1.0. GENERAL

This Procedure describes the erection of Storage Tank, PT.Pertamina RU V Balikpapan,


In this connection, if any modification to this instruction, the modification shall be carry out
after review by concern person.

2.0. PURPOSE

Guidance for related Supervisor or Engineer to assembly and erection Storage Tank.

4.0. COMMON &TEMPORARY WORK

Article I. COMMON

1.1. For measuring, steel tapes shall be used


1.2. Members and parts carried in the field should be correspond to the packing list and
checked for any damage, and stored in the appropriate place to prevent damage
and loss.
1.3. Any Jigs tack welded to the permanent base materials for erection purpose are to
be removed by adequate manner which may not give damage to base material,
and the trace after removal of jig should be smoothened and finish surface by
sooth grinding.

Article II. TEMPORARY WORK

1.4. Temporarily installed machines and jigs for assembling work should be checked
and adjusted before start of erection work.

1.5. Electrical equipment should be checked for proper condition and insulation before
start up.

1.6. Temporarily installed equipment and services related to erection work should be
removed and location cleared to the original condition after completion of the
work.

5.0. INSPECTION OF FOUNDATION

5.1. OUTLINE

As of completion of foundation, the following items should be confirmed.

 Position and height of centre & bench mark reference points


 Concrete periphery at 0º, 90º, 180º and 270º marked on the sketch
 Shape, dimension and level of the concrete
 Execution and tapering of dried sand or asphalt
 Receipt of inspection report
 Outlook of finish, dimension and level

5.2. INSPECTION IMPORTANT EVENT

 After prepare the foundation inspection report, BKN and WIKA review the report
according to items as per 5.1 and confirm the foundation drawing.

 For level check at completion of foundation, the centre points shall be checked and
marked, the orientation of Tank refer to centre point have been marked.

 Level and elevation check at top of foundation for check points as shown at the picture
below.

Check Point for Foundation

The amount of foundation check Point can be added depend on the diameter of the tank,
ever greater the area the check point shall increase . the degree axis may divide into
smallest degree as necessary , the degree axis shall be in symmetric position mirror to
centre line, for example 1/16 circle , 1/32 circle etc.
The space of check point to the centre line is depend on the necessaries, the divider can
be 1/10 diameter, 1/5 diameter etc .
Orientation on the foundation Work

1. Establishing of azimuth

After confirming the completion of foundation work, mark with paint


on the concrete surface the azimuth line of 0º, 90º, 180º and 270º.
These lines and their intersection (Centre of foundation) should be
the datum of the assembly.

2. Centre position for bottom plate arrangement

a) Mark – off the annular plate outside circle on the asphalt


from the foundation centre. This circle should be at 10 mm
larger in diameter than that of drawing dimension.

b) Provide the reference point mark V for arranging the bottom


plate on the annular plate outside circle according to the
bottom plate drawing.

c) Connect the opposite reference points with a line. The


intersection of two lines must be coincident with that of
azimuth lines
Article I. FIELD ASSEMBLY

6.1. Arranging and assembling of Bottom Plate

Work Procedure:

- Preparation
- Arranging of annular plate
- Arranging of central bottom plate
- Arranging of peripheral bottom plate
- Cutting of periphery

6.1.1. Preparation

a. Marking – off the matching line (centre line) : mark off the centre line on
the annular plate (necessary for four in sixteen annular plates). Weld
the backing strip on the annular plate at both ends for one plate, at
single ends for fourteen plates, and none for rest one plate.
b. The drain nozzle should be installed by welding on the correct
orientation at the same time.
c. Mark-off the reference line, the overlap allowance etc. on the central
and peripheral bottom plates as shown below:

6.1.2. Arranging of annular plat


a) Lay annular plates with backing strips at both ends matching with the
line marked – off according to the item 3 – 4. This plate should be the
datum for further annular plate arrangement.
b) After arranging the annular plate, coordinate the adjoining annular plate
(check the root opening and the offset of them), then execute the tack
welding. After the tack weld, fix the plate with restraining jigs and
execute regular full welding.

