we survey

a 10 respondents in Senior High School students. As we go along the answers of our

respondents we get the result we get the all she answers to our questions. TechVoc

students in FALI are willing to have a National Certificate II 45% them just taking the job

and 55% proceed college to learn more about technology.

Based on our survey 75% taking seriously on their strands, 25% not compatible on

their strands to proceed Collage. As we observed on our survey there is no difference

between weekdays and week end classes. It depends on the students on how they adopt the

learning’s and matured enough to be serious just to be an educated and commit their goals in

life.

student’s. We observe that academic courses are more number of student’s than Technical

Vocational courses.

Summary, Conclusions, and Recommendations

SUMMARY

The education system in the Philippines embraces formal and non-form

education. It is closely related to the American mode of education but differs in the

number of school years as other countries have 12 years basic education. In the country

however, elementary education is composed of 6 years and secondary education is 4

years which together with the tertiary education comprise the formal education system.

On the other hand, non-formal education includes education opportunities, even


outside school premises, that facilitate achievement of specific learning objectives for

particular clienteles, especially the out-of-school youths or adult illiterates who cannot

avail of formal education. An example is functional literacy programmers for non-literate

and semi-literate adults which integrate basic literacy with livelihood skills training.

Vocational Education is the skill based training provided to students through diverse

courses available in several career fields such as health care, banking and finance,

computer technology, trade, tourism and so on. The education imparted to students

focuses more on providing manual training and giving more practical exposure.

Every

industry or company today is looking for skilled and efficient employees. Vocational

education helps students apply their learning practically and expertise in a specific

field. It also gives opportunity to students who are unable to cope with academic

education. Vocational educational organizations generate skilled manpower to meet the

job demands.

This research is truly successful as we gather our survey. As we finish this research

we’ve learned a lot. It helps us to enlighten our mind and it gives us more knowledge. It

was a good experience for having this kind of task. Each one of us coordinates and

supported this task.

RECOMMENDATION

As we end in this research here in Panabo City technical vocational courses has a

positive and negative thoughts. Positive thoughts is students can take a job but not have

enough skills. Negative thouhts is students and parents barries the financial problem, take

long term of studying

The researcher wants to remove the K12 program because based on our survey

reseach students and parents has a big problem on that program. One of that problem is

that lack of money, students didt’n have time to bonding with their parents because lots

of projects and performances. Some students depressed of this program even if they

have the regular class.
