On October 29, 2017 at approximately 1217 hours I, Ofc. Wright #105


dispatched to Post-I to meet a complainant about a battery that occurred
during a protest.

When I arrived at Post-I (approx. 1217 hours) I met the victim


and hi I introduced myself and asked them
if they would be willing to go to a more discreet area of the police
department for our conversation. They both agreed to this so we proceeded
to room #129. I asked both for permission to record audio/ video
during the interview and they both agreed to be recorded. I then secured
my duty weapon in the adjacent strong box, returned to room #129 and began
speaking with the s.

I started my conversation by asking how I might be able


to assist them. told me that due to the News Gazette reporting the
parade protest as a nonviolent event the public perception his group is
skewed. I told that there are often errors made by the press. I
admitted that I could do nothing for him with that grievance but I would
be willing to report the violence that he was subjected to if need be. In
talking to I learned that both he and had been physically
pushed at a protest that had occurred during the University of Illinois
homecoming parade on October 27, 2017 at approximately 1930 hours.

stays involved with the group serving on the executive board.
were attending the homecoming parade to support Chief Illiniwek walking in
the parade. told me that he had been forced to move on several
occasions by the group protesting Illiniwek's presence. The group seemed
like a wall of people to at times. He said that he ran into traffic
barricades or barrels as he attempted to maintain his footing while being
forced in various directions. This was painful for at the time and
although he was experiencing soreness at the time of our conversation, he
told me that he had no bruising to show as evidence. also told me
that one man held a bullhorn next to his face with the speaker only two
inches away from his ear. said that the man yelling through the
bullhorn so close to his ear was painful at the time and left his ears
ringing still, at the time this interview. used his hand to block
some of the noise from the bullhorn. This caused the offender to react by
physically moving the bullhorn away from face and then returning
it. This resulted in the man hitting in the face with the bullhorn
which did cause soreness but was uncertain if the man did it
intentionally or if it was just the interchange between the two men
negotiating their footing and blocking the sound with his hand.
also told me that he had his cell phone in his right front pants pocket
during the parade and that after the parade he noticed that the camera
bezel of the phone was cracked. He showed me the broken- -c;-~era- bezel but

She stated that she experienced soreness but also had no bruising to show
due to the fact that she was wearing thick garments during the parade
because she was very cold. also said that she had pictures of a
woman from their group. The woman had also experienced physical battery
and had bruising on her ribs. I asked why that woman didn't come
with them to file a complaint. She said that she had attempted to contact
the woman but she had not responded to her yet. I explained that for
police to file a complaint of battery the victim has to be willing to
report it to police. I offered to file complaints as they come to me

regarding the parade incident in general.

After taking both of their statements I spoke with about the


best way to proceed forward. We had spoke about an incident that occurred
on October 26, 2017 with the same group. I did not have a lot of details
on that incident but I was aware that Sgt. Carter had dealt with it and a
report would likely be completed in the near future. Since I wasn't sure
if the two incidents were related I told that I would
notify them of their case number in the future. I also reviewed with them
that battery was the offense that occurred according to their statements.
I told them about the importance of reporting crimes as soon as they occur
so that unknown suspects can be apprehended and questioned. After our
conversation left to get the broken cell phone fixed.

I followed up on this incident with on October 27, 2017. He emailed


me a Facebook link to view video of the event. I was unable to open the
link. I have printed off the email and included it with this report. An
investigator with more computer knowledge than I should follow up with
this video link.

With 22:14 left in the video, you can see the protesters begin to move and shove me out of the way near an
orange construction barrier. At first I thought I got hit by the barrier itself, but it looks like a may have actually
been kneed by another protester from behind. I couldn't tell at the time, I just felt myself fall back and a hard
impact on my leg on the right side. I am wearing an orange coat and a blue headband, holding a gray plastic
bag which contained candy for the parade onlookers. In the instance, the assailant was a black man in a black
hoodie with a backpack ... probably about 6'2". He may have been assisted by a female in a black and white
hoodie to his side.

With 22:03 left in the video, the camera gets a clear look at me standing with my arms still. The camera quickly
looks away as the bullhorn in shoved in my ear. The camera then looks back and you can see my reaction. The
bull horn was a dark-haired male wearing a black winter cap ... shorter than me .. .slightly tan complexion of
ambiguous race. The device was a black and white horn with a bright yellow sticker on the side that said
"GEO". At the time, there was a female officer behind me whom I alerted to the incident. It was difficult to
hear, but her reply was "I know, but they have a right to protest."

With 16:14 left to go, you can hear the bullhorn again in the background, yelling directly into my right ear. We
are not onscreen, unfortunately, the action follows the student chief portrayer. Again I looked to get the help of
an officer, but at the time, the officers in the area were discussing with our procession leaders with directions on
how to evacuate the area safely.

any luck retrieving video of the battery we spoke about? Also, I know you said that you did not recognize the
perpetrator however, since video is not yet available to me can you give me a physical description of the person?