6.1.3. Arranging of peripheral bottom plate

a) After setting the central bottom plate, lay the peripheral bottom plate
from centre of periphery.
b) The overlap allowance shall be in accordance to the drawing
dimensions.
c) Remove the foreign matters such as sand and dust from the area to
be overlapped.
d) Execute the tack welding on the bottom plate before regular welding.

e) The triple lapping of bottom plate should be done as shown below, so
as to fit tightly the respective plates.

f) When executing the regular welding of the bottom plate, the activities
should be concerned to the welding procedure and usage of jigs to
minimize the distortion and absorb the contraction due to welding.
The tack welding and regular welding shall be accordance to the
acceptable welding procedure.

6.1.4. Cutting of periphery

a) After completing the regular welding of central and peripheral bottom


plates, the cutting execution can be done to the overlapping section of
annular plate and bottom plate.
b) After the cutting, finishing of the cut surface shall be done by grinding
machine.
c) When cutting the bottom plate special attention shall be given to
avoiding damage of the annular plate.
d) Mark – off the datum line on the annular plate 100 to 150 mm inside
from it’s inner edge.
e) After completion of the bottom plate welding, mark – off the lapping
allowance line on the bottom plate 60 mm inside from it’s outer edge
based on the datum line provide by the above item d.
f) After marking –off, pull the bottom plate and hold it with metal dun age,
and execute gas cutting along the cutting line.

6.1.5. Finishing of bottom plate

a) After welding the bottom plate, remove the attached jigs carefully to
avoiding damage the base metal, and finishing the welds by grinding
machine.
b) Where peel – off or cut away of base metal is happened while removing
the jigs, it must be repaired by welding on the damage area and
finishing by grinding machine.

6.1.6. Inspection of bottom plate

The inspection of bottom plate shall be done for the following items in
accordance to specification requirement after arranging the bottom plate
and before assembly of shell plates.

a) Full Dye penetrant test or Magnetic Particle test for bottom plate
welding.

b) Conduct Vacuum box testing on the weld.

Assembling of Shell Plates

6.1.7. Preparation for assembling the first stage shell plate

After completion of the bottom plate or the annual plate inspection, the
following items can be done for the assembly preparation.

a) Mark – off on the bottom plate the 0º, 90º, 180º and 270º lines for the
reference of shell plate erection corresponding to the foundation datum
line.
b) Mark – off the inside diameter circle of the shell plate.
c) Mark – off the circle for the datum of checking the assembly of shell
100 mm inside from the inside diameter circle of shell plate.
d) Mark – off the point for datum of assembling the shell plate.

6.1.8. Attaching of jigs on the bottom plate

After marking – off the shell plate inside diameter attach the jigs for fitting
the shell plate as shown below:

Note : The position and size of the jig should be determined at site.
6.1.9. Attaching of shell plate jigs.

Before erection of shell plates, attach the jigs for assembly and hooks for
foot board bracket.

6.1.10. Assembling of the first stage shell plate.

Starting from the assembling datum point, arrange the first stage shell
plates clockwise (or counter clock wise) and assemble them based on the
marking – off provided beforehand, then execute tack welding.

Installation of the 1st shell

a) Lift the shell plate and bring into the bottom plate, match the end of
shell plate with the reference line, and fix the plate with jigs and support
it with turn buckle wire rope so as to prevent fall down of the plate and
maintain perpendicularly.
b) Arrange the second and subsequent shell plates one by one clockwise
(or counter clock wise) and execute the handling as the above item (a).
Apply the specified spacer between the abutting plates and fix them
with the fitting jigs.

c) After arranging the shell plates, check them for arrangement by


adjusting with bottom piece, wedge, etc. along the shell plate inside
diameter circle. At the same time, co-ordinate the groove of longitudinal
joint and round edge.

d) After assembling the first stage plates, check them for perpendicularly,
level, roundness, etc. in accordance with the inspection manual. Any
error shall be corrected to make within the tolerance.
Notes: 1. Root opening should be adjusted with spacer
2. Plate to plate fitting should be adjusted with strong
back spacer etc.

