Registration of Aircraft 3} The provecure for registration of conventional aircrafts is as per ine prevalent Civil Aviation Requiraments (CAR) issued by MoCAIDGCA, 5) MoCA/DGCA has issued the Civil Aviation Requirament (CAR) on civil uses operation of RPAS(dronas). Il is also preoaring CAR for micro-ignt airoral powered hang-glider, hot air balloon etc under the Aircraft Act. in consultation with MODAAF, whereby registration, operation, monitoring and contro! of these aircrafts will be carried out. 9) DGCA will maintain a list of owners of para-gliders, para-mators, powered hang- gliders, micro4ight aircraft, hot air balloons, RPAS. (drones) in all States/UTs and provide it to the State/UT police for its verification. DGCA shall direct the owners to fegulate/prohibit fying in State/UT air space, as necessary, in consultation with the State/UT concerned Section-2 SECURITY MEASURES FOR CONVENTIONAL & SUB-CONVENTIONAL AERIAL PLATFORMS BY CENTRAL GOVERNMENT 8. The security of the entire nation can be divided roughly into two coneantre rings, as given below Protected by IAF (Aerial ssautity over land), Army, CAPES & State Police (security over land). Border areas: Protected by IAF (Aertal security vcr land and sea terrtorial wators), ADA. (ecrial security over land}, emy, BSE, TBP (land security), Navy and Coast Guard {territorial waters) ‘The outer ring covers the border areas both on land and in the sea, It is defended by the army, BSF and ITBP on land; Navy and coast guards in the sea/coastal areas; and Air Force in air (covering entire country in a security-umbrella). For Conventional aerial threats from fighterfcivil aircrafts, missiles, njacked aircraft, micro-light aircraft etc, which can be detected by radar, the IAF is responsible. IAF wil act as per their prescribed roedura/SOP, covering entire country, and its territorial waters, contiguous zone, EEZ. The territorial waters, contiguous zone, EEZ will also be protected by tne Navy and Coast Guard, including aerial threats ui For threats from hostile Sub-conventional aerial platforms, which can be visually sighted but difficult to detect on radar, tha State/UT/local Police and the ecurity of the vital/sensitive installations / areas will be responsible. IAF will decide whether it is ‘friendly’ or ‘enemy’ aerial vehicle. Accordingly, the IAF Control Room will inform the State / UT Police to inform/alert all security forces concerned, including their personnel in PCR vans/QRTs and the security of the vital'sensitive installationvarea, in the rangefline of the aerial vehicle fying In case a flying object is noticed by the State / UT police or security of the vital insiallation, the information will be immediately conveyed to the Police Control Room and IAF Control Room, to confirm whether it is “Friendly” or “Enemy/Unknown" and to act accordingly. In case a conventional aircraft is missed by IAF for any reason, it will be brought to the notice of IAF Control Room, for further necessary action as per their SOP. For Manned Sub-conventional Aerial Vehicles: Any manned sub-conventional aerial object that is visually sighted in 2 ‘No Fly Zone’ wil be indantified as ‘Hostile’ based on the following criteria. ~ i, The object is visually seen to be armed. ji. The object is visually sasn to be carrying ovi manifest hostile acts (aitack on people / crowd / building / vital installation / carrying ar dropping any load ike bombs, guns, missiles, inflammable material atc); or flying in a hostile manner. ji, If already declared “Hostile” by IAF or Nodal Officer designated by the security agency of the Vital Installation or sensitive area iv. Sub-Section — 28 SECURITY ARRANGEMENTS BY CENTRAL MINISTRIES AND THE VITAL INSTALLATIONS UNDER CENTRAL GOVERNMENT, Action by Administrative Ministries of Vital Installations ‘The Administrative Ministry/Department of the VA / VP will form Standing Group for Coordination and Review of Security Arrangements (SG-CRSA) for its Vital Installations, with members from administrative Ministy/Management of the Vital Instaliation, |B, its security force. State / UT Police, IAF, ADA. Members from Navy and Coast Guard will be included in the Commitee, if the Vital Installation is. in coastal area. The Committee will meat periodically to review the security of its Vital Installations. Similarly, a Sub-Committee will be formed by each VA/VP, for quick reaction and coordination with their SG-CRSA, and all concemed, in case of any contingency Page 7 of 21 16, SECRET including aerial threat from para-gliders, pa hand gliders, UAVS (Unmanned Aerial Vehicles), UAS (Unmanned Azria! Sub-Section ~ 26 SECURITY ARRANGEMENTS BY CENTRAL GOVERNMENT ANO STATE! UTs Preventive Measures /implementation Plan : 46-A. Legislative measures: These measures include procedures, regulatory frame- a) work and well as penal provisions to apprehend violators and initiate punitive actions by security agencies. Director General of Civil Aviation (DGCA), under Ministry of Civit Aviation(MoCA) is the authority for issuing Civil Aviation Requirements (CAR) /rules/ regulation regarding all sub-conventional aerial platforms like RPAS (drones), para-gliders, para-motors, powered hang-glider, microlight aircrafl, hot-air balloon ete under the Aircraft Act and Air Transport Circular, for civilian use. CAR on Civil-drones : On 27-8-18, DGCA has issued the Civil Aviation Requirements (CAR) regarding "Requirements for operation of civil Remotely Piloted Aircraft System (RPAS/drones), which is effective from 1-12-18. The