SUBJECT: Public Hearing for the Project Spartan Brownfield
Plan, City of Portage

SPECIFIC ACTION REQUESTED:

As specified under Michigan Public Act 381 of 1996, as amended, the Kalamazoo County
Brownfield Redevelopment Authority (KCBRA) requests the Kalamazoo County Board of
Commissioners hold the prerequisite public hearing for the Project Spartan Brownfield
Plan.

DESCRIPTION OF ACTION (dollar amount, purpose):

The KCBRA is requesting the Kalamazoo County Board of Commissioners open the
required, duly noticed public hearing related to the Brownfield Plan for the
redevelopment of property located at 6701 Portage Road in the City of Portage. Under
Michigan Public Act 381, a notice of the public hearing is required to be sent to all taxing
jurisdiction that levy taxes as specified in this Brownfield Plan. Notices have been sent
10 days prior to this scheduled public hearing to all taxing jurisdictions indicated in the
Plan.

TIME FRAME OF ACTION:

November 6, 2019 at the 7:00 p.m. Regular meeting of the Kalamazoo County
Commission.

Funding is through Local and State Tax Increment Financing as described in the
Brownfield Plan.

PERSONNEL IF REQUIRED:
No new personnel or contracts will be required by this action

NEW OR RENEWAL:
This is a new Brownfield Plan.

ANY OTHER PERTINENT INFORMATION:

On September 26, 2019, the KCBRA approved this Brownfield Plan and recommend
approval of this Plan to the Portage City Council and the Kalamazoo County Commission.
The City of Portage is expected to pass a Resolution concurring with this County
Brownfield Plan on October 15, 2019.

KCBRA staff presented the Brownfield Plan to the Committee of the Whole on October 1,
2019.