6.1.11. Measuring of the first stage shell plate and correction

As figure below shows, measure the shell plate for level, perpendicularly
and roundness in the circumferential direction. Correct the error, if any,
within the range of tolerance stipulated in the inspection and criteria.

a) Measuring of level and correction


Note 1. Correction should be made between bottom plate and foundation
with linier and wedge.
2. Must be conform with inspection manual for tolerance.

a) Measuring of perpendicularly and correction

The measurement should be made based on the shell assembly


checking circle marked – off beforehand.
6.1.12. Assembly of second and subsequent stages.

Attaching of jigs for shell plate assembling, attach horse shoe on inside
surface of shell plate in the same manner as in the 1st stage shell plate.
a) Extend and assemble the second and subsequent shell plate with
straight strong back, curved strong back, bull pin, etc. being careful with
the root opening and offset of circumferential and longitudinal joints.

b) Execute the assembly stage up to the final shell course and install the
curb angle as per the drawing.

c) While proceeding the shell plates execute checking for level,


perpendicularly and roundness in accordance with the inspection
manual. The error must be corrected within the tolerance.
Assembling of Attachment

6.3.1.1 Make the manhole opening in close supervision with correct orientation
and elevation after adjusting the horizontally, perpendicularly and
roundness of the 1st shell plats and before assembly of 2nd shell
course. Install the nozzle after the 3rd course has been welded.

6.3.1.2 Other auxiliaries to be attached to shell plate and roof plate area after
completion of shell plate and roof plate welding respectively. Marked –
0ff it’s orientation, elevation, size, etc. to conform to the specification
and drawings and checked during every stage of work progress.

6.3.1.3 Strengthen shell plates with reinforcements to prevent the shell plates
from straining when welding manholes, nozzles, etc.
Roof Assembly

6.1.13. General Note:

a) The roof shall be pre assembled on the temporary table on the area
that are clear for transportation and installation to the top of the tank
or at fabrication area.

b) The table shall be have the same level and .

6.1.14. Assembly of roof

a) Roof assembly shall start from the centre and spread to periphery.

b) The joint design shall be as per the engineering standard.

c) After the plate lay down, make sure the dimension of the roof plate
is correct and the gap between the shell and edge of roof plate ring
for correct rim seal installation.

d) Assembly of roof as per the requirement

e) Install ladder and stair way including accessories

f) Install roof drainage system

g) Install roof accessories and nozzles

h) After completion of roof and set in to the permanent roof support the
temporary supports shall be removed.

Article II. WATER FILLING AND DRAIN

7.1 After the assembly and welding of all tank is completed, fill water in the tank. Prior
to the water filling the following items should be checked.

7.1.1 Check all welding completed and all NDT accepted. Any repair of weld after
NDT must be completed, retested and accepted.

7.1.2 Remove all temporary supports, jigs from both inside and outside of the tank.

7.1.3 All tack weld on the shell for install jigs and temporary attachments
should grind smooth.

7.1.4 Check all attachments are installed correctly and blind flange is correct
size and properly installed.

7.1.5 Water filling speed and retaining period should as per the project
standard.

7.1.6 When water filling always watch the tank for any leakage and draw up
an inspection records of water level and each section.

7.1.7 While filling water the foundation submersion should be monitored. In


the event of high submerging rate or uneven submersion, stop water
filling temporarily and consult with related parties and decide for the
future action before re filling started.

7.1.8 The level of filling should be as per engineering standard.

7.1.9 While filling the roof manholes should be kept open

7.1.10 The drainage should be gradually and disposed to the designated


place.

Article III. CLEANING INSIDE OF TANK

After water drainage, clean inside the tank using fresh water. Remove all dirty
water left on bottom of the tank with rags and final cleaning inspection shall be
done.