CAR is available in DGCA’s website ( www.dgca.nic.in ). It wili be made operational soon by MoCA / DGCA. After the ‘Digisky' is made fully operational, . any parson can apely to OGCA for permission to operatelfiy their RPAS / drones in 2 particular area. The application will be considered on-line by the congerned agencies (GCA, Central Security Agencies and Stateslocal police) to grant peimission on-line on the mobile~ app. For it, the coordinates of vital installations, sensitive areas, Defence installations etc provided by the concerned agencies (Central/State Government, UT administration, Defence forces, CAPFs etc} are fed in the “Digisky apo. to show it'as one of the following three zones Red Zone’ Where permission cannot be given lo fly RPAS/drone. “Yellow Zone’... Where permission may or may not be given to fly RPASIdrone ‘Green Zone'...Where one can fly without waiting for permission on Digisky (area left out after earmarking the Red-zone and Yellow-zone) Subsequently, (a) no change will be allowed in the Red-zone; and (b) only the concerned agency responsible for the security of the Yellow/Green-zones will be authorised to make any change in the Yellow/Green Zones. Keeping the mobile-app ‘Digisky’ in view, all States/UTs should know the ‘coordinates of their vital installations, vital points, sensitive areas etc in their State / UT, so that it can be reflected on the ‘Digisky’ as Red/Yetlow/Green zones for considering an application to fly RPAS/drone in any area in their State/UT. The State/UT may give a code number (reference number) lo their vital installation for their record and referonce. The code number may start with an alphabet (as in a carfscooter registration number and @ number such as UP1, UP2, DL-1, OL-2, HR- 1, HR-2... ete The Central / State GovernmenVUT Administration will declare their vital installations and sensitive areas as ‘NO DRONE ZONE" area. The DGCA will maintain and provide a list of owners of non-conventional aerial, vehicles/RPAS (drones) in each State/UT and provide it to the State/UT police, for its verification. A copy of the verifiad lst, will also be providad to IAF for information. The DGCA shall direct the owners to regulate/orohibit flying in State/UT airspace, as per provision in the CAR. Physical checks of flying/gliding clubs near airports and sensitive locations should be carried out at periodical intervals by State/UT Police. Aircraft trainers and instructors/ staff in flying clubs should be contactad and encouraged to report about any suspicious activity/parsons. Grid Map: To facilitate reporting of drone-elated cases and subsequent understanding of the location, a grid map of suitabla scale of Stata/UT may b2 used. This gfid based system will also facilitate subsequently in tracking the movement of the aorial object. The alpha-numeric code of the grid shail be used for reporting of visual observations, airspace clearance and engagement by all concerned. In additional a separate grid for the State/UT airport vill also be used for reporting by security personnal through Security Operation Control Centre (SOCC). The Grid Map of various zones in the State/VAs & VPs is to be prepared by OGP State Police/UT Police and disseminated to all stakeholders 19, Implementation Plan : The following action shall be taken en seeing sub-conventional aerial platforms flying = a Visual observations of unidentified small aerial platforms should be reported to the designated IAF ADDS (Operations Room) by Central Police Command Room {CPCR). in case the nominated Ops Room cannot be contacted due to any reasons, the reporting can also be intimated to Air HQ Operations Room on the Toll Free Number, The State-wise designated Ops Room and their contact aumbers are placed at Annexure. d. Hostile Activity : If the aerial object/plaiform is seen as a likely threat and committing hostiie act such as dropping bombs, firing on friendly elements on ground ete, CPCR can order immediate engagement by ground forces and inform IAF Operations Room about it. However, safety aspect of helicopter covered at sub- para 19 (c) needs to be borne in mind. c. Precaution : Based on visual observation information or radar detection (by the IAF), itis possible that IAF armed helicopter may be in pursuit of the reported target to investigate, identify and if required, engage the aerial object. It is therefore, important that the helicopter is not endangered due to ground fire. The IAF on its part wilt inform the Centra! Police Command Room (CPCR) of the Sizte/UT Police whenever the helicopter is ordered to airborne for identification / engagement of threat from sub-conventional aerial platforms 4. Shout on a loud hailer to draw its attention and instruct it to land immediately, faiting which it will be sho! down. ii If it. does not jand away from the sensitive instal v: ders, and continues to fly towards the sensitive locatior of the security officer it may pose a threat to the safety of the vital installations/public tife/property, and in his opinion there is no time to seek instructions from superior officers or seek clarification from the Indian Air Force agencies, he may shoot at it with the intention to de-capacitate the individual / aerial vehicle. iv. Inform GPCR through district contol room accordingly. In case, the sub-conventional aerial platform or RPAS (drone) is noticed at focations other the sensitive locations defined above, the PCR van and concerned police station will take action as specified at subparas 19 (a) and 19 (b).
